B2058 Furniture (The quote shall be effective until 30 Sep 2023)

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. A separate solicitation will not be issued. The solicitation is issued as a Request for Quotation (RFQ). This combined synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2023-04 and DFARS change notice dated 06/09/2023.

Please respond to this RFQ no later than 12 September 2023 @ 1:30 PM Central Daylight Time, in order to be considered timely. Any quote, modification, revision, or withdrawal of a quote received after the exact time specified above shall be determined as late and will not be considered unless received before award is made, the Contracting Officer determines that accepting the late quote would not unduly delay the acquisition, and it was the only quote received.

This one-time Firm Fixed Price acquisition is a 100% Set-Aside to Small Business concerns, utilizing:

Special Notes and Instructions:

1. Small Business Set-Aside. This is a notice that this order is a total set-aside for small business concerns. Only quotes submitted by small business concerns with NAICS code 337214 with a size standard of 1,100 employees will be accepted by the Government. Any quote that is submitted by a contractor that is not classified as a small business concern with the associated NAICS will not be considered for award.

2. Site Visit. A site visit will be conducted on Tuesday, 5 September 2023 at 9:00 am Central Daylight Time. No phones or cameras will be allowed as vendors will be accessing a secure area. No pictures may be taken. All contractors who plan to attend must register for the site visit before Monday, 28 August 2023 at 1:00 pm CST by sending an email to TSgt Kalin Ligon at kalin.ligon@us.af.mil and Laura Herring at laura.herring@us.af.mil. All individuals attending the site visit will meet at 250 Hall Blvd (Bldg 2058), San Antonio, TX 78243. Attendance at the site visit is NOT mandatory to quote on this requirement but it is strongly recommended.

a. Access: JBSA Lackland, TX is not an open base and you must have a valid ID. Anyone who does not have the necessary identification to enter the base must fill out Attachment 2 and send back to both TSgt Kalin Ligon at kalin.ligon@us.af.mil and Laura Herring at laura.herring@us.af.mil no later than, Monday, 28 August 2023 at 1:00 pm Central Daylight Time. No late submissions will be accepted. It is contractor’s responsibility to confirm that base pass requests has been received by 502 CONS.

b. Submittal of Questions: To ensure a level playing field for all offerors, we will not be answering questions at the site visit. However we will allow all questions to be submitted in writing following the site visit. Please submit all relevant and related questions to both kalin.ligon@us.af.mil and laura.herring@us.af.mil. The deadline to submit questions will be Wednesday, 6 Sept 2023 at 3:00pm Central Standard Time. No questions beyond this deadline will be accepted. Following the deadline the Government will compile all appropriate/relevant questions to the requirement and follow up with vendors with all questions and answers.

3. Mandatory Registrations. To be eligible for award, registration with the System for Award Management (SAM) must be current (legacy for On-line Registration and Certifications Application (ORCA) and Central Contractor Registration (CCR) registrations). To register or update former CCR and Reps & Certs that are not current go to https://www.sam.gov/SAM/ and provide mandatory information.

4. Basis for Award. 502d CONS/JBKAC will issue one firm fixed price contract to the contractor who is found to be responsive, responsible, and who provides the best value at the lowest fair and reasonable price for the requirement. The Government intends to make one (1) single award from the solicitation contingent on the availability of funds. To be eligible for award, the offeror must have current Representations and Certifications in accordance with FAR 52.212-3. These are usually attached to the solicitation for offerors to complete; however, in accordance with DFARS 212.301, the contracting officer will consider required data if available electronically (up-to-date

B2058 Furniture (The quote shall be effective until 30 Sep 2023) and current in the System for Award Management located at https://www.sam.gov instead of requiring the offeror to complete these provisions and submit with quote.

5. 52.212-1 Instructions to Offerors - Commercial items, is incorporated by reference. The following addenda applies to the provision:

(b) Submission of offers:

i. To assure timely and equitable evaluation of quote, offeror must follow the instructions contained herein. Offerors are required to meet all quote requirements, including terms and conditions, and technical requirements, in addition to those identified as evaluation factors. Offeror must clearly identify any exception to the quote terms and conditions and provide complete accompanying rationale.

ii. Authorization, certification, and training. The offeror must provide a written understanding and demonstration of its abilities, Warranty that is provided and proof of a certification provided by the

OEM.

(c) Period for Acceptance of Offers. The paragraph is tailored as follows: “The offeror agrees to hold the prices in its quote firm for 60 calendar days from the date specified for receipt of quotes.”

(f) Late submissions, modifications, revisions, and withdrawals of offers. The paragraph is tailored as follows:

(f)(1) Offerors are responsible for submitting quotations and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. Any quotation, modification, revision, or withdrawal received at the Government office designated in the solicitation after the exact time specified for receipt of quotations is "late" and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late submission is in the best interest of the Government.

(2) However, a late modification of an otherwise successful offer that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted.

(g) Contract Award (not applicable for Invitation for Bids) is tailored as follows: The Government intends to evaluate offers and award a contract without interchanges with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint.

However, the Government reserves the right to conduct interchanges if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

6. 52.212-2, Evaluation - Commercial Products and Commercial Services (Nov 2021).

(a) 502d CONS/JBKAC will issue a contract to the responsible vendor whose quote will be the most advantageous to the Government. The following shall be used to evaluate quotes: The technically acceptable lowest priced quote will be determined to represent the best value. Technical acceptability will be determined by an evaluation of the quoted requirements that meet the technical criteria.

If the Government receives 3 or fewer initial quotes all quotes will be evaluated for Technical Acceptability. If the Government receives 4 or more initial quotes the Government will only review the 3 lowest priced quotes and then evaluate them for Technical Acceptability. The Government reserves the right to evaluate additional quotes for technical acceptability if in the Government’s best interest. If additional quotes are evaluated for technical acceptability they will be selected in the order of price. Award will be made to the responsible vendor whose quote is the lowest evaluated price among technically acceptable quotes:

(A) Acceptable: Quote clearly meets the minimum requirements of the solicitation.

(U) Unacceptable: Quote does not meet the minimum requirements of the solicitation.

i. Technical Acceptability Evaluation. Technical acceptability will be determined by an evaluation of the quoted Office Furniture against the salient characteristics in this solicitation and SOW. All offerors shall submit their proposed quotes for the Office furniture with the description of the item that is in compliance with the salient characteristics in the solicited item description and SOW. The Government will evaluate the lowest priced quote for Technical Acceptability. If the lowest priced submission does not meet the salient characteristics described in the solicited item description and SOW, the Government reserves the right to evaluate the next lowest priced submission until it has determined a technically acceptable submission. The evaluation will stop at the point when the Government determines an offeror to be technically acceptable with the lowest evaluated price, because that offer will represent the best value.

7. Interchanges. The Government intends to award a delivery order without discussions or interchanges with respective contractors/quoters. The Government however reserves the right to conduct discussions if deemed in the best interest. The Government may consider, throughout the evaluation, the “correction potential” of any quotes. The judgement of such “correctional potential” is within the sole discretion of the Government and may be held with all, some, or none, of the Quoters. If any aspect of a Quoter’s quote does not meet the Government requirements and is not considered correctable, the quote will be ineligible for award.

8. Notice to Offeror. The Government reserves the right to cancel this Request for Quote (RFQ), either before or after suspense date. In the event the Government cancels this RFQ, the Government has no obligation to reimburse an offeror for any costs. The contractor shall not request, nor will the Government make payments for any preliminary measurement, quotes, bids, site visit, time or proposal cost incurred.

9. Delivery: 45 days ARO. Delivery shall be FOB Destination and included in CLIN prices noted above, unless otherwise and clearly noted by quoter in submitted quote.

10. Site Maintenance. Work areas shall be maintained in a neat, clean, safe condition and all trash, debris, and garbage, which the contractor generates, shall be removed from the premises upon completion and delivery, or daily if the completion/delivery will be completed in more than one day.

11. Completion of Work. The Contractor shall ensure that work for this project is performed in accordance with the criteria described in the SOW, dated 21 Aug 23 (Attachment 1), and all items/ products in the description shall be fully operational at the completion of work for this project.

12. SOW and Product Description. Product offerings must meet all characteristics as described in the SOW, Attachment 1, to be considered for award. Quotes submitted in response to this RFQ must include a detailed list of product specifications demonstrating that any products offered meet all characteristics. Failure to meet the characteristics described in the SOW, renders the quote unacceptable.
