Summary of Bid E-14-26 Specifications for Automated Refuse Carts
This is a specification document issued by the City of Cheyenne for the procurement of residential automated refuse carts in two sizes: 95-gallon and 65-gallon capacities for the City of Cheyenne Sanitation Division. The City seeks carts that are universal and compatible with both semi-automated and fully automated collection trucks. The specifications detail precise requirements for cart construction, dimensions, materials, durability, and operational features to ensure suitability for Wyoming's challenging climate conditions, particularly high wind environments. Bidders are required to submit specification clarifications and responses to all line items prior to the question submission deadline, with successful bidders required to submit one sample cart for evaluation prior to award.
The specifications mandate that carts be constructed from high-density polyethylene plastic resin with specific wall thicknesses (3.81 mm for 95-gallon and 3.556 mm for 65-gallon models), incorporate integrally molded plastic catch bars for automated handling, and feature firmly molded one-piece handles. Carts must include manufacturer information and City of Cheyenne logos hot-stamped onto bodies and lids, with lids opening 270 degrees and featuring wind-resistant clasps. All carts require a 10-year warranty against defects, denting, discoloration, cracking, and breakage, with the seller assuming all replacement and repair costs except those resulting from City or user abuse. Bidders must provide 100 sets of replacement parts with initial shipment and submit color samples (dark gray cart bodies with dark gray, aqua blue, or dark green lids depending on cart type). The City will evaluate bids based on price, durability, maneuverability, references, and total life-cycle costs, with special consideration given to features that enhance operational productivity and reduce long-term operational expenses.
