About this file

This is Addendum #2 to Bid 274-2026-CM-PSSP-08 issued by the City of Raleigh, North Carolina for construction of the East Raleigh Park and Ride facility. The addendum, dated July 13, 2026, contains clarifications and responses to proposer questions regarding the project scope, which includes parking lot construction with permeable pavers, drainage systems, earthwork, asphalt paving, concrete flatwork, curbs and stairs, lighting, electrical systems, and site amenities. Site preparation involves building demolition, selective demolition, clearing, and grading at 1426 Wilder's Grove Lane. The addendum mandates that proposers acknowledge receipt by signing and returning the document with their submittal package. Key clarifications address stormwater control management requirements, underground utility conduit locations originating from New Hope Road to a pad-mounted transformer, conduit stub-ups for a future transit station facility at 1408 Wilders Grove Lane, asbestos survey documentation (dated June 12, 2023 and contained in the project manual at page 591), well capping requirements, and erosion control plan submission responsibilities. Additional clarifications confirm that the City of Raleigh obtains the stormwater permit and Notice of Intent, contractors are responsible for construction staking and as-built surveys, contractors coordinate with Duke Power for electrical service, contractors provide camera infrastructure but the City installs cameras, and liquidated damages are assessed at $500 per day.

The addendum includes the Notice to Contractor Regarding Intrusions Beyond Project Limits, which establishes that contractors may only work within acquired easements and public rights-of-way and are solely responsible for any trespassing on private property outside these boundaries. Contractors may access additional private property only through independently negotiated written agreements with property owners, and copies of such agreements must be provided to the City in advance. The contractor assumes all liability and must indemnify the City for any intrusions beyond project limits, including attorney's fees. Contractors must sign and date the acknowledgment statement confirming understanding of this policy prior to commencing work.

RE: East Raleigh Park & Ride Responses to Requests for Additional Information

RAL22005

The following are the response comments for the above-mentioned project. Our response comments are in bold.

1. Is the general contractor required to submit as-built documentation or elevation certifications for any layers within the SCMs or permeable pavement systems prior to structure completion?

McAdams Response: Yes. General Note 8, 9, and 10 on sheet C9.00 detail the requirements for installation of the aggregate and media layers for both SCMs, which includes an on-site meeting with the design engineer and erosion control inspector prior to starting the work of converting these areas from the erosion control phasing to permanent stormwater controls.

The As-Built Survey referenced in Note 10 is intended to include survey of final finished grades and intermediate spot shots showing elevations of the top of each layer as referenced in details 05 and 06 on sheet C9.03 and detail 18 on sheet C9.05.

2. Keyed Note 6 on E5.1 calls for 6" Underground conduit in duct bank to Utility. Can you confirm source location for extent of required duct bank.

McAdams Response: Power for the site originates at the utility pole on New Hope Road and extends to the pad mounted utility transformer. The utility pole is noted on the east side of the lot as shown on E1.1 & E1.2 with a Telecom Handhole (TH) adjacent.

3. Keyed Notes 5 and 6 on page E1.1 call for conduit stub ups behind curb of new transit station facility. Can you clarify location of new transit station facility?

McAdams Response: The transit station facility is a future project by others, to be located on the parcel at 1408 Wilders Grove Lane (site currently occupied by a storage building and parking lot to remain).

4. We could not find the asbestos report in the files. Can you provide them to us?

McAdams Response: Hazardous material information is contained in the appendix of the project manual, referenced as “ACM Survey” throughout the specifications, and dated 06/12/23 by Froehling & Robertson. The full report title is “LIMITED ASBESTOS-CONTAINING MATERIALS SURVEY REPORT New Hope Park and Ride 1426 Wilder's Grove Lane Raleigh, North Carolina 27604” and the report begins on page 591 of the pdf of the project manual.

5. There is a well on site, but the plans don’t mention capping it. Is that part of the scope?

McAdams Response: The well is to remain and continue to service the building to remain at 1408 Wilder’s Grove Lane. Water supply lines from the well to the building to be demolished (1426 Wilder’s

RAL22005

RAL22005

Grove Lane) should be isolated, demolished within the project limits, and the supply line end should be permanently capped in accordance with applicable Wake County guidelines.

6. Note 6 – the last bullet mentions that tree protection and erosion control will be approved by the city of Raleigh. Will we be responsible for submitting the plan, FRO, stormwater permit (NCG01), and fees to the ND Department of Environmental Quality (DNR)?

McAdams Response: No, the FRO/eNOI/NCG01 will be obtained by the City of Raleigh

7. At the time of the pre-bid, there are no power poles on the site. Who will coordinate getting power to the site with

Duke Power?

McAdams Response: The Contractor shall coordinate with Duke Power to bring service from New Hope Road to the Pad mounted utility transformer.

8. Does the city of a contract with a surveyor, or will the contractor be responsible for coordinating and paying for that?

McAdams Response: All construction staking and as-built data gathering will be the responsibility of the contractor.

9. Keyed note 2 of E1.1 mentions mounting a camera on a specified pole, however there are no specifications for the camera. Will the contractor be responsible for the cameras or just installing the poles?

McAdams Response: The contractor is not responsible for installation of cameras. Contractor shall provide required infrastructure (conduit, boxes, power, poles) and coordinate with the City of Raleigh for others to install the cameras.

10. Are there liquidated damages, and if so to what amount? The section in the bid documents is blank?

McAdams Response: Liquidated damages shall be $500/day.

11. We noticed that one of the bid attachments is listed as E. Notice to Contractor Regarding Intrusions Beyond Project

Limits, and the Specification TOC references it as section 00444. However, we have not been able to locate that specification section in the documents provided.

Could you please send over the affidavit that needs to be completed??

McAdams Response: The notice has been posted with the issuance of Addenda 2.

Sincerely, McAdams
