Responses must be submitted electronically through the State Procurement Office Online system (SPO Online) and may include up to five documents with a maximum file size of 50 MB per file. Respondents are encouraged to submit responses at least 24 hours prior to the deadline to allow for technical resolution.
The total contract cost is $32,600.00, consisting of $5,000.00 for the 40-hour Train-the-Trainer program and $27,600.00 for the 70-hour Executive Protection course. The vendor must provide all course materials to NDBCI for ongoing internal training, supply future updates and case studies, and offer ongoing support via video or phone conference. The training program must be approved for law enforcement by North Dakota POST, DCJS, and CJA and recognized by federal agencies and the U.S. Military. ISA is identified as the sole provider meeting these specifications due to its capacity to deliver both integrated courses on-site, provide trainer materials for internal use, offer tuition-free training for future replacement trainers with NDBCI covering travel and lodging expenses, and deliver a curriculum modeled on Federal Law Enforcement Training Center (FLETC) standards.

• Course Materials: The vendor will provide NDBCI with all course materials for ongoing internal training.
• Updated Materials: The vendor will supply future updates, case studies, and relevant training materials.
• NDBCI Trainer Support: Ongoing support will be provided via video or phone conference.
• Vendor Instructor Qualifications: Instructors must be accredited by state law enforcement agencies or other recognized official organizations and possess extensive experience in law enforcement, military, or corporate security roles.

• Replacement Trainers: Tuition-free training will be provided for any future replacement or follow-up trainers; NDBCI will cover travel, lodging, per diem, and related expenses.
JUSTIFICATION: Independent Security Advisors (ISA) has been a leading provider of Executive Protection (EP) training since launching its academy in 2011. Its programs have been approved for law enforcement in-service credits in multiple states, including Maryland, Virginia, Georgia, South Carolina, North Carolina, and Pennsylvania, and are widely hosted by universities, police academies, law enforcement agencies, and major corporate security programs such as MGM Grand.
ISA’s instructor cadre consists of certified specialists with extensive law enforcement, military, and corporate security experience, including former personnel from the U.S. Secret Service, Diplomatic Security Service, U.S.
Military, and private-sector protection teams. The curriculum emphasizes threat assessment, risk-mitigation planning, and the “protection in-depth” methodology used by federal, corporate, and military protective service organizations. ISA’s Executive Protection Specialist Program is modeled on the Federal Law Enforcement Training Center (FLETC) Protective Service Operations Training Program and adheres to FLETC standards.
Training exercises, including the final live capstone, are based on real-world incidents such as the 2018 security breach involving Senator McConnell and Secretary Chao and the shooting of Congressman Steve Scalise, as well as scenarios applicable to corporate executives and families. Upon completion, students will understand the operational requirements, procedures, and legal considerations necessary to provide effective close protection services.
Because the NDBCI is responsible for dignitary protection for the North Dakota Office of the Attorney General (NDOAG), this training is essential.
ISA is the sole provider offering a two-course, integrated training and trainer-retention solution designed specifically for NDBCI needs:
1. NDBCI In-House Trainer Certification A five-day (40-hour) train-the-trainer program conducted the week before the EP course. ISA provides lesson plans, PowerPoints, videos, and other resources so NDBCI can train new personnel internally, reducing future travel and training costs. Replacement trainers may attend future ISA trainer courses tuition-free (agency covers travel and lodging). ISA instructors will support NDBCI with facilitated instruction in classroom and field environments.
2. Dignitary & Executive Protection (EP) Training Program A seven-day (70-hour) POST, DCJS, and CJA-approved EP program accepted by federal agencies and the U.S.
Military. This is the first course in ISA’s five-module, 32-day EP curriculum (Driving, Use of Force, Surveillance/Counter-Surveillance, EP Medicine, and Physical/Event Security Management). Modules can be customized to include introductory elements of other modules as needed.
ISA is the only provider able to deliver both courses under these specific conditions:
• Delivered in successive weeks,
• Hosted on-site in North Dakota,
• Providing NDBCI with course materials for future internal training,
• Offering instructor support via video/phone conferencing,
• Supplying future updated materials and case studies,
• Providing tuition-free access for future NDBCI trainers.
This purchase is necessary for NDBCI to properly train its agents to provide dignitary protection for the NDOAG and affiliated entities and to establish an internal, sustainable train-the-trainer program.
