B.1 SCHEDULE OF ITEMS AND PRICES

This requirement will result in one (1) commercially available Double Platen Hot Foil stamping, Embossing, Die cutting press with waste stripping provisions (HFDC) and other supporting equipment and materials as listed below for the BEP Washington DC Facility (DCF). Offerors are required to submit, at a minimum, an offer that conforms to the solicitation specifications with pricing for all Contract Line Item Numbers (CLINs). Offerors shall price each individual

CLIN on a firm fixed price basis. An Offeror’s failure to submit an offer which conforms to the solicitation specification may render the proposal unacceptable. The Government will negotiate payments based on the deliverable schedule submitted by the contractor and agreed to by the

Government.

SECTION C – DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

SHEET-FED DOUBLE PLATEN HOT FOIL STAMPING DIE CUTTING AND

STRIPPING PRESS (HFDC)

C.1 BACKGROUND

The Bureau of Engraving and Printing (BEP) has a requirement for a sheet-fed press to facilitate security feature development. The BEP will use the press for testing purposes and therefore requires a system providing maximum functionality, adjustability and accuracy to include the following capabilities: hot foil stamping, die cutting, embossing and waste stripping.

C.2 SCOPE OF WORK

The Contractor shall deliver and install one (1) commercially available Sheet-Fed Double

Platen Hot Foil Stamping Die Cutting and Stripping Press, hereafter referred to as HFDC, to the BEP Washington D.C. facility.

C.3 GOVERNMENT FURNISHED MATERIALS

The BEP will supply U.S. Currency Paper for use during Factory Inspection (FIT) and

Bureau Acceptance (BAT) testing under this contract.

C.4 PERFORMANCE REQUIREMENTS

The HFDC shall have the following capabilities:

C.4.1 Accurately apply and position multiple hot foil patches and/or stripes, relative to pre-printed images and/or features die cut into sheets of U.S. currency type substrate from here on referred to as the “Product Results” (“PR”). The “PR” drawings illustrate potential foil stamp and die cut element combinations the BEP plans to test. (See PR

Attachment C - J for “Product Results” drawings)

C.4.2 Apply foil in the bi-directional or transverse direction in the first platen and have the ability to convert the first platen to a die cutting unit. The second platen shall provide die cutting and convert to a foiling unit to apply the foil in the sheet travel direction and a waste stripping section. Die cutting on the first platen and foil stamping in the second platen, will allow PR7- Product Results Drawing #7 (PR7) – Registered Laminate

Covering Registered Die Cut Circle and PR8-Product Results Drawing #8 (PR8) -

Registered Laminate, Covering Registered Die Cut Circle 2 to be completed in a single pass.

C.4.3 Provide a sheet-fed, one pass operation Double Platen press, with hot foil stamping, embossing, die cutting and waste stripping capabilities. The HFDC shall produce each

“PR” on U.S. currency paper. (See Attachments K-M for “U.S Currency Paper” specifications)

C.4.4 Apply registered hot foil patches, registered stripes or registered die cutting and waste stripping at a minimum of 6000 sheets per hour over a period of 6 ½ hours per an 8 hour shift, using U.S currency paper.

C.4.5 Maintain circumferential and lateral position/ register of applied hot foil and die cut elements within ± 0.2mm of the target locations specified in each “PR” drawing over the entire press operating speed range on U.S. currency paper.

C.4.6 Prevent build-up of static electricity through the sheet transfer area.

C.4.7 Provide at a minimum a temperature range of up to 350º F. The Contractor shall provide a drawing of the individual heating zone configuration.

C.4.8 Provide 260-300 tons cutting pressure.

C.4.9 Process the following paper sizes

818mm wide x 700mm long /± 1mm (Production size sheet

404mm wide x 350mm long / ± 1mm (Proof size sheet)

Note: One (1) production size sheet is cut into four (4) proof size sheets. U.S. paper specifications are the same as the 818mm x 700mm size sheets, Type I, Type IV and Type

V paper.

C.4.10 The ability to maintain pile side alignment by either manual or automatic controls.

Automatic controls are preferred.

C.5 FUNCTIONAL REQUIREMENTS

C.5.1 FUNCTIONAL ELEMENTS

The components of the HFDC shall have the following functions elements:

C.5.1.1 Sheet Feeder:

The automatic, non-friction type, sheet feeder shall exhibit the following attributes and capabilities:

A. Accommodate a minimum vertical pile height of 800 mm of U.S. currency sheets over the sheet size range

B. A mechanism to lift the substrate stack weighing 1000 pounds up to the feeder

C. A vision based sheet registration alignment system, which recognizes a printed image and/or sheet edge to maintain registration tolerance compensation for sheet presentation.

D. A system providing greater adjustability or register compensation is preferred.

E. Head stops and both operator and gear side guides enabling operator control over which sheet edge is used as the registration reference.

F. Adjustable feeder head shall accommodate all required sheet sizes described in Section C.

4.9.

G. Evenly spaced front lays, across the front of the feed table to accommodate all required sheet sizes.

H. Maintain continuous feeding of sheets by elevating the pile synchronously with the speed of the press, over the entire specified HFDC speed range.

I. Enable the operator to select between lead edge and trailing edge pile height control

J. Include top and bottom stopping safeties on the pile, to ensure that the stack stops repetitively at the appropriate height.

K. Provisions to eliminate static electricity throughout feeder/transfer areas of the HFDC.

L. Include access platforms, with railings, around both sides of the press and around the open end of the feeder. All access platforms, guardrails and stairs, including stair handrails, shall comply with Occupational Safety and Health Administration (OSHA) standard 29 CFR

1910, subpart D.

C. 5.1.2 Sheet Transfer:

The sheet transfer shall have the following attributes and capabilities:

A. Require a gripper margin no greater than 10 mm.

B. Register foil and die cut elements to print within ± 0.2 mm over the entire press speed range.

C. Include mechanisms that automatically detect sheet transport anomalies and control press functions to prevent material spoilage and press damage. This includes, but is not limited to, automatically stopping sheet infeed and the feeder as well as throwing off the impression when any of the following conditions occur:

1. Two or more sheets are fed at the same time.

2. No sheet is present at the front guides.

3. A sheet arrived earlier or later than required to the front lays.

4. Sheet is misaligned during feeding.

5. No sheet is present at the impression section.

6. Foreign material, metallic or nonmetallic, is fed into the press.

7. A sheet is folded over or deformed from its original layout.

C.5.1.3 Hot Foil Stamping/ Embossing Section:

The hot foil stamping/embossing section shall have the following functional elements and/or

A. Provide a foiling area range of 404mm wide x 340mm long through 820mm wide x 690mm long.

B. Produce “PR” 1, “PR” 2, “PR” 4 and “PR” 5, in one (1) pass through the HFDC, maintaining registration tolerances ± 0.2 mm for the target locations shown in the “PR” drawings, over the entire press speed range.

C. Produce “PR” 7 and “PR” 8. The preference is for the HFDC to produce “PR” 7 and “PR”

8 in one (1) pass through the HFDC, die-cutting circle shaped holes then applying laminate over holes, while maintaining registration tolerances ± 0.2 mm for the target locations shown in the “PR” drawings, over the entire press speed range. The BEP will accept the

HFDC using sheets previously die-cut with circle shaped holes then laminating over the holes, while maintaining registration tolerances ± 0.2 mm for the target locations shown in the “PR” 7 and PR 8 drawings, over the entire press speed range.

D. Have the ability to apply a minimum hot foil thickness of one (1) micron onto U.S.

currency paper. The foil thickness does not include the adhesive layer.

E. Have a minimum of three (3) individually programmable foil drives for the first platen in the bi-direction and transverse direction and one (1) programmable foil drive for the second platen in the sheet travel direction.

F. Include foil break detectors for each foil drive

G. Include an adjustable air blower foil separation device for smooth foil separation in both bi-directional and transverse directions

H. Include a step and repeat foil indexing system with provisions for registered holograms and minimizing foil waste in bi-directional and transverse directions for all foil drives.

I. Include a minimum of one (1) servo driven foil rewinder unit per foil feed direction, bidirectional or transverse if required to remove waste foil.

J. Include twenty (20) individually controllable heating zones (See C.4.7, for required temperature range), which will provide uniform heat distribution over entire hot stamping platen.

K. Include a means to reduce the influence of heat in the non-foiled areas of the sheet during foil application.

L. Distribute uniform pressure over the entire platen area to apply hot foil patches or stripes consistently over the entire press speed range. HFDC shall provide a minimum of 260-300 tons of stamping pressure.

M. Include a system to enable the operator to control and monitor stamping pressure

N. Allow adjustments to sheet dwell time under pressure. The Contractor shall provide dwell time adjustment range possible with the HFDC

O. Capable of embossing in the print area range of 404mm wide x 340 mm long through

820mm wide x 690mm long. The Contractor will provide the HFDC range of embossing height for both the first and second platens.

C.5.1.4 Die Cutting/Stripping Section:

The die cutting/stripping section shall have the following functional elements and/or

A. A cutting area range of 404mm wide x 340mm long through 820mm wide x 690mm long.

B. Produce “PR” 3 and “PR” 4, die cut circle shaped holes and strip away the waste from the holes in the locations shown in the “PR” drawings, maintaining registration tolerance ± 0.2 mm using the second platen.

C. Provide uniform pressure, as mentioned in see C.4.8, over the entire cutting plate to cut and strip away waste to produce “PR” 3 and “PR” 4 using the second platen over the entire press speed range.

D. Include a system to enable the operator to control and monitor cutting force from the master control station.

E. Include adjustable die cut pressure overage protection to prevent equipment damage.

F. Have upper, mid and lower stripping frame driven mechanisms including support devices.

G. Include a supply of holding hooks for stripping pins, beam plates, supply of adjustable beams, retractable stripping pins, stripping pins, stripping pin connecting blocks.

C.5.1.5 Sheet Delivery Unit:

The sheet delivery unit section shall have the following functional elements and capabilities:

A. Receive and stack sheets automatically.

B. Stack a minimum height of 800mm of U.S. currency paper sheets over the specified sheet size range on a skid.

C. Include a mechanism to maintain sheet pile alignment.

D. Automatically descend as sheets are delivered.

E. Enable the operator to raise and lower the delivery pile from a local control panel.

F. Detect a jammed delivery pile and prevent damage to press components and injury

G. Include top and bottom stopping safeties on the pile, and a second set of redundant micro switches to ensure the stack stops repeatedly at the appropriate height.

H. Display the total number of sheets deposited locally and on the main press console. The count should reset to zero each time the delivery pile is emptied.

I. Include provisions to eliminate static electricity throughout the delivery area.

C.5.1.6 Laminator (OPTION):

The HFDC may include a laminator capable of applying individual laminate stripes over die cut circles to accomplish the drawings illustrated in “PR 7” and “PR 8” in one pass through the press.

C.5.2 Control Station Requirements

C.5.2.1 Control stations shall have local control stations and a central control console enabling the operator to monitor critical parameters of each press component and providing safe and efficient press operation.

C.5.2.2 All local jog and run buttons shall be interlocked with a warning horn to alert operators prior to the movement of the press

C.6 DESIGN AND CONSTRUCTION

C.6.1 The HFDC shall be designed for utilization by the BEP for three (3) shifts per day, five (5) days per week operation for fifteen (15) years. To the extent possible, means shall be provided to restore all worn surfaces by the simple replacement of individual elements.

The press shall be designed and constructed for reliable operation throughout its service life. If any non-consumable part or material; part, item, component, etc., is repaired or replaced twice in the warranty period, it shall be deemed unacceptable and shall require replacement with a new item or component.

C.6.2 The HFDC shall be designed so that the BEP requires no more than two (2) trained individuals to safely operate at full production rate.

C.6.3 Equipment Installation Area

C.6.3.1 Press Installation

The Press installation shall be designed so that it applies its weight to the BEP’s floor system along the lengths of the existing steel floor girders only. Each girder is 24’-6” long and span in the north-south direction. Girders are uniformly spaced at 14’-6” on centers and are located on the building column centerlines. The HFDC shall sit upon the top surface of the existing concrete floor slab that covers the re-enforced girders. The contact bearing stress on the concrete slab at the press support locations shall not exceed 1,000 pounds per square inch. No load from the press shall be applied to the floor at any location other than directly above the steel girders—except for items such as electrical cabinets, equipment control panels, etc. The base shall meet all necessary codes and standards. Piping and wiring shall be connected internally in the HFDC, and, as necessary, routed via overhead troughs.

C.6.3.2 Press Footprint

The overall volume is approximately 13 meters long (43 ft.) x 6.7 meters wide (22 ft.) and

4.3 meters high (14 ft.). Adequate space shall be provided to efficiently perform all operation, maintenance and material handling functions. Note the specified height is approximate and is not indicative of all potential overhead obstructions (lights, electrical conduit, piping, etc.).

C.6.3.3 Delivery

The Contractor shall provide all materials and services required for the delivery and placement of HFDC and related equipment at the designated installation site within the

Bureau. The delivery services shall also include all freight, rigging, unpacking, and removal of packing materials from Bureau premises. The truck should deliver equipment to the loading dock, during weekdays (Monday through Friday), except holidays, between

8:00 A.M to 2:15 P.M. The Bureau will not provide any assistance during the delivery. At least 7-day advance notification to Contracting Officer Representative (COR) about delivery date and other pertinent information is required.

The delivery of large items, including press components and large crates, to the installation site shall be coordinated with the Bureau. To minimize the disruption to the operation of the Bureau, the delivery of large items may be required during a weekend.

For the purposes of pricing the delivery of the presses to the Bureau, the Contractor should take into consideration working one weekend to deliver the equipment with a crane through the building window.

Approximate window dimensions:

Width between the inside frames (actual window) 110 inches

Width between the brick facing (inside wall) 120 inches

Height from window ledge to top of window panel 139 inches

C.6.4 General Electronic & Electrical Requirements

C.6.4.1 All electronics and electrical systems shall meet all applicable National Electric Code

(NEC) and Joint Industrial Council (JIC), or equivalent regulations and standards. All electronic and electrical components, especially Programmable Logic Controls (PLCs), network communications hardware and any embedded computers, shall be of the latest version available on date of fabrication of the presses. All components shall be commercially available within the United States. All motors shall be of Alternating

Current (AC) design unless individually approved by the Bureau.

C.6.4.2 A Service PC with all interface applications loaded, all of the latest source files/project files/parameter files, and configured or equivalent shall be provided to allow trained maintenance personnel to access the PLC(s) and all other automated controllers.

C.6.4.3 All electrical cabinets shall separate any component or device utilizing 50 volts to ground or less from all components or devices utilizing 50 volts to ground or more. The separation shall be physical separation with a permanent barrier to protect any maintenance personnel from an Arc Flash potential when accessing the low voltage, control components.

C.6.5 Drive Controls

The system shall enable manual operation in both directions by one individual without assistance in case of emergency. When an emergency stop is initiated, the press shall stop without damage and distortion to any mechanical or electrical component and part.

C.6.6 Access for Operation and Maintenance

The press shall include all catwalks, access platforms, access ladders, lifts and other equipment required for efficient and safe operation and maintenance.

C.6.7 Lubrication

All rotating/oscillating parts of the press shall have lubrication provisions. The press shall include provisions indicating low lubricant level, low lubricant flow, and clogged lubricant filters. Any open lubrication system shall have a means to trap used lubricant and a means to identify when the trap is full.

C.6.8 Hydraulic/Pneumatic System(s)

All hydraulic and/or pneumatic systems shall have functional isolation, i.e., when part of a system is operating, no other part of the system shall be adversely affected by pressure drop, flow transients, etc. All hydraulic and pneumatic equipment employed in the press shall conform to the Joint Industrial Council (JIC) standards.

C.6.9 Utilities

The HFDC shall meet the following utilities requirements:

C.6.9.1 Electrical power: 480 volts, 3 phase, 60 hertz, four wire alternating current (50 hertz is not acceptable).

C.6.9.2 Compressed Air Requirements

A. Compressed air pressure is 94 psig

B. Max dew point of 38 F

C. Max oil content is below 0.1 mg/m3

D. Compressed air is filtered to .3 microns

E. Vacuum: nominal value of 18 inches Hg

C.6.9.3 City Tap Water

A. Untreated water at 80 psig and at ambient temperature 50 °F (10 °C) to 80 °F (26.7 °C).

B. Plant condenser cooling water at a maximum temperature of 85 °F (29.4 °C)

C.6.9.4 The Contractor shall provide and install all devices such as, transformers, filters, dryers, surge suppressors, etc., required to make BEP provided utilities compatible with proper functioning and operation of the press. The BEP will furnish all utilities to within 6 meters (20 feet) of the installation site for the press. The utilities connect points shall be on side walls or overhead. The Contractor shall be responsible for utilities connections to the BEP connect points. Contractor must provide all utility consumption or demand requirements. Contract shall also provide heat loads for HVAC as well as exhaust requirements. Contractor shall provide all waste stream information to determine environmental and process impact to the BEP.

C.6.10 Ambient Conditions

The press shall function properly and produce satisfactory product under the following ambient conditions at the installation site:

A. Temperature: 72±3 ºF (22±1.5 ºC)

B. Relative Humidity: 50±5 %RH

C. City water that ranges from 50 °F (10 °C) to 80 °F (26.7 °C).

C.6.11 Environmental Health and Safety Requirements

The HFDC shall comply with the attached Environment, Health, and Safety requirements.

(See Attachment B ).

C.6.12 IT Components, Configurations, and Controls Requirements

The HFDC shall comply with the IT requirements in Section H.25.

C.7 SERVICES

C.7.1 Installation (TURNKEY)

The Contractor shall provide all materials and services to deliver and install the presses, set the presses up, perform testing to ensure compliance and turn the HFDC over to the

Bureau for operation, i.e. Turn-Key Installation. The materials and services shall include all necessary assembly, alignment, connection, start-up, and testing, to make the press ready for the Bureau Acceptance Test (BAT).

C.7.2 Testing

The Contractor shall perform the Factory Inspection Test (FIT) and Bureau Acceptance

Test (BAT) in accordance with the requirement in Section E – Testing and Acceptance

The Contractor shall provide stamping dies, cutting dies, and foils for use on the HFDC during FIT and BAT. Stamping dies, cutting dies, and foils shall meet the “PR” requirements. Furthermore, the Contractor shall provide sufficient project oversight, coordination and other resources to conduct acceptance testing outlined in Section E.2, complete a turn-key installation, ensure timely project completion, and adhere to the deliverables specified in C.10 below and F.6.

The contractor shall conduct a FIT with BEP personnel present within their factory prior to the BEP authorizing shipment to the BEP. The BEP estimates FIT will require five (5) working days, of which two (2) days shall entail an extended production run.

The BAT shall be performed by the Contractor after installation and startup of the equipment to demonstrate compliance with the contractual requirements for final acceptance. The duration of BAT is expected to be five (5) working days for each press, of which four (4) days shall entail an extended production run.

C.7.3 Training

C.7.3.1 Trainer and Training Requirements

All training and training materials shall be provided in English. The training personnel shall have the following qualifications:

Capable of developing, managing, and delivering training using the classroom and hands-on instruction to attain learning objectives in relation to BEP organizational needs.

Reviewing training materials considering the learners’ backgrounds and course objectives to ensure the consistency of quality and accuracy of content.

All training shall be scheduled on day shift from 6:30am until 2:30pm (EST) Monday through Friday except holidays. Training shall be based upon the information included in the equipment’s operation and maintenance manuals any other supplemental devices and information that the Contractor and Bureau jointly deem necessary for the satisfactory training. Training shall be provided at the delivery site of the presses and shall consist of both classroom and hands-on training.

Any security product requirements for training purposes must be discussed and agreed upon with BEP at least two (2) months prior to the training. This shall ensure enough ordering and manufacturing lead-time for contractor supplied materials.

Within three (3) weeks prior to the start of the training, the Contractor shall prepare and deliver to the COR a detailed training plan and schedule. The training plan shall include an hourly breakout of the subject matter to be taught during each training session.

Training shall be scheduled prior to delivery of the presses to the Bureau.

Training materials shall be available at least one week prior to the beginning of the class.

C.7.3.2 HFDC Operator Training

The Contractor shall conduct a minimum of two (2) weeks on-site operator training on the

HFDC and all support equipment furnished under this contract. The Contractor shall provide optional pricing for two (2) one (1) week additional on-site operator training periods. The additional two (2) weeks operator training shall be provided at a mutually agreed later date on the HFDC at the BEP.

C.7.3.3 Maintenance Training

The Contractor shall conduct a minimum of two (2) weeks maintenance training to the

BEP Electro-Machinist and specialized training as required on subsystems not covered by the normal maintenance training. Maintenance training shall also consist of electrical, mechanical, and Programmable Logic Controller (PLC)/Drive control. The Contractor shall provide optional pricing for two (2) one (1) week additional maintenance training.

Each training session may have up to six Bureau personnel in attendance.

C.8 SUPPORT MATERIALS

C.8.1 Consumable Parts

The Contractor shall provide a recommended list for consumable parts and provide a supply of all recommended consumable parts for the press at time of installation. The initial supply shall be sufficient for the BEP to operate the press for three (3) months at 1 shifts per day, 5 days per week.

Any other materials required for successful performance of the contract or utilization of the press shall be specified and provided by the Contractor

C.8.2 Special Tools

The HFDC shall include a complete set of special tools. Special tools are any items or devices not commercially available, but are needed to operate or maintain the HFDC, including ancillary equipment, diagnostic software and hardware, and fixtures.

C.8.3 Die Alignment Device

The Contractor shall provide a setup device for aligning dies on a honeycomb plate. The die alignment device requirements shall:

A. Be a camera based system

B. Factor in heat distortion for aligning multiple dies to prepress file positions

C. Be Repeatable movement accuracy within 0.005mm

D. Image magnification to 0.03mm per pixel

E. Auto scan printed image for die registration

F. Allow press and honeycomb fingerprinting

G. Include all needed software

C.8.4 Additional Support Material

The Contractor shall include a stripping presetting table, a make-ready device for cutting chase, and a chase changer for each platen.

C.9 WARRANTIES

C.9.1 Equipment Warranty

Warranty shall include materials and labor for the repair or replacement of defective parts and service at the installation site for a period of at least two years (24 calendar months) after the Bureau's acceptance of the equipment.

During the warranty period, the Contractor personnel shall respond to a service call within

72 hours or less, and have spare parts, if required, for the service call. The Contractor shall provide all necessary information for the COR to make service contacts, i.e., names, addresses and telephone numbers.

C.9.2 Extended Equipment Warranty

Contractor shall propose an option for an additional 2 years extended equipment warranty after the manufacturer warranty expires for the remainder of the BEP’s contract to include the same coverage as provided in C.9.1.

C.9.3 Parts Warranty

A 12 month warranty shall be provided on all parts provided by the Contractor covered in section 9.1.

C.10 TECHNICAL DOCUMENTATION

The Contractor shall provide the COR and/or the Contracting Officer with accurate, complete and current technical documentation of all press components including those manufactured by sub-contractors. The Contractor shall be responsible for providing all updated technical data, whenever changes or modifications to the equipment occur. The

Contractor shall supply the following technical data covering the HFDC, support equipment, optional equipment (if exercised), and any other equipment/items delivered to the Bureau under this contract. Unless specified otherwise, all technical documentation shall be furnished upon the delivery of the HFDC to the Bureau.

C.10.1 Engineering Drawings

Drawings covering the entire HFDC, support equipment and any other equipment delivered under this contract shall be provided. This includes mechanical, electrical, hydraulic and/or pneumatic and shall include individual part details, subassemblies and assemblies. Detail drawings shall reference their respective subassemblies and assembly drawings.

Two (2) sets of electronic copies on CD-ROMs or DVDs and three (3) sets of blue line copies on paper shall be provided. The press drawing shall consist of all assembly and sub-assembly drawings outlining part/drawing numbers and titles of each and every part and component to enable Bureau personnel to identify manufactured and commercially available parts. All titles, notes, dimensions, numbers, and words shall be written in English. All drawings shall be made in accordance to American National Standards Institute (ANSI) standards, standard U.S. engineering practices. Each drawing shall contain the press serial number, designate the part by a unique part number and list the assembly number in which it is used. The drawing shall contain all of the original equipment manufacturer (OEM) information or list the part proprietary if in fact it is.

C.10.2 Operation and Maintenance Manuals

Operation and maintenance manuals shall be written in English and graphically illustrate all the requirements necessary for operation and maintenance personnel to operate and maintain the presses without prior training. All preventative maintenance work shall be detailed within the maintenance manual, including all check-lists, procedures and recommendation for the time to perform.

A list of troubleshooting procedures should be available for quick reference to identify system malfunctions. Ten (10) copies of the manuals shall be provided with each piece of equipment delivered to the Bureau. Two (2) sets of electronic copies on CD-ROMs or

DVDs in Adobe intelligent PDF format and eight (8) bound copies. The electronic copies shall have links added from the table of contents, list of figures and an index, if available, to the referenced pages. Any internal table of contents or references to figures shall be linked to the referenced page or figure. In addition, the Contractor shall add bookmarks to the PDF files for all major headings. The Bureau currently uses Adobe Reader to read all PDF documents. The manuals shall include a listing of all codes/programs used in the system.

C.10.3 Software

The Contractor shall supply a full backup copy of all software used on the press and support equipment. The backup copies shall be complete for the system administrator to enter and/or modify the programs. All software and source codes shall be written and displayed in

English. The manuals shall be provided prior to training of Bureau personnel. The

Contractor shall provide to the Bureau the manufactures manuals for all purchased items used in the performance of this contract, including all computer software/hardware used or supplied to the Bureau.

C.10.4 Site Preparation Information

The Contractor shall supply a complete and accurate site preparation information/drawings in sufficient detail to allow the Bureau to prepare the site for the HFDC and support equipment. The site preparation information shall include the following information at a minimum: equipment layout (plan and elevation views), floor loading, utility requirements, location of utility connections, required clearances around the press for operation and maintenance, location of mounting points and bearing area, static and dynamic loading of each mounting point, dynamic loading frequency. Utility information provided shall include the required amperes, power factor, largest motor HP rating, connection locations, and requirements such as; flow rates, temperatures, pressures, differential temperatures, differential pressures, power requirements, voltage, frequency, phases, diversity factors, and heat load for press and all ancillary equipment.

Site Preparation Documentation: Contractor shall provide documentation that has sufficient detail to allow the BEP to prepare the site for installation of the press, support equipment and any other items delivered under the contract. The site preparation documentation shall include, at a minimum, the following information:

(i) A footprint drawing which shows the floor loads at each support point. The drawing shall be fully dimensioned, showing the size(s) of the individual support feet, the relative dimensions between the support feet and dimensions indicating the locations of the feet relative to a reference point(s) on the piece of equipment. Any dynamic loads produced when the system is in operation shall also be noted.

The BEP will be responsible for the preparation of the site for installation and set-up of the

Press by the Contractor. However, the Contractor shall be responsible for providing the

BEP the Site Preparation documentation.

C.10.5 Drawings and Parts List Language

C.10.5.1 Parts List

The Contractor shall provide an equipment parts list to include all subsystems of the equipment (e.g., hydraulic, electrical, mechanical, auxiliary equipment, etc.) Four (4) copies of the parts list shall be provided; one in Excel format and three (3) copies shall be bound books. The parts list shall include descriptive information in the English language to enable the Bureau to identify the location, title, part number, detail drawing number, and function of the part, component and assembly. It shall also include data lead time for delivery of replacement parts, manufacturer’s names and part numbers with cross reference to the suppliers' part numbers, including an Excel spreadsheet with all this data listed.

In the event the equipment is to be furnished by firms whose standard drawings do not use the English language or engineering terminology commonly used in the U.S., the aforementioned drawing is modified as follows:

Drawing titles and/or part names shall be translated into English.

Material specifications, manufacturing process, heat treatments, finishes, or any other notations necessary for manufacturing the part shall be translated in to English. It shall not be necessary to translate metric measurements into inch or foot measurements.

If standard systems are employed to designate dimensional tolerance, surface textures, heat treatments, or coatings, comprehensive explanations of systems shall be in sufficient detail to be readily understood by American manufacturers.

All standards (ISO and DIN) describing standard parts and materials on this equipment shall be furnished with nomenclatures translated in English.

All parts lists shall be submitted with English language description.

C.11 PROJECT REVIEW MEETINGS

During the performance of this project, the Bureau and the Contractor shall hold Project

Review Meetings to review the status of the project including schedule, design and fabrication of the HFDC and supporting equipment, coordination for site preparation, delivery, installation, training and any other deliverable to occur under this project. It is anticipated that up to two (2) Project Review Meetings shall need to occur during the performance of the base contract for the delivery of the HFDC. At least one (1) meeting shall be held at a Contractor’s site to be proposed by the Contractor. The Contractor’s site shall be either where the Contractor’s project team is located or at the site where the components of the presses and support equipment are being fabricated. At least one (1) meeting shall be held at the Bureau’s facility in Washington D.C. The Contractor shall coordinate the dates for the Project Review Meetings with the COR.

C.12 SECURITY REQUIREMENT – NON-DISCLOSURE AGREEMENT (NDA)

The Contractor shall sign a Non-Disclosure Agreement (NDA) prior to the Government’s release of proprietary and/or sensitive information. The NDA shall cover all work to be performed under this contract and shall apply to all contractor personnel as well as any subcontractors. (See Attachment A)

SECTION D - PACKAGING AND MARKING

D.1 NOTICE OF PACKAGING SLIP REQUIREMENTS

Packaging shall be adequate to insure acceptance by common carrier and safe arrival at destination. All markings shall be clearly legible from a distance. Every label must, at a minimum, contain the following:

Room number

Contractor’s name

D.2 GENERAL ITEMS – Information required for each shipment:

Purchase Order Number – The order number BEP assigned to this purchase

Telephone Number – The telephone number of the vendor contact to be called for inquires related to the merchandise

Customer Information – The name and telephone number of the party to which the merchandise is being shipped

Total Weight of Packages (if item is sold to BEP in pounds)

If items are drop shipped from a supplier, you must ensure the proper purchase order number is written on the packing slip by your supplier

D.3 LINE ITEMS – Information required for each line item included in the shipment:

Manufacturer Product Identification – Item Number assigned by manufacturer/supplier.

BEP Product Identification (If Applicable) –Stock Item Number assigned by BEP.

Quantity Ordered – Quantity on the purchase order or unit of measurement.

Quantity Shipped – With the packing slip.

Quantity Back-ordered, where applicable.

If the packing slip contains multiple purchase orders, each line item should include the applicable purchase order number.

E.2 INSPECTION AND ACCEPTANCE

The following details the means for testing and acceptance of the press, support equipment and any other equipment delivered under this contract.

In order for the systems to be acceptable to the Government, the equipment must meet all requirements outlined in Section C of the contract. If the equipment does not meet the requirements as outlined in Section C, then the systems will be deemed unacceptable.

Therefore, final acceptance and payment for the system will not be made until the Bureau has fully accepted the systems.

Inspection and acceptance of the supplies to be provided hereunder shall be made in accordance with FAR Clause 52.212-4(a). The Contracting Officer (CO) will appoint a

Contracting Officer's Technical Representative (COR) at award to provide oversight on behalf of the CO.

When items are rejected for noncompliance, written notification of the rejection will be furnished by the Contracting Officer, within ten (10) calendar days after inspection has been completed. The notification shall include an explanation of the deficiencies noted during inspection, the reasons for the rejection, and the Government’s terms as to what remedies will be made by the Contractor. All parts found insufficient or damaged must be replaced at the vendor’s expense.

Upon successful completion of the BAT, final acceptance of the equipment will occur following successful running of the equipment in production. Performance of the equipment shall demonstrate a successful run as per the specifications set forth Section

C.7.2, Testing and must be approved in writing by both the CO and the COR for successful completion of each BAT. Final acceptance will not occur until incorporation of all components and/or retrofitting of the system with specification changes has been identified.

F.3 NOTIFICATION OF DELIVERY

The Contractor shall provide all materials and services required for the delivery and placement of HFDC and related equipment at the designated installation site within the

Bureau. The delivery services shall also include all freight, rigging, unpacking, and removal of packing materials from Bureau premises.

Vendors must call the appointment hotline at (202) 874-2333 twenty-four (24) hours in advance to schedule approximate delivery times. The hotline is manned from 6:30 am to

2:15 pm Monday through Friday. A voicemail message maybe left after normal working hours.

The truck should deliver equipment to the loading dock, during weekdays (Monday through Friday), except holidays, between 8:00 A.M to 2:15 P.M. The Bureau will not provide any assistance during the delivery.

The contractor shall develop and submit a delivery plan to the Contracting Officer

Representative (COR) seven (7) days prior to scheduling any deliveries to the BEP. The following information should be provided for all deliveries to BEP facilities:

Copies of the packing lists shall be included with this notification and a list of Contractor employees who will need access to the BEP to perform installation and testing of the equipment.

The delivery of large items, including press components and large crates, to the installation site shall be coordinated with the Bureau. To minimize the disruption to the operation of the Bureau, the delivery of large items may be required during a weekend.

For the purposes of pricing the delivery of the press to the Bureau, the Contractor should take into consideration working one weekend to deliver the equipment with a crane through the building window.

Approximate window dimensions:

F.4 INSTALLATION (TURN-KEY)

The contractor shall provide all materials and services to deliver and install the presses, set the presses up, perform testing to ensure compliance and turn the HFDC over to the

Bureau for operation, i.e. Turn-Key Installation. The materials and services shall include all necessary assembly, alignment, connection, start-up, and testing, to make the press ready for the Bureau Acceptance Test (BAT).

Normal working hours at the BEP are between 6:30 AM and 3:00 PM Monday through

Friday except Federal holidays. If work is required outside of normal working hours or during Federal holidays, the contractor shall provide the COR with a written request 72 hours prior to when the work will be required. The BEP is not obligated to authorize contractor performance during off-duty hours or Federal holidays.

The Contractor shall furnish supervision, packing, unpacking, and placement of equipment. The Contractor shall remove and dispose all packing and installation materials from the BEP’s. The Contractor shall supply all installation mounting materials, including brackets, fasteners, and wire ways required for the installation.

F.5 DOCUMENTATION

Delivery of all technical data and documentation shall be in accordance with Sections D

& F and shall be F.O.B. destination, to the location specified in Section F.2 of this solicitation, to the attention of the COR identified in the contract.

F.6 DELIVERABLES

Unless otherwise agreed upon, the contractor shall submit all contract deliverables to the

BEP Contracting Officer and COR.
