Applicable Technical Areas from BAA –RVKD-2014-0003:
Technical Area 1- HPEM Transitions
The Air Force Research Laboratory (AFRL) anticipates awarding multiple IDIQ contracts with Cost-Plus Fixed-Fee (CPFF) completion form task orders. The Air Force Research Laboratory (AFRL), Directed Energy Directorate High-Powered Electromagnetics Division (RDH), located at Kirtland AFB, is the Air Force’s Center of Excellence for research in HPEM technology and functions as the Air Force Material Command’s center for HPEM technology development, acquisition, transformation, and support. The HPEM Transition Program encompasses the critical phase for the return on the Air Force’s investment in research - the transition phase. It aims to transition successful HPEM systems and components when they achieve relevant technical maturity. The program will explore the trade space of the user and provide continued user support through the employment of HPEM systems. AFRL/RDH’s HPEM Transition Program has been successful in developing and demonstrating the potential for HPEM systems to provide game-changing capabilities in combat operations.
This HPEM Transitions CALL consists of one Technical Area. The specific Technical Area associated with CALL 0003 is identified below from the Baseline Broad Agency Announcement BAA RVKD-2014-0003 and in CALL 0003, Statement of Objectives (SOO) (Attachment 1).
a). Technical Area 1: HPEM Transitions:
The objectives of this Technical Area are to investigate and advance the state-of-the-art knowledge in HPEM technology; specifically in the application of High Peak Power, High Average Power, and High Powered Millimeter wave systems. The effort envisioned herein seeks to research and develop forward-looking technologies, which enable successful transition of HPEM technologies to the warfighter community.
Some task orders under this contract may be issued to more than one awardee for the purpose of investigating two or more ideas or approaches to address the same objective. Such task orders will contain the following statement: "All parties understand and agree that this task order is part of a competitive down-select process and may or may not result in a follow-on task order solely at the Contracting Officer's discretion." At or near the conclusion of such a task order, the Government acquisition team will conduct a review of the requirement at which time the contractor's progress, capabilities, and potential for future success will be assessed in relation to the requirement. At the Contracting Officer's sole discretion, the Government may award a follow-on task order to some, one, all, or none of the original task order awardees. Any task order awarded shall be identified as a follow-on task order in a down-select.
Exceptions to the Requirement to provide a Fair Opportunity to be Considered: Awardees need NOT be given a fair opportunity to be considered for an order if: there is an urgent need; there is only one capable source, the order is a LOGICAL FOLLOW-ON to a previously placed order, or the order is necessary to satisfy a minimum guarantee. FAR 16.505(b)(2).
