About this file

This is a bid clarification document for Ridgway (Swanson-Peterson) PHAA-2016-356, issued by Jay Krabacher to prospective contractors regarding corrections and modifications to the Project Documented Quotation. The project involves well abandonment and plugging work, with critical clarifications affecting contractor responsibilities and execution procedures. Key modifications include: contractor responsibility for installing and testing rig anchors if deemed necessary (contrary to original documentation), deletion of language regarding existing reserve pit conditions, correction of execution step numbering from step "b" to step "a" in Section 2.1.3, and additional specifications for welding a plate atop cut-off casing per COGCC Rule 319.a(5) requirements for well marker inscription. The bid due date is Tuesday, October 13, 2015, with on-site showing dates having been corrected and made available on the website. A revised Contractor's Bid Schedule with estimated job quantities and blank bid amount spaces was provided to all bidders.

Regarding cement specifications in Section 3.3.1, the documentation was updated to allow cement types other than Class G provided they are mixed to similar weight with equivalent yield and meet specified compressive strength requirements. Bidders who had already submitted bids prior to receiving these clarifications were permitted to submit revised bids reflecting any price changes resulting from the clarifications, though this did not extend the October 13 bid deadline. The clarifications addressed inadvertent inaccuracies in the original Project Documented Quotation and incorporated feedback from the project site visit on September 29, 2015.

Ridgway (Swanson-Peterson) PHAA-2016-356 Bid Clarifications

Greetings:

I have spoken with most or all of you regarding some changes (and/or “clarifications”) to items in the Project Documented Quotation, a version of which was available on the web-site which contained inadvertent inaccuracies. And based on some comments yesterday (Tuesday September 29) at the project site, there will be a couple changes in the wording in the Quotation.

By now we have the registration and on-site showing dates corrected!

The bid due date is TUESDAY (not Thursday) Oct. 13 (2015). The DATE hasn’t changed, just the DAY.

Please ignore the dollar amounts on the Bid Schedule which you may have previously received. Attached should be a CONTRACTOR’s Bid Schedule, with estimated job quantities, and blank spaces for your bid amounts.

In Section 2.0 (Project Work Description) the first two paragraphs have errors –

(1) “Rig anchors, if necessary, will be installed and tested by others.” THIS IS NOT TRUE: if the Contractor deems this necessary, it will be the Contractor’s responsibility to install and test rig anchors.

(2) “The existing reserve pit …” -- this, too, is not valid. This sentence will also be deleted from the revised Documented Quotation.

Step #12 of Section 2.1.3 (Execution) should begin with step “a” and not “b”.

Step #13 should have extra information regarding the plate to be welded atop the cut-off casing. As per COGCC Rule 319.a (5), “… the marker shall be inscribed with the well’s legal location, well name and number, and API Number.”

In Section 3.3.1 (Cement Services, Description) regarding “cement shall be Class G” – I will change the Doc. Quotation to say “Cement other than Class G may be acceptable, provided that it is mixed to a similar weight with a similar yield, and must satisfy the compressive strength requirements specified in the Doc. Quotation.

If you have already submitted your bid and this results in a change to your bid price, then a revised bid would be acceptable. This does not change the bid deadline (Oct. 13).

Regards, Jay Krabacher
