About this file
Summary of Addendum #1 to Bid 274-2026-CM-PSSP-08
This document is Addendum #1 issued by the City of Raleigh, North Carolina, Engineering Services Construction Management division for the East Raleigh Park and Ride project. The addendum adds enhanced landscape plans to the original bid documents, specifically including Sheet L5.00 (Landscape Plan) and Sheet L5.10 (Landscape Details), along with pre-bid meeting minutes and related materials. The landscape plan encompasses approximately 5,246 square feet of Bermuda turf seed, 835 square feet of Bermuda turf sod, and extensive plantings including 2 trees, 117 shrubs and small trees, 356 perennials, and 2,110 ground cover plugs. Key species include Freeman Maples, Canadian Serviceberries, Constellation Flowering Dogwoods, and various native and ornamental shrubs and grasses. The pre-bid meeting was held on June 16, 2026, with bid submissions due at 2:00 p.m. on July 21, 2026, at One Exchange Plaza, Suite 801, 219 Fayetteville Street, Raleigh, NC 27601. The construction contract period is 300 consecutive calendar days from Notice to Proceed for substantial completion, with final completion required within 345 days. Bid award and approval by City Council is anticipated for August 2026, with Notice to Proceed issuance expected in September 2026.
All plant materials must comply with American Standard for Nursery Stock and be #1 quality or better, with contractors responsible for proper handling, installation, and one-year warranty and maintenance of all plantings following substantial completion. The contractor must ensure 100% biodegradable erosion matting, positive drainage in all planting areas, and compliance with Buy America Program requirements for federally funded transportation projects per 49 CFR 661. All products must be manufactured in compliance with federal requirements. There is no DBE goal for this project; however, the addendum includes information regarding the United States Department of Transportation's October 3, 2025, Interim Final Rule modifying DBE program eligibility requirements, which eliminates race- and sex-based presumptions of disadvantage and establishes individualized determination standards. Contractors must hold a valid North Carolina General Contractor license, provide a 5% bid bond, and submit a two-envelope sealed bid system with separate envelopes for the bid bond and bid form.

DBE Program Updates USDOT issues Interim Final Rule and guidance requiring immediate changes to DBE program regulations
On Oct. 3, 2025, the United States Department of Transportation (USDOT) published an Interim Final Rule (IFR) in the Federal Register modifying the eligibility requirements for participation in the Disadvantaged Business Enterprise (DBE) program. Furthermore, the IFR mandates that all currently certified DBEs be reevaluated, and ultimately recertified, for continued program eligibility under these new requirements. 49 C.F.R. § 26.111.
The Disadvantaged Business Enterprise (DBE) and Airport Concessions Disadvantage Business Enterprise (ACDBE) modifications can be found in the Federal Register Update.
DBE Program Updates USDOT issues Interim Final Rule and guidance requiring immediate changes to DBE program regulations The IFR and the IFR Frequently Asked Questions (IFR FAQ) issued on October 24, 2025, require GoRaleigh to operate the DBE Program in a constitutionally compliant, nondiscriminatory manner. It eliminates all race- and sex-based presumptions of disadvantage and replaces them with a strictly individualized determination standard. The North Carolina Unified Certification Program (NCUCP) must reevaluate all DBE firms under the new criteria before their eligibility can be confirmed.
