About this file

This is a Bid Invitation document for Solid Waste Management Services issued by GCCISD (Galena Park Consolidated Independent School District) in Texas. The district is soliciting proposals for comprehensive solid waste management services to support district operations. The deadline for proposal submission is June 1, 2026, at 2:00 PM Central Time. The invitation outlines the scope of services required, though specific service volumes and collection frequencies should be confirmed within the detailed bid documents. Prospective bidders are encouraged to review all bidding requirements and specifications prior to submission to ensure compliance with district procurement procedures and standards.

The bid invitation establishes the framework for GCCISD to evaluate proposals based on the criteria specified in the solicitation documents. Respondents should anticipate that award decisions will be made following the submission deadline and evaluation period. The contract will establish terms of service for solid waste management operations, with duration and renewal options to be determined based on the district's needs and the selected contractor's proposal. Interested parties should obtain complete bid documents from GCCISD to review pricing requirements, any applicable set-asides, and additional terms and conditions governing the procurement process.

2. All containers must be switched out with cleaned and sanitized containers within three (3) working days following a complaint of an odor problem and waste service is notified.

3. The servicing company will not be responsible for collecting any refuse not placed in containers except when the company fails to service the facility on the previous date scheduled.

4. Prices for the service are to be provided on a “per container, per pick-up” basis, in order to provide flexibility in changes of service.

5. Payment of accurate invoices will be made within thirty (30) days. Invoices are to be presented to GCCISD within seven (7) days of the close of each month for the previous month’s service. Invoices shall include the location umber, container size and number of days serviced and must reflect the purchase order number issued by GCCISD.

6. Pick-ups for all school locations shall be made on a daily basis throughout the school year, except for school holidays (see attached calendar). The start date will be determined by the district upon award of proposal.

7. Pick-ups for support center locations shall be made twice weekly (Tuesday and Thursday) throughout the school year, except for school holidays.

Thirty (30) yard containers are to be serviced on an “on-call” basis.

In the event that the contract expires prior to the district issuing a new RFP, services will be provided to the district on a month-to-month basis until such time as a new contract is in place.

13. Only front-end loading equipment and dumpsters will be acceptable for this agreement. Dumpsters must have side door.

5 PROPOSAL SUBMISSION INSTRUCTIONS

1. All responses must be submitted through the District’s online bidding portal. Questions should also be submitted through the portal no later than the designated question deadline. Responses to all submitted questions will be provided after the question cutoff date.

2. If suppliers submit a hard copy response to the solicitation, all completed information should be sent to the district’s purchasing department, 4544 Interstate 10 East, Baytown, TX 77521 in a sealed envelope and include the name and number of the solicitation.

3. No response will be considered which does not equal or exceed all of the minimum specifications.

4. Late responses properly identified will be returned to vendor unopened. Late responses will not be considered under any circumstances.

5. The stating of a trade name and number does not intend exclusive treatment for this particular item but indicates the quality desired by the district. If you propose an alternate brand, please submit a sample or catalog describing the item.

6. The district reserves the right to revise or amend the specifications prior to the date set for opening responses. Should the vendor find discrepancies in, or omissions from the specifications or other documents, or should be in doubt as to their meaning, they should immediately notify the purchasing department and obtain a clarification prior to submitting a response. Oral classifications are non-binding on the district.

Inquiries may be sent to purchasing@gccisd.net.

7. The district reserves the right to split the award of items on the proposal sheet to one or more vendors. An "all or none" response may be considered if it serves the best interests of the district.

8. Quote FOB Destination (if applicable). Provide unit price on quantity specified, extend and show total. In case of errors in extension, unit prices shall govern. Responses subject to unlimited price increases will not be considered.

9. Vendor must provide the full name and address of their firm. Failure to manually sign response will disqualify response. Person signing must show title or authority to bind his/her firm in a contract.

10. Response cannot be altered or amended after established opening time. Any alterations made before time of opening must be initialed by vendor or authorized agent. No response may be withdrawn after opening without approval and based on a written, acceptable reason.

11. Goose Creek CISD is exempt from taxes. All prices are to be quoted excluding all taxes.

12. Delivery (if applicable): Response must show number of days required to place material in receiving agency's designated location under normal conditions. Failure to state delivery time obligates vendor to complete delivery in fourteen (14) calendar days. A difference in delivery promise may break a tie. Unrealistically short or long delivery promises may cause response to be disregarded. Consistent failure to meet delivery promises without valid reason may cause removal from vendor list.

13. All items shall be new, in first class condition and manufacturer's latest model and design, including container suitable for shipment and storage, unless otherwise indicated in response. Verbal agreements to the contrary will not be recognized.

14. No substitutions or cancelations are permitted without written approval.

15. The district reserves the right to accept or reject any or all responses, or any part thereof, and to waive minor technicalities and formalities.

The experience, skill, ability, business judgment, financial capacity, integrity, honesty, possession of the necessary facilities and equipment, bonding, previous experience, reputation, promptness, and the estimated completion (or delivery) time of all vendors shall be taken into consideration in the awarding of the contract. If the vendors are unknown to the school district or their competency questioned, it shall be understood that they will, upon request, file with the school district, reliable data and references for investigation as deemed necessary to determine the ability of the vendor to provide the contents of this solicitation.

16. Consistent and continued submission of ties could cause rejection of responses by the district and/or investigation for Anti-Trust violations.

17. Failure to include Invitation to Submit Proposal, Proposal Form (if applicable), Acknowledgement of Certifications, Conflict of Interest

Questionnaire, and Taxpayer Identification (W-9) in response to the district’s solicitation may be just cause to disqualify response.

Acknowledged (Required: Check all that apply)

All such purchase orders will reference the contract number as indicated on the solicitation documents.
