BROAD AGENCY ANNOUNCEMENT

BAA-07-DE-08

Air Force Research Laboratory Directed Energy Directorate CALL 0001 – Site Visit Questions and Answers Solicitation Number: BAA 07-DE-08

Classification Code: A—Research & Development

Contracting Office Address:

Department of the Air Force, Air Force Material Command, AFRL, “Directed Energy Directorate, 2251 Maxwell Avenue SE, Kirtland AFB NM 87117

1) Q: DELE supports the Airborne Laser (ABL). If there are changes to the ABL, will that impact the LEVR effort for DELE?

A: Yes there will be some impact. However, since ABL is only 30% of the DELE portfolio our budget will not be eliminated

2) Q: There is a large body of knowledge that hasn't been discussed or released. Will any information be released on the status of work already accomplished but not yet published to aid offerors in proposing on Task Orders?

A: Some of this information is not releasable at this point in time since it has not been approved for publication. What has been published by DTIC is accessible to the offerors. Offerors may ask specific questions. The answers to these questions will be published for all offerors to provide a fair opportunity to all. The two Task Orders published in CALL 0001 discuss the 4 Technical Task Areas we are asking offerors to base their proposals on.

3) Q: There is some confusion on the overarching CSOW. Is a separate technical, business, and cost proposal to be accomplished on the IDIQ? How do we bid on this portion? Is it for all areas?

A: Submit a separate proposal for each task order. There is no requirement to submit a third combined proposal if you bid on both task orders.

Each task order requires a separate, full-up technical (including CSOW), business, and cost proposal. If you choose to bid on both task orders, you must also submit an overarching CSOW with covers all four technical topic areas. Again, a combined proposal is not required and this overarching CSOW is a separate requirement and not part of the task order page limitation.
