Description of Changes:

1. OTHER RELEVANT INFORMATION, Add SubParagraph 5 as follows:

5.0 GENERAL TASKS ANTICIPATED

The awarded task orders will specify the specific tasks the Contractor shall perform. In the event of a conflict arising, in terms of the general tasks outlined here versus those specified in an awarded task order, the awarded task order will be followed. In general, task orders are anticipated to include the following types of activities:

5.1 Pre-Experiment Analysis. The Contractor shall conduct a thorough literature review to ascertain the state-of-knowledge associated with the experimental requirements and goals. For experiments involving components, sub-systems or systems, the Contractor shall analyze all applicable documents, such as technical orders, circuit diagrams and operations manuals, to determine relevant experimental parameters. The Contractor shall baseline the normal operating characteristics of the experiment article in order to identify how and when degradation occurs. The Contractor shall perform failure mode analyses in order to identify DE induced failure modes of interest. Using the failure mode analysis and the expected DE environments, the Contractor shall perform pre-experiment predictions and estimate the accuracy of the predictions for all planned experiments. The Contractor shall perform pre-experiment sensitivity analysis to rank-order pertinent experimental parameters.

5.2 Failure Modes Analysis. The Contractor shall conduct Failure Modes Analysis (FMA) of each critical component to determine the point or points during mission performance when and where it is most vulnerable and mission essential. The analysis should also include all proposed failure mechanisms and modes such as failure induced by weakening/degrading or critical members, catastrophic failures melt-through of multiple components, and failure of mission essential systems. The Contractor shall recommend those aimpoints/kill mechanisms as most favorable for further investigation.

5.3 Experiment Planning. The Contractor shall perform experiment planning, using information obtained from the Pre-Experiment Analysis, as specified in approved task order statement(s). The contractor shall utilize established AFRL/DELE Concept of Operations (CONOPS) and Standard Operating Procedures (SOPs) documents when planning experimental activities at any DELE facilities. Experiment plans shall include, unless explicitly stated in the task order, the following: experiment objectives, required experiment articles, method of experiment, data requirements, data collection and processing procedures, data analyses plan, security, safety and products. All experiment plans shall be submitted to the appropriate task order officer for approval before execution. The Contractor shall be familiar with the data collection equipment to be used for conducting the experiment.

5.4 Experiment Article Acquisition. The Contractor shall identify, design, develop and acquire/fabricate “generic experiment articles” to provide representative targets or surrogates for highly controllable target interaction and response measurements. These may incorporate imbedded or external instrumentation, as necessary to meet objectives of a given experiment. If necessary, the Contractor shall also design, develop and fabricate environmental simulators to imitate the operational or engagement environment of interest.

5.5 Experiment Execution. The Contractor shall conduct laser propagation/effects experiments as specified in approved task orders statements and experiment plans. This shall be specified in approved experiment plans and may include experiment site preparation, optics layout, instrumentation, data acquisition, calibration, diagnostics, test execution and experiment article transportation and storage. Quick look reports including graphs, photographs, and plots shall be provided as required to guide further experiment efforts. The Contractor shall use innovative experiment techniques specified by the task orders statements where applicable. If the experimental technique has not been proven, or may be ambiguous in its results, the Contractor shall design and perform experiments to resolve the issues.

5.6 Post-Experiment Analysis. The Contractor shall compile and reduce all applicable data collected during Experiment Execution. The Contractor shall use the required format supplied by the government. The analysis shall include estimates of uncertainty in the results, comparisons of the results with pre-experiment predictions, and an analysis of the sources of any disagreements.

5.7 Post-Experiment Failure Analysis. The Contractor shall investigate component/subcomponent, or system/subsystem failures to determine their cause. The Contractor shall compare results with pre-experiment failure mode analysis. Additional measurements and consultation may be required to determine cause of failure if data are not conclusive.

5.8 Countermeasure Studies. The Contractor shall perform analysis and experimentation to estimate or establish hardening requirements for a system of interest. Reliability and maintainability impacts shall be considered as part of the trade analysis criteria during the evaluation of proposed hardening designs to establish a balanced and realistic hardening concept. Proof of concept studies shall be conducted to verify concepts and characteristics. The Contractor shall design and test, when required, hardening concepts to improve the shielding and reduce susceptibility of the system. The Contractor shall document the potential impacts that any proposed hardening concepts have on reliability and maintainability and other pertinent operational characteristics of the system.

5.9 Self-Protection Studies. The Contractor shall conduct analysis and experiments to evaluate laser related self-protection concepts. The Contractor shall establish requirements to negate threats and/or meet self-protection requirements. The Contractor shall develop appropriate databases and define test requirements to demonstrate self-protection concepts.

5.10 Coordination, Target Description/Modeling. The Contractor shall coordinate with various agencies to identify the most current and appropriate intelligence data. The Contractor shall incorporate the approved data, including approved open source literature, into computer target models. The Contractor shall perform sanity and consistency checks with the data, and when appropriate, identify data deficiencies and uncertainties. The Contractor shall develop production requirements for the intelligence community. The target data and their associated uncertainties shall be used to improve computer model descriptions of targets of interest and subsequent lethality/vulnerability predictions. These computer models will be compatible with DE lethality prediction models. The Contractor shall identify systems that are potential targets, or are available for experiment, and develop descriptions of these systems to include relevant target characteristics, critical components, failure modes, and deployment information. The Contractor shall improve and maintain the software tool that creates, edits and stores the target models.

5.11 Methodology and Model Development and Enhancement. The Contractor shall develop new or enhance existing methodologies to predict laser lethality or target vulnerability with high confidence. This shall include improved statistics or other methodology/procedural methods for quantifying vulnerability. This shall also include interaction effects and response models that describe and predict the coupling of energy, the damage or probability of failure of target components, and the response of the targets to the damage or failures produced. These models shall consider the full range of temporary and permanent effects from sure-safe through destruction. Optical, thermophysical, and mechanical response shall be included. Continuous wave, and repetitively pulsed, lasers shall be included. The Contractor shall improve and maintain the predictive models.

5.12 Model Verification, Validation and Accreditation. The Contractor shall perform Verification, Validation and Accreditation (VV&A) on selected models to ensure they accurately predict lethality or vulnerability. The Contractor shall follow approved VV&A procedures, as designated by the appropriate governing agency, to meet set requirements. If required, the Contractor shall compare model predictions with detailed experiments and document findings and provide recommendations.

5.13 Lethality & Vulnerability Assessments. The Contractor shall perform directed energy weapon (DEW) lethality or target vulnerability assessments using approved AFRL methodologies and models. These assessments shall consider lethality of laser weapon systems or more generic vulnerability of targets. The assessments shall be performed over the appropriate range of targets, engagement conditions, weapon parameters, and countermeasures (if required). Results of assessment shall be presented and documented in appropriate presentations for discussion and review.

5.14 Target Folders (a.k.a. Mission Planning Folders) Development and Maintenance. The Contractor shall maintain and enhance existing AFRL target folders. Information to be stored includes: 1) key thermophysical, optical and mechanical properties; 2) vulnerability estimates; 3) signatures; 4) target descriptions; and other relevant information for mission planning. The Contractor shall provide configuration and distribution control on the target folder information. The Contractor shall incorporate other enhancements as identified by the user community.
