About this file

This is a Request for Proposal (RFP) issued by North East Independent School District (NEISD) in San Antonio, Texas, for district-wide snack vending services. NEISD, which serves approximately 52,200 students across 44 elementary schools, 13 middle schools, 3 middle school magnet programs, 8 high schools, and several high school magnet programs, is soliciting proposals to provide snack vending machines that comply with USDA Nutrition Standards for Foods Sold in Schools. Snack machines will be placed in specified areas of all middle and high schools, with elementary schools limited to teacher lounge areas only. The District currently operates approximately 130 vending machines across 67 different locations plus 7-10 satellite facilities covering 133 square miles. The questions deadline is September 24, 2026, at 8:00 AM Central Time, with proposals due on October 15, 2026, at 1:00 PM Central Time. No site visits or bidders' conferences are mentioned. The contract term is three years with two optional one-year renewals for a maximum of five years. NEISD reserves the right to rebid at any time and makes no guarantee regarding purchase quantities or dollar amounts, as purchases will be made on an as-needed basis.

All snack items must meet strict USDA nutrition standards, including calorie limits of 200 calories or fewer, sodium limits of 200 mg or less, and sugar limits of 35 percent or less by weight. Vending machines must be equipped with dollar bill changers, credit/debit card readers, and lockout timers for compliance with competitive food regulations. The successful vendor must provide full service including installation, stocking, maintenance, cleaning, repair, and money handling at no additional cost to NEISD, with 24-hour service response time for repairs and as-needed refill requests. Vendors must offer remuneration to the District based on a percentage of gross sales, structured at different commission rates for elementary, middle, and high schools, with commission payments due by the 15th of each month. Snack product pricing must remain firm for one year, with price increases permitted only with documented evidence of raw material cost changes. Vendors must maintain current insurance coverage, provide proof of DPS background checks for all employees, comply with NEISD's drug-free and weapon-free policies, and agree to performance audits with vendors responsible for audit costs if discrepancies exceed three percent.

The process must include accurate and timely communications to NEISD and assurance that unsafe products are identified and removed from NEISD sites in an expedient, effective, and efficient manner. Supplier will be responsible for all costs associated with replacing product, shipping charges, and/or product credit.

All goods are subject to inspection and return, at the expense of the vendor if found to be non-conforming to the award.

8.5 Renumeration

Deadline: 10/15/2026 01:00 PM (CT) 18-26 Addendum 2Page 9 of 25 pages

Past experience indicates snack vending machines placed in elementary schools will be far less in volume than those placed at the middle and high school level. Proposer should list anticipated remuneration at different levels of volume. Commission remuneration should be based on gross sales. The proposed list should be divided by elementary schools, middle schools and high schools. List should include type of foods and brand and proposed price with proposed commissions and/or other applicable forms of compensation on sales of vending machine products. NEISD reserves the right to negotiate any and all remuneration as products sales rise over the period of a school year.

The percent commission of gross sales for remuneration will remain constant throughout the length of the proposal.

Requests for any increase in prices are to be in writing to the Executive Director of Food Service or designee.

Vendor must have approval from the Executive Director of School Nutrition Services or designee BEFORE any price increase is implemented.

A monthly report, by location and machine number, must show sales amounts, number of items sold by name with total remuneration listed, etc. Final detailed report information will be negotiated upon award with successful proposer. This list should be emailed to the Bid Coordinator (procure@neisd.net) or designee.

Commissions will be paid monthly. All commission payments must be sent to the Procurement & eCommerce department within 15 days after the end of the month.

A renumerations schedule is required as part of proposer's Response Attachments.
