About this file
This Addendum No. 1 is issued by the City University of New York (CUNY) Office of the Chief Diversity and Procurement Officer on July 8, 2026, in response to prospective bidders' questions regarding a purchasing authorization contract through E&I Cooperative Services with B&H Foto and Electronics Corp. The addendum addresses clarifications on contract award methodology, evaluation criteria, vendor requirements for submitting pricing, documentation standards for demonstrating manufacturer-authorized distribution access, and expectations for demonstrating prior experience with large and complex institutions. Vendors must provide pricing for all Original Equipment Manufacturers (OEMs) listed in the pricing template and must be authorized to sell each OEM included in their submission. CUNY will evaluate proposals based on a combination of factors with pricing as the primary consideration, comparing proposed pricing against other contracting vehicles to determine competitive advantage and overall value. All procurement documents, including solicitation documents, scope, specifications, line-item information, and submission forms, are available on the NYS Contract Reporter website.
Vendors must provide sufficient detail regarding their experience supporting large and complex organizations such as higher education institutions and government agencies, including scope of services, customer environment complexity, engagement duration, vendor role, and estimated contract value. Acceptable documentation includes customer references, project summaries, and contract examples. Vendors must also demonstrate e-procurement capabilities including ordering methods, catalog and punchout functionality, integration capabilities, reporting tools, and user management features, supported by screenshots or system overviews. Financial capacity documentation such as audited financial statements, annual reports, Dun & Bradstreet reports, or SEC filings must be submitted. For products that are end-of-life or discontinued, vendors may propose comparable replacement products with clear identification and sufficient information demonstrating equivalent functionality and performance. CUNY is unable to project specific contract volume and notes that future usage will be driven by actual University needs and may vary year to year. This addendum must be signed and included with Volume I of all proposals, and CUNY reserves the right to reject proposals submitted without all addenda properly signed.

ADDENDUM No. 1
TO: Prospective Bidders
FROM: Deborah Tavera (deborah.tavera@cuny.edu)
The City University of New York
RE:
B&H Foto and Electronics Corp., Purchasing Authorization through E&I
This Addendum No. 1 to the above-referenced advertisement notice:
1. Could you please clarify how the contract will be awarded through E&I Contract or are you open to other contracts?
Responses will be evaluated based on a combination of factors, with pricing serving as the primary consideration. Particular attention will be given to whether proposed pricing is competitive with, or more advantageous than, pricing available through other contracting vehicles. In addition to pricing, CUNY will consider the overall value of the offering and the proposer’s ability to meet the University's operational requirements.
2. Will the evaluation be based primarily on lowest pricing, best overall value, or a combination of both?
The evaluation will be based on a combination of factors, with pricing serving as the primary consideration. CUNY will review proposed pricing to determine whether it is competitive with, or more advantageous than, pricing available through other contracting vehicles. In addition to pricing, consideration will be given to the overall offering and the proposer's ability to meet the University's operational and business requirements.

3. Are vendors expected to provide pricing for all OEMs listed in the pricing template, or is it acceptable to submit pricing for only those OEMs for which the vendor is authorized and able to support?
Vendors are required to provide pricing for all OEMs listed in the pricing template and must be authorized to sell each OEM included in their submission.
4. What type of documentation would you consider sufficient to demonstrate access to manufacturer-authorized distribution channels or other verifiable sources of supply?
Documentation sufficient to demonstrate access to manufacturer-authorized distribution channels or other verifiable sources of supply may include, but is not limited to, manufacturer authorization letters, reseller or partner certifications, distributor authorization documentation, executed agreements with authorized distributors, or other documentation that evidences the vendor's ability to obtain and provide products directly through authorized supply channels.
5. What level of detail would you like vendors to provide regarding prior experience supporting large and complex institutions such as higher education, government agencies, or other public sector organizations?
Vendors must provide sufficient detail to demonstrate their experience supporting large and complex organizations, including higher education institutions, government agencies, or other public sector entities. At a minimum, vendors must describe the scope of services provided, the size and complexity of the customer environment, the duration of the engagement, the vendor's role in supporting the customer, and estimated contract value for similar engagements.
6. Would customer references, project summaries, or contract examples be acceptable?
Customer references, project summaries, and contract examples are all acceptable forms of documentation and must be provided to demonstrate relevant experience in serving large and complex agencies such as CUNY. Vendors are encouraged to include information that highlights the scope, complexity, duration, and outcomes of the engagements, particularly where such experience is comparable to the needs of CUNY.
7. What information would you like included to demonstrate the e-procurement capability?
Vendors must provide information describing their e-procurement capabilities, including available ordering methods, catalog and punchout functionality, integration capabilities, reporting tools, user management features, order tracking, invoicing options, and any other functionality that supports an efficient procurement process. Vendors must also include screenshots, system overviews, implementation examples, or other documentation demonstrating how their e-procurement platform supports customer purchasing and contract management activities.
8. What documentation would you like vendors to provide to demonstrate sufficient financial capacity to support the anticipated contract volume and scope?
Vendors must provide documentation sufficient to demonstrate their financial capacity to support the anticipated contract scope and volume. Acceptable documentation may include audited financial statements, annual reports, Dun & Bradstreet reports, SEC filings (if applicable), or other financial information that evidences the vendor's financial stability and ability to perform under the contract.
9. Could you please confirm whether vendors are required to submit pricing for every item listed, even if they are not authorized or able to source products from certain manufacturers?
Please refer to the response provided for Question #3.
10. Can you tell us what is the estimate volume after year one? If no specific number can be given maybe a percentage of increase 25 from year 1.
CUNY is unable to project contract volume. Future usage, if any, will be driven by actual University needs and purchasing activity and may vary from year to year. As such, vendors should not assume a specific increase in volume over the term of the contract.
11. Are you open to alternatives if the product is end of life or discontinued?
If a product identified in the pricing template is end-of-life, discontinued, or otherwise unavailable, vendors may propose a comparable replacement product. Vendors must clearly identify the proposed substitute and provide sufficient information to demonstrate that the alternative meets or exceeds the functionality, performance, and compatibility of the original product.
12. Please send the solicitation documents, scope or specifications, line-item information, and any forms needed for submission.
