5. QUESTIONS AND ADDENDA

Questions must be submitted in writing to the District's designated procurement contact by 12:00 PM on August 31, 2026. Only written addenda issued by the District may modify the solicitation. Material information shall be made available to prospective bidders on an equal basis.

6. GENERAL VESSEL REQUIREMENT

The vessel shall be new, unused, current production, purpose-built or specifically configured for emergency water rescue, jet propelled, suitable for shallow-water operation, designed for professional emergency-response use, and

Big Flats Fire District No. 1 — Jet-Powered Water Rescue Boat Bid Package • Bid No. BF-FD-2026-01A • Page 4 delivered fully operational. Used, refurbished, demonstration, salvage, or substantially rebuilt vessels are not acceptable unless expressly authorized by written addendum.

7. MINIMUM HULL SPECIFICATIONS

• Hull: Marine-grade aluminum; primary structural hull all-welded.

• Bottom thickness: 0.250 inch minimum.

• Bottom width: 60 inches minimum.

• Deadrise: 10 degrees maximum.

• Side height: 27 inches minimum.

• Overall length: 15 to 19 feet.

• Static draft: 8 inches maximum under the manufacturer's stated test condition.

• Protective bottom: The vessel shall include a UHMW polyethylene bottom liner of at least 1/2-inch thickness, covering the full bottom and a minimum of 6 inches up the sides, suitable for repeated shallow-water emergency operations. The District has a preference for a UHMW bottom incorporating molded-in steering channels or strakes to improve handling and tracking in shallow water; bidders should indicate whether their proposed bottom includes this feature, though it is not a mandatory requirement.

8. JET PROPULSION

The primary propulsion system shall be a marine jet propulsion system, either an inboard jet drive or an outboard motor with an integrated jet drive lower unit, sized appropriately for the vessel; an exposed conventional propeller shall not be used as primary propulsion. The system shall provide forward, neutral, reverse, rapid maneuverability, shallow-water capability, debris-clearing capability, and proper engine-to-jet matching.

9. ENGINE

Current-production marine engine specifically matched to the proposed hull and jet pump. Minimum horsepower: 200 HP. Regardless of this minimum, the engine shall be sized appropriately to the fully equipped weight, length, and rescue-equipment load of the proposed vessel so as to provide adequate planing performance, maneuverability, and reserve power under a full-crew, full-equipment load; a bidder's proposed horsepower shall be justified relative to the proposed vessel's equipped weight upon request. Engine shall include manufacturer instrumentation, monitoring, marine cooling, marine fuel, marine electrical, exhaust, and appropriate safety systems.

10. JET INTAKE / DEBRIS MANAGEMENT

The propulsion intake shall be designed for shallow-water operation and incorporate a serviceable debris-clearing system. A stomp-grate, hinged intake grate, or functionally equivalent system is acceptable. The system shall permit the operator to address intake obstruction without requiring removal of the vessel from the water.

11. PROTECTIVE COLLAR / FLOTATION

The vessel shall incorporate an integrated inflatable protective collar, rigid-inflatable flotation system, or functionally equivalent protective flotation system providing increased flotation, impact protection, passenger protection, stability, and perimeter protection. The collar shall consist of multiple independent air chambers (compartmentalized construction) providing redundant flotation, impact protection, and perimeter protection. A bidder proposing a collar configuration that varies from this multi-chamber design may request a deviation, subject to District approval, provided the proposed system provides comparable redundant flotation and impact protection consistent with Section 21 (Equivalent / Or-Equal Products).

12. SELF-BAILING AND BILGE

The occupied cockpit/deck area shall be self-bailing or self-draining, with a minimum of four scupper drains. The vessel shall include two independently powered bilge pumps, or a functionally equivalent redundant water-removal system.

13. RESCUE CONFIGURATION

Minimum requirements include non-skid deck surfaces, multiple passenger grab handles, rescue equipment attachment points, heavy-duty tie-down points, bow and stern recovery points, corrosion-resistant stainless steel hardware, at least one shock-mitigating suspension seat with integrated storage, a lockable forward console storage box, durable seating, adequate operator visibility, emergency equipment storage, secure passenger seating, and a minimum safe operational capacity of four persons.

14. RESCUE EQUIPMENT

Base bid shall include an integrated bow recovery winch with a minimum 3,500-pound capacity and synthetic rope, appropriately rated bow/stern recovery and tow points, lifting points, and secure equipment mounting/tie-down provisions. Base bid shall also include a davit-style crane rated at a minimum of 1,200 pounds with an integrated winch, for equipment and victim recovery, and a telescoping boarding/recovery ladder.

15. LIGHTING AND ELECTRICAL

Navigation lighting, interior/deck lighting, an anchor light, and underwater transom-mounted lighting. Marine-grade wiring, main battery disconnect, digital switching power distribution, circuit protection, waterproof or marine-rated electrical connections, and adequate electrical capacity for emergency warning and electronics equipment. A deep-cycle marine accessory battery of at least 300 amp-hours, with an onboard charger and shore charging inlet.

The vessel shall include a helm-mounted multifunction display of at least 15 inches, providing chartplotting, down/side-scan sonar imaging, and a transducer; a touchscreen engine/vessel data display of at least 8 inches with an NMEA 2000-compatible network; a T-top or light-tower structure with a weatherproof-mounted communications equipment enclosure; a forward mounting point suitable for a davit crane receptacle and a thermal imaging camera; and a thermal imaging camera system with joystick control providing a minimum resolution of 640 x 512 and a field of view of at least 24 degrees.

The electronic systems described in this paragraph (multifunction display, thermal imaging camera system, and associated structural mounts) shall be included in the bidder's total base bid price. The District reserves the right, at its sole discretion, to remove any or all of these electronic systems from the awarded contract and reduce the contract price accordingly; such removal shall not affect a bid's responsiveness. A bidder may request a deviation regarding any electronic system requirement in this paragraph at any time prior to the bid closing date. Such deviation requests will be accepted, and the proposed alternative deemed compliant, provided it meets the intent of the specification or provides a similar function.

Emergency warning equipment shall include forward and perimeter LED emergency lighting (red or amber), at least one LED lightbar, and a siren/public-address system of at least 30 watts with microphone.

16. FUEL SYSTEM

Minimum fuel capacity: 19 gallons. Fuel system shall be marine-rated, secured, properly vented, matched to the engine, and compliant with applicable requirements.

17. TRAILER

Base bid shall include a new dual-axle aluminum trailer specifically matched to the boat, with a minimum capacity of 2,900 pounds, roller-style support system, bow stop, winch, safety chains, trailer brakes where required, spare wheel and tire carrier, trailer jack, LED running/accent lighting, retractable tie-downs, corrosion-resistant construction, and appropriate documentation.

18. WARRANTY, SERVICE, AND PARTS

Bidder shall provide manufacturer's full new-equipment warranty and identify separate hull, engine, jet-pump, collar, and trailer warranties. Bidder shall identify the nearest authorized service facility and expected parts support.

Big Flats Fire District No. 1 — Jet-Powered Water Rescue Boat Bid Package • Bid No. BF-FD-2026-01A • Page 6

19. TRAINING

Successful bidder shall provide initial operator familiarization training at no additional charge covering operation, jet propulsion, shallow-water operation, reverse operation, intake/debris clearing, emergency procedures, basic maintenance, winterization, trailer operation, and manufacturer-recommended inspections.

20. DELIVERY

Delivery shall be to Big Flats Fire District No. 1, 505 Maple Street, Big Flats, NY 14814. Bidder shall state anticipated delivery in calendar days after purchase order. The District prefers delivery within 180 calendar days.

21. EQUIVALENT / OR-EQUAL PRODUCTS

The specifications are based upon the functional and operational requirements of an emergency shallow-water rescue vessel and are not intended to require a particular manufacturer. Any manufacturer may bid if its proposed vessel meets or exceeds the mandatory requirements.

The bidder shall complete the compliance matrix and provide supporting manufacturer documentation. The bidder bears the burden of demonstrating equivalency. A product shall not be rejected solely because it is manufactured by a different company if it satisfies the stated requirements.

22. RESPONSIVENESS AND RESPONSIBILITY

A responsive bid must be timely, properly signed, include required forms and certifications, provide a firm base price, complete the compliance matrix, and meet all mandatory specifications or clearly identify deviations. The District may consider experience, financial/organizational capability, manufacturer authorization, service support, parts availability, warranty support, delivery capability, references, past performance, and compliance history when determining responsibility.

Cooperative Contract Pricing: In determining bidder responsibility, the Board of Fire Commissioners may also consider whether a bidder's proposed pricing is offered under an active, NYS-eligible cooperative purchasing contract (e.g., Sourcewell, OGS, or a similar cooperative). Pricing offered under such a contract is presumed to have already been subjected to a competitive procurement process by the awarding cooperative and may be given favorable consideration as evidence of price reasonableness and bidder responsibility. This consideration is disclosed here on an equal basis to all prospective bidders and does not waive or modify the requirement that award be made to the lowest responsive and responsible bidder; it is one factor the Board may weigh in that determination, not a scored or weighted evaluation criterion. Bidders relying on cooperative contract pricing must identify the specific contract number, cooperative, and expiration date on the Bid Form and must provide documentation of the contract's competitive origin upon request.

23. AWARD

Subject to applicable law, the District intends to award to the lowest responsible and responsive bidder whose bid conforms to the material requirements. The public opening is not an award. The District may take reasonable time after opening to complete responsiveness and responsibility review before Board action.

24. NO PRIVATE MODIFICATIONS

No District employee, Commissioner, firefighter, committee member, or other representative shall privately modify the specifications for an individual bidder. Material modifications shall be issued by written addendum and provided to prospective bidders on an equal basis.

25. PUBLIC RECORDS / CONFLICTS

Bids are governmental records subject to applicable New York law. Bidders should identify any information they believe is legally exempt from disclosure and the legal basis. Bidders shall disclose actual or potential conflicts involving District Commissioners, officers, employees, consultants, or procurement participants.
