About this file

This is a Request for Bid (RFB) document issued by the Lake County Housing Authority (LCHA) for vacant unit turn services at five residential properties located throughout Illinois. The LCHA seeks qualified contractors to complete turnover renovations and repairs at the following locations: Shiloh Towers in Zion (Studio, approximately 400 sq ft), Millview Manor in Antioch (1 Bedroom, approximately 550 sq ft), Orchard Manor in Antioch for two units (both 1 Bedroom, approximately 550 sq ft and 450 sq ft respectively), and John Kuester Manor in Wauconda (1 Bedroom, approximately 450 sq ft). Contractors must submit detailed proposals with separate line items for materials, labor, and permits by August 24, 2026, at 2:00 p.m. CST through the eProcurement Housing Agency Marketplace. Building tours are scheduled for August 14, 2026, with question submission deadlines between August 10-21, 2026. Each project includes comprehensive scope of work requirements covering entry and common areas, general interior, living rooms, kitchens, bedrooms, bathrooms, cleaning checklists, and mechanical systems checks. Work must comply with Illinois state law, local building codes, LCHA policies, and the Davis-Bacon Prevailing Wage Act.

Contract award will be granted to the most responsive and responsible contractor offering the lowest cost per individual unit rather than the lowest aggregate total. All projects over $2,000 must include Davis-Bacon wage determinations and certified payroll submissions using the current General Decision Number IL20260008 from SAM.gov. Contractors must submit required HUD forms including HUD-5370-EZ or HUD-5370, HUD-5370-C, HUD-2530, and HUD-5369-A through HUD-5369-C, along with the Davis-Bacon wage determination. The LCHA retains the right to reject any quote that does not meet budget requirements. Change orders require written documentation signed by both parties and must be submitted within 10 business days; increases in payable amounts may require approval by the LCHA Executive Director or Board. All waste materials must be disposed of in compliance with local, state, and federal guidelines. Contractors are responsible for inspecting finished work to ensure customer satisfaction and maintaining the highest standards of workmanship.
