This is a bid amendment issued by the Kansas Office of Procurement and Contracts on behalf of the Kansas Department of Health and Environment (KDHE), Bureau of Community Health Systems (BCHS), extending the deadline for proposals to develop a cloud-based web application supporting emergency preparedness and incident management functions. The amendment extends the original closing date to August 27, 2026, at 2:00 PM CST. The application must serve two primary functional areas: an Incident Management system compliant with National Incident Management System (NIMS) and National Response Framework standards, and a Bed Availability and Resource Management platform for tracking healthcare facility resources. The system must support 5,000 concurrent users for Incident Management and 2,000 concurrent users for Bed Availability functions without per-seat or per-use license fees. The contract period runs from final signature through three years, with two optional twelve-month renewal periods available. All prospective bidders must sign and submit this amendment with their bid response to be considered.

The successful vendor must maintain 99.95% uptime availability, implement multi-factor authentication for all users, and ensure all data remains physically located within the United States with no access by contractor employees or authorized individuals outside U.S. borders. The application must comply with Kansas data security statutes, including K.S.A. 75-7244 and S.B. 291. Pricing must remain firm throughout the entire contract period and any renewals, with payment terms at Net 30 days. The vendor must provide a dedicated point of contact, conduct monthly meetings with BCHS staff, and maintain 24/7 help desk support. All bids require a current Tax Clearance Certificate from the Kansas Department of Revenue, Immigration Reform and Control certification, and completed forms regarding boycott compliance, sexual harassment policies, and acceptance of State of Kansas terms and conditions. Qualified bidders may claim Kansas Bidder Preference Program benefits if eligible, with supporting documentation required. No monetary bid guarantee is required.
