Backflow Preventer Test/Inspect and Repair Services
This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures for commercial items found at FAR Part 13.5, as supplemented with the additional information included in this notice.
This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on System for Award Management (SAM) ( https://www.sam.gov/) and Contract Opportunities on beta.sam.gov (formerly Federal Business Opportunities/FBO)
The RFQ number is 140P8121Q0007. This solicitation documents and incorporates provisions and clauses in effect through FAC 2020-09 published 10-26-2020. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses:

The Department of the Interior Lake Mead National Park Service Major Acquisition Buying Office (MABO) requests responses from qualified sources capable of providing Backflow Preventer Test/Inspect and Repair Services at the National Park Services NPS Lake Mead National Recreation Area NRA Nevada and Arizona in accordance with the attached Statement of Work. It is anticipated that a firm fixed price contract will be awarded to a responsible quoter based on a best value basis in accordance with FAR Part 13 Simplified Acquisition Procedures. The evaluation factors are price, experience, past performance and Response to SOW.

Instructions, Conditions, and Notices to Quoters
GENERAL INSTRUCTION.
This solicitation is to be competed exclusively by small businesses. Responses by other than small businesses will NOT be considered. The award resulting from this solicitation will be a Firm Fixed Price (FFP) contract type. The contract will consist of a one-year base period with four one-year option periods to be exercised at the discretion of the Government. The Government intends to award to the responsible respondent whose quotation offers the best value to the Government, price and non- price factors considered, as described in this solicitation.
To be eligible for award, the quoter must fully comply with this instruction and sufficiently address all solicitation requirements.
To be considered eligible for award, each respondent must submit a single quotation that contains a complete and accurate response to the requirements of this solicitation. No multiple awards will be made.
Quotations must be submitted via email to daniel_rosales@nps.gov by 05 January 2021, 11:00 AM Pacific Time. Quotations submitted by mail or fax, unless specifically authorized in advance by the Contracting Officer, will not be accepted.
Each initial quotation should contain the quoter’s best terms from a price and technical standpoint.
The quotation must demonstrate that the quoter understands all solicitation and Statement of Work (SOW) requirements and their interrelationships. It must demonstrate the quoter’s familiarity with the detailed aspects of the requirements, and clearly show that the quoter correctly interpreted all of the requirements. At the Government’s discretion, the Contractor’s quotation may be incorporated into the final contract, either in whole or in part.
An optional site visit is scheduled for 16 December 2020, 0900 Pacific Time at 101 Katzenbach Drive Boulder City, NV 89005 in the parking lot near the drive-through security gate. We will convoy to the sites. During the site visit, it is expected that all parties shall comply with applicable federal, state, and local safety occupational health laws and regulations, including adherence to any local government health orders in effect to reduce the transmission of Novel Coronavirus Disease 2019 (Covid-19).
Therefore, for any confined areas, it is anticipated that contractor's abide by the required regulations, wear their masks and follow social distancing protocols. The POC will be Cris Stubitz @ cris_stubitz@nps.gov and Daniel Rosales @ daniel_rosales@nps.gov Covid-19 guidelines for the State of Nevada will be adhered to. Questions will not be answered at the site visit. Please provide all questions via email correspondence as identified below.

All questions must be submitted by 21 December 2020, 11:00 AM Pacific Time.
Quotation Format and Content:
PRICE – The quote shall include ALL price elements applicable to the proposed effort.
Quote shall include the following:
1) Price quotations for each CLIN item – base and option CLINs (i.e. CLIN 0001 and Option CLINs 0002 through 0005) to include the evaluation data identified under “Evaluation Factors for Award”.
2) Pricing data. Quoters shall provide supporting price information with a breakdown of the composition of labor pricing and associated contractor furnished items pricing for each CLIN unit price submitted. Labor pricing will include the labor category and rate. Materials, Overhead, Other Direct Costs, Equipment, Fee, Profit will be identified in the response as well. It is preferred that all price information be in EXCEL format, but not required.
3) A completed FAR 52.212-3, Offeror Representations and Certifications – Commercial
Items. If your annual representations are certifications are current in the System for Award Management (SAM), complete only paragraph (b) by signing and acknowledging that FAR 52.212-3, Offeror Representations and Certifications – Commercial Items, have been entered or updated in the last 12 months, are current, accurate, complete.
4) A completed FAR 52.204-26 Covered Telecommunications Equipment or Services –
Representation.
5) Past Performance Questionnaire sent directly from the person(s) providing the past performance data.

Evaluation Factors for Award
In accordance with FAR Part 13 Simplified Acquisition Procedures, it is anticipated that the Government will award a contract from this solicitation to the responsible quoter on a comparative basis whose quote conforms to the solicitation and represent the best overall value to the government.
The Government will conduct a comparative assessment of quoters' responses based upon the evaluation factors explained below. The Government will compare quotes in an impartial and simplified manner based on FAR Part 13. Source selection techniques described in FAR part 15 will not be used. The Government reserves the right to award to a quoter with other than the lowest price if the quotation offered additional benefits to the Government. The Government will not pay a price premium for a technical capability or past performance record that is not of value to the Government.
It is anticipated that the Government will award a firm fixed price contract on a best value determination in accordance with FAR Part 13 and to the responsible quoter that conforms to the requirements contained in the combined synopsis/solicitation and Evaluation Factors.
The Government will evaluate the reasonableness of the price of each compliant offer in relation to the offer’s relative technical merit. Normally competition established price reasonableness, but it may also be based upon comparison with previously proposed prices, comparison with competitive published price lists, comparison with the independent Government estimated and other measures.
The Government will assess each offeror’s quote based on the following factors:
Relevant Project Experience
Provide examples demonstrating experience successfully performing and managing projects similar in size, scope and complexity to the specification. Provide key personnel identified from prior experiences including certifications/credentials pertinent for State and federal held by offeror to include individual technicians who have performed and will be performing onsite work. Demonstrate experience in work within drinking water facilities.
Past Performance
Past performance information may include projects performed for both public and private sector entities.
Considerations may include, but are not limited to, the quoter’s conformance to contract requirements, adherence to schedules, business and management practices, and behavior towards subcontractors and customers.
Quoters are responsible for obtaining past performance information, via questionnaire attached to solicitation, prior to submission of quotes. The questionnaires shall be completed by the references and submitted directly in the solicitation package and must be utilized for this purpose. Past Performance Questionnaires must be sent through email and received by the time set for receipt of quotes and shall be sent directly from the person(s) providing the past performance data.
The quoter shall submit a minimum of three (3) and a maximum of six (6) projects of similar scope, magnitude, complexity to the work and completed these projects within critical time frames as described in the SOW. These projects shall have been performed during the last three years (as of the closing date of this solicitation).
Sources of Past Performance Information for Evaluation are as follows:
• Past performance information may be provided by the quoter, as solicited.
• Past performance information will be obtained from any other sources available to the Government, to include, but not limited to, the Contractor Performance Assessment Reporting System (CPARS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; interviews withProgram Managers, Contracting Officers, and Fee Determining Officials, NPS knowledge of previous past performance history.
The Government will review this past performance information and determine the quality and usefulness as it applies to performance competence assessment.
Response to Scope of Work
Submit a written narrative which demonstrates an understanding of the project and responsibilities and expected products as outlined in the Statement of work, not to exceed three (3) pages in length.
Price
Price will be evaluated in accordance with FAR 13.106-3. Quotes will be reviewed for fair and reasonable pricing. If competitive quotation do not establish price reasonableness, then the other methods outlined in FAR 13.106-3 will be used.
The Government will calculate each quotation total evaluated price for award purposes by adding the total price for all options to the total price for the basic requirement. The total evaluated price will include the price of FAR 52.217-8 Option to Extend Services, which will be calculated by using the CLIN 0005 unit (monthly) price times 6 months. Evaluation of options shall not obligate the Government to exercise the option(s).
After a quotation has been evaluated the Government may request additional information in order to clarify aspects of the quotation.
System for Award Management (SAM). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 60 days of the expiration of the contract.

52.217-9 Option to Extend the Term of the Contract MAR 2000
(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days;
provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 60 months plus 6 month extension.

As prescribed in 1428.301, insert the following clause:
Liability Insurance - Department of the Interior (JUL 1996)
(a) The Contractor shall procure and maintain during the term of this contract and any extension thereof liability insurance in form satisfactory to the Contracting Officer by an insurance company which is acceptable to the Contracting Officer. The named insured parties under the policy shall be the Contractor and the United States of America. The amounts of the insurance shall be not less than as follows:
$500,000 each person*
$1,000,000 each occurrence*
$500,000 property damage*
Automobile liability Per person $200,000 Per occurrence for bodily injury $500,000 (other than passenger liability) Per occurrence for property damage $20,000
(b) Each policy shall have a certificate evidencing the insurance coverage. The insurance company shall provide an endorsement to notify the Contracting Officer 30 days prior to the effective date of cancellation or termination of the policy or certificate; or modification of the policy or certificate which may adversely affect the interest of the Government in such insurance. The certificate shall identify the contract number, the name and address of the Contracting Officer, as well as the insured, the policy number and a brief description of contract services to be performed. The contractor shall furnish the Contracting Officer with a copy of an acceptable insurance certificate prior to beginning the work.
*These amounts to be set by the Contracting Officer.
