About this file
This file is a specification document for Guilford Technical Community College (GTCC) in North Carolina's AV Refresh project, which involves the design and installation of upgraded audiovisual systems across three campuses (Jamestown, Cameron, and Greensboro) encompassing thirty-eight rooms in eight buildings. The project requires complete end-to-end services including project management, equipment procurement, system design, installation, configuration, testing, documentation, and user training utilizing current HDBaseT or AVOIP technology. The IFB includes various room types such as standard ceiling-mounted projection classrooms, short-throw interactive projection rooms, conference rooms with flat panel displays, and enhanced classrooms with recording capabilities. A non-mandatory site visit is scheduled for April 29, 2026, at 3:00 PM ET at the Jamestown Campus, written vendor questions are due by May 5, 2026, sealed bids are due on May 15, 2026, at 3:00 PM ET, and project completion is required within 120 consecutive calendar days after receipt of the purchase order.
The technical baseline for the bid is established by a specification drawing prepared by Clark-Powell Associates, Inc., detailing comprehensive audiovisual infrastructure incorporating equipment such as Sony VPL-PHZ61 projectors, Kramer TP-580T audio mixers, Extron switchers and amplifiers, AverMedia auto-tracking cameras, Shure ceiling microphones, Blackmagic Web Presenter bridges, Netgear POE switches, and Extron touch panels. Awarded contractors must demonstrate a minimum of three years of experience in audiovisual systems installation and provide proof of three comparable projects completed within the last three years for educational institutions, with required certifications including AVIXA CTS-D, CTS-I, and Control Professional or equivalent programmer certifications. Warranty coverage must include a minimum of twelve months from equipment installation with vendor-provided or authorized third-party service support available within four hours during business hours and repairs or replacements completed within twenty-four hours. The contract will be awarded based on Best Value Analysis using the Lowest Price Technically Acceptable Source Selection Method in accordance with North Carolina General Statutes. The project is funded through GTCC's capital budget with no federal funding identified, and vendors must submit itemized pricing using a provided pricing table format with a 1.75 percent transaction fee associated with the Statewide E-Procurement Service for purchase orders issued through that platform.
