LAKE MEAD NATIONAL RECREATION AREA (LAKE)
BOULDER CITY, NEVADA
TEST, INSPECT AND MAINTAIN BACKFLOW PREVENTION ASSEMBLIES
AT LAKE MEAD NATIONAL RECREATION AREA FY21
STATEMENT OF WORK
Scope of Work
SCOPE OF WORK
Project Identification: The purpose of this contract is for a Contractor, certified in backflow prevention testing, to perform the annual inspection and testing of backflow prevention assemblies (BPAs) at all developed areas in Lake Mead National Recreation Area. Contractor activity shall at no time compromise the availability of potable water or pressure sufficient for domestic purposes, without proper notice. The Contractor shall at no time compromise the availability of water for structural fire protection as a result of any contract related activity. The Contractor shall not jeopardize the regulatory compliance status of any water operation, or any activity involving the water supply system.
Project Locations: Echo Bay, Clark County, NV; Callville Bay, Clark County, NV;
Las Vegas Bay, Clark County, NV; Boulder Beach, Clark County, NV; Cottonwood Cove, Clark County, NV; Willow Beach, Mohave County, AZ; Temple Bar, Mohave County, AZ; and Katherine Landing, Mohave County, AZ. All locations are within Lake Mead National Recreation Area.
Scope of Work: Includes inspecting and testing all testable BPAs listed In the attached list (Attachment 1) in accordance with the requirements outlined in Section 3 & 4, as well as any unlisted or replacement devices; making any minor repairs using "soft rubber parts" necessary for a small portion of the total number of BPAs to pass a re test; installing testing certification tags on each BPA, and replacing any missing identification (1.0.) tags.
CONTRACTOR PERSONNEL
Testing shall be performed by a person who is currently certified as a "general" tester by the CaliforniaNevada Section of the American Water Works Association (CANV Section, AWWA), the Arizona State Environmental Technical Training (ASETT) Center, or other certifying authority approved by the Department.
QUALITY CONTROL All work shall be performed in accordance with the following:
Industry Standards:
The Uniform Plumbing Code; Recommended Practice for Backflow Prevention and CrossConnection Control.
The Manual of CrossConnection Control.
State Administrative Codes:
Arizona Administrative Code (AAC): title 18 environmental quality, chapter 4 department of environmental quality safe drinking water, supp 041, article 1 general requirements, Section R184115 Backflow Prevention.
Nevada Administrative Code (NAC) and Nevada Revised Statutes (NRS): NAC 445A.67245 Crossconnections and backflow: Duties of certified backflow prevention assembly tester.
Water Outages: If the inspection and testing of a BPA requires a water outage to a concession facility or a residential area, the Contractor shall notify the COR 72 hours in advance. The Contractor shall provide the COR with the BPA number, and the length of the proposed outage.
All items must be NSF60 approved
QUALITY ASSURANCE
The Government will evaluate the Contractors performance in accordance with Technical Exhibit 1.
PHYSICAL SECURITY
Most of the BPAs are housed inside locked boxes and some are located in areas that are behind locked vehicle gates. The COR will escort the contractor to all work locations and provide access to all BPAs to perform the work outlined in this SOW. It shall be the Contractors responsibility to close and secure all BPA boxes and all vehicle gates after the work is complete.
HOURS OF OPERATION
Standard hours of operation/work shall be Monday through Friday between the hours of 7:00 AM and 4:00 PM unless alternate hours are approved by the Contracting Officers Representative (COR). The Contractors proposed bid price should be based on working only during standard workdays and hours.
WORK SCHEDULE REQUIREMENTS
Work Schedule: As soon as the Contractor is contacted by the COR he/she shall develop a work schedule and submit it to the COR for approval no later than 5 working days, starting with the orientation meeting. The COR will use this schedule to provide the 72 hour notification to concession and residential facilities affected by the testing water outage outlined in paragraph 1.3, C. above. Start work to perform initial inspect and test complete by day 30 after the start of the period of performance. Return for hard parts repairs and tests by day 90 after the start of the period of performance. With the number of units in the bid schedule and the distances between the eight (8) developed areas, it is anticipated the Work will take a minimum of five
(5) days to a maximum of ten (10) workdays to complete. Therefore, it is recommended that the Contractor start the Work on a Monday. If the Work cannot be completed by the end of the workday on Friday of that same week, the Work shall be suspended until the next Monday morning.
CONSERVATION OF UTILITIES
All Contractor personnel shall make every effort to conserve energy when performing maintenance and repair tasks.
RECORDS
The Contractor shall supply the Government with a copy of the latest "Tester Certificate" that includes the state issuing the certificate and the date it expires for the person performing the test and any repair work.
MEETINGS
After contract award the Contractor shall attend an orientation meeting to be conducted at the Lake Mead Maintenance Warehouse Building, located at 101 Katzenbach Dr, Boulder City, NV 89005. Lake Mead personnel will be present to go over park regulations and the specific requirements of the project with the contractor. Immediately after this meeting is over, the contractor shall start the Inspection and Testing portion of the contract or return to start the Inspection and Testing portion of the contract based on the approved schedule.
Definitions
GENERAL DEFINITIONS
QUALITY ASSURANCE. Actions taken by the Government to assure services meet contract requirements.
QUALITY CONTROL. Those actions taken by a Contractor to control the performance of services to ensure services meet the requirements of the SOW.
TECHNICAL DEFINITIONS
Technical Definitions are described in the BPA manufacturers Operating and Service Manual, and Section 3 of this SOW.
Contractor Furnished Items and Services
GENERAL INFORMATION
The Contractor shall furnish all labor, materials, and equipment necessary to inspect, test and repair the BPAs listed on the Bid Schedule.
SPECIFIC INFORMATION
Inspection and testing of BPAs as described in the Bid Schedule shall be performed in accordance with the following requirements:

Each backflowprevention assembly governed by this Section shall be tested at least annually; or more frequently if directed by the public water system or the Department. Each assembly shall also be tested after installation, relocation, or repair. An assembly shall not be placed in service unless it has been tested and is functioning as designed. The following provisions shall apply to the testing of backflowprevention assemblies:
Testing shall be in accordance with procedures described in Section 9 of the Manual of Cross Connection Control. The public water system shall notify the water user when testing of backflow prevention assemblies is needed. The notice shall specify the date by which the testing must be completed, and the results forwarded to the public water system.
Testing shall be performed by a person who is currently certified as a "general" tester by the CaliforniaNevada Section of the American Water Works Association (CANV Section, AWWA), the Arizona State Environmental Technical Training (ASETT) Center, or other certifying authority approved by the Department.
When a backflowprevention assembly is tested and found to be defective, it shall be repaired or replaced in accordance with the provisions of this Section in no more than 7 calendar days after the initial failure of the device.
Nevada Administrative Code (NAC) and Nevada Revised Statutes (NRS): NAC 445A.67245 Crossconnections and backflow: Duties of certified backflow prevention assembly tester. A certified backflow prevention assembly tester shall:
Perform his field testing of assemblies for the prevention of backflow in accordance with the provisions of the Manual of Cross-Connection Control.
The testing of reduced pressure principle assemblies, double check valve assemblies and pressure vacuum breakers shall be performed using a differential pressure gauge that has:
A differential range of at least zero to 15 psi; and
Graduations of not more than 0.2 psi.
Ensure that his/her testing equipment:
Is calibrated to the manufacturers' specifications not less than annually; and
Has all necessary hoses and fittings.
A Test Certification tag shall be affixed to each BPA with the month and year the device passed the test (see picture at the end of this section). The Contractor shall replace any soft rubber parts" and any minor hard metal parts" (nuts and washers) that are found to be defective. The Contractor (based on the make, model, and pipe size of the units listed on the Bid Schedule) shall have an adequate stock of these parts on hand to make immediate repairs and reassemble the unit for re testing. Small parts (e.g. rubber washers, nuts, bolts are replaced under CLINs 00010005 and repair up to 25 backflow preventers per year.
SPECIFIC TASKS
REQUIREMENT
Perform annual inspection and testing of Backflow Prevention Assemblies {BPAs) at eight
(8) developed areas in Lake Mead National Recreation Area.
Initially geolocate all backflow devices parkwide and provide that data in a digital format that can be easily integrated with park GIS databases, yearly update this data as necessary.
TASKS/SUBTASKS AND STANDARDS
Tester Certification/Equipment Calibration Certificates.
Contractor shall submit copies of certificates for both the tester and equipment.
Test, Inspect, Make Minor Soft Rubber Parts" Repairs and Tag Each BPA Unit.
Contractor shall provide a BPA test report for each BPA unit that •Passes" the test.
Replace Missing I.D. Tags.
Contractor shall replace any/all missing I.D. tags. Typically, the amount is 15% of the total number of BPAs tested each year.
Required Government Plumbing Work Report.
Contractor shall Immediately identify to the COR any BPA unit that has failed the test and requires plumbing repairs before the retesting. The Contractor shall submit a written report to the COR with 24 hours.
Certificates/Credentials
Certifications/Credentials at a minimum should include all pertinent state and federal certifications held by the contracting company and individual technicians who will perform the work onsite.
Capability/Capacity
Capability/Capacity at a minimum should describe the number and credentials of all employees involved in the all aspects of the project.
APPLICABLE PUBLICATIONS AND FORMS
GENERAL INFORMATION
The contractor shall have access to the publications listed below to ensure the work is accomplished in accordance with the manufacturer's recommendations and that the work is properly documented prior to submittal to the Government.

FORMS
Any forms used by the Contractor for Backflow Prevention Assembly Test Reports must include all of the information listed in Exhibit 3, item 2 (a sample form is available after the end of this section).
If the Contractors standard form does not include all of the required information, the Contractor shall modify the form to meet the requirement. All Backflow Prevention Assembly Test Reports shall be provided to the government in electronic format, plus one set of signed.
PERFORMANCE REQUIREMENTS SUMMARY
The final finished product shall be validation/certification that all BPAs listed on the Bid Schedule are fully functioning and have passed all required tests. If a BPA does not pass the initial test, repairs or adjustments shall be made until the BPA can successfully pass the test.
PERFORMANCE EVALUATION
The Performance Evaluation will be based on the spot inspection performed by the COR and the reports submitted by the Contractor.
CONTRACTOR PAYMENT
Payment will take place after the Contractor provides the Government with all the documents listed.
REQUIRED REPORTS
GENERAL INFORMATION
All reports shall be submitted in electronic format, plus one signed original paper copy set.
REPORTS CERTIFYING TESTS PERFORMED
A BPA certified Test Report for each device shall be provided to the Government (one original set, and one copy set) after all BPAs have passed the testing procedure and include as a minimum, the following information:
Fiscal Year (FY).
BPA number (from the round brass tag affixed to each BPA).
Resort area location.
BPA Manufacturer.
Model Number.
Pipe Size.
Type.
Serial Number.
Name, signature, and "Tester Certificate" number of the tester.
Date the test was performed.
Result of test; pass or fail, with an explanation for a failure.
Notes; with regard to any cleaning or repairs performed, or issues/problems encountered.
The Contractor shall note when any of this data is different than what was on the Bid Schedule and inform the COR.
REPORTS IDENTIFYING WORK OUTSIDE THE SCOPE OF THIS CONTRACT
Government Plumbing Repairs Report: The Contractor shall provide the Contracting Officer Representative (COR) with a written report for any/all BPAs that do not pass the test due to required plumbing repairs not included in the scope of work for this contract. The report shall include a list of the repairs required for each BPA.
