About this file

This is a technical specifications document for barcode and RFID scanning requirements issued by Washington County Cooperative Library Services (WCCLS) in Oregon for a centralized collection management contract supporting sixteen library locations across nine cities and three non-profits in Washington County. The contract encompasses physical library materials, cataloging services, shelf-ready processing, acquisitions support, EDI transactions, reporting and analytics, and delivery services. WCCLS is seeking qualified vendors capable of providing these services on a long-term basis, with the option for multiple contract awards if vendors specialize in specific material formats. The combined annual ordering volume of WCCLS and its twelve partner libraries is anticipated to match FY25-26 ordering volumes, and vendors must commit to extending pricing and discounts to partner agencies.

The technical specifications mandate that RFID tags be fully compatible with the library's existing bibliotheca RFID infrastructure, utilizing HF RFID technology at 13.56 MHz and complying with ISO 15693 and ISO 18000-3 Mode 1 standards, with a minimum of 2.5 Kbits of user memory and equivalency to bibliotheca RFID tags using NXP ICode SLIX2 technology. Barcodes must use Codabar symbology with Mod 10 check digits supporting WCCLS-assigned 14-digit barcode numbers and be machine-readable by existing staff scanning equipment suitable for long-term library circulation. Vendors are required to provide samples demonstrating interoperability with existing WCCLS systems prior to contract award, and must be willing to maintain the committed service levels and pricing for a minimum contract term while potentially serving as a primary acquisitions partner across the cooperative's member libraries.
