BAA-RVKD-2014-0003 CALL 0003

High Power Electromagnetics (HPEM) Research Program Statement of Objectives (SOO) 21 November 2015

1.0 GENERAL DESCRIPTION OF WORK TO BE PERFORMED:

Applicable Technical Areas from BAA-RVKD-2014-0003:

Technical Area 1- HPEM Transition

The HPEM Transition Program is interested in existing and emerging HPEM technologies that can be integrated into existing and future platforms. The focus is on the planning capability concepts (PCCs) that will describe the technology and the integrated platform capabilities/performance. Based on the PCCs, the contractor shall perform operational utility assessments to determine the effectiveness and impact of the concept to mission operations. The HPEM concept assessment and technical studies shall determine the technical areas that need to be further developed and risk mitigation efforts that need to be pursued in order to demonstrate the technical capability. This includes developing and demonstrating the advanced technology by producing and testing brass board components to achieve technology readiness levels 4-5.

2.0 OBJECTIVES OF WORK TO BE PERFORMED:

Objectives for the IDIQ:

· The offeror shall assess existing and emerging HPEM technologies that can be integrated into existing and future platforms.

· The offeror shall focus on the PCCs that describe the technology and the integrated platform capabilities and performance.

· The offeror shall perform operational utility assessments to determine the effectiveness and impact of each of the concepts to mission operations.

· The offeror shall develop and demonstrate advanced technology concepts by producing and testing brass board components.

Objectives for Task Order 1- “Size, Weight and Power Analysis for Planning Capability Concepts”:

· The offeror shall focus on the PCCs that describe the technology and the integrated platform capabilities and performance.

· The offeror shall perform operational utility assessments to determine the effectiveness and impact of each of the concepts to mission operations.

· The assessments and studies shall address the following major areas:

· Concept of employment

· Size, Weight, and Power (SWaP) analysis – results will identify technologies that will have to be advanced to enable system integration

· Battle Damage Indication/Assessment (BDI/A)

· Life cycle cost analyst

· DOTMLPF (Doctrine, Organization, Training, Material, Leadership, Personnel, and Facilities).
