Sagebrush Ecosystem Management Plan SOLICITATION NO. 140F0121Q0007 FWS Ruby Lake NWR
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.
U.S. Fish and Wildlife Service has a requirement for services to create a Sagebrush Ecosystem Plan for Ruby Lake National Wildlife Refuge located at Ruby Valley, NV. The anticipated performance period is from date of award to September 30th, 2021.
This Request for Quotation (RFQ) is a TOTAL SMALL BUSINESS SET ASIDE and is conducted under the procedures of FAR Parts 12 and 13, incorporating provisions and clauses in effect through Federal Acquisition Circular 2020-05. The NAICS code is 541620 Environmental Consulting Services and the small business size standard is $16.5 million.
Instructions All responsible small business sources may submit a quote, which shall be considered by the agency.
Award will be made as a firm-fixed-price contract. The basis of award is the best value to the government when considering price (fair and reasonable) and past experience criteria. Award will be made to a responsible source pursuant to FAR subpart 9.1.

Additionally, if your company holds a GSA contract that would apply to this requirement, please provide the contract number. Refer to FAR provision 52.212-1 Instructions to Offerors – Commercial Items for additional submission guidance, and include a copy of FAR provision 52.212-3 Offeror Representations and Certifications -- Commercial Items with applicable sections completed.
- Past Experience Narrative - Please include a statement of no more than 2 pages that includes narrative descriptions of 2-3 relevant projects similar in scope and nature to this project as described in the PWS (see below).
Past experience submissions will be evaluated by demonstrated ability to meet the following criteria:
o Experience applying Open Standards for the Practice of Conservation (Open Standards) with on-the-ground conservation organizations/agencies.
o Experience facilitating workshops to work through the steps in the Open Standards process, including both face-to-face and remote workshops via video conference.
o Experience using Open Standards to prepare management plans for conservation organizations/agencies.
o Demonstrated performance writing clear, succinct, and well-composed strategic plans for conservation organizations / agency programs.

52.212-2 Evaluation -- Commercial Items (Oct 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible respondent whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
(i) past experience;
(ii) price;
(b) Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(d) Comptroller General Examination of Record. 52.217-8 Option to Extend Services (NOV 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 60 days of contract end.

Electronic Invoicing and Payment Requirements – Invoice Processing Platform (IPP)
Payment requests must be submitted electronically through the U.S. Department of the Treasury’s Invoice Processing Platform System (IPP).
“Payment request” means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions – Commercial Items included in commercial item contracts. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:
1. Invoice billed according to contract line items and rates.
2. If final payment is billed, the last invoice shall state “FINAL”
3. If partial payment is billed and the invoice states a lump sum, the invoice shall include an itemized breakdown and narrative progress summary of the work performed during this invoice period.
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contract (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) prior to the contract award date, but no more than 3 – 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131.
If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.

Open Standards Conservation Planning & Evaluation
PART 1
GENERAL INFORMATION
1. GENERAL: This is a non-personal services contract to provide a written plan for sagebrush and grassland management on Ruby Lake NWR. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform facilitate a review of existing documents/data and support application of the Open Standards for the Practice of Conservation process (Open Standards) to evaluate the conservation situation and develop a Sagebrush Ecosystem Management Plan for Ruby Lake National Wildlife Refuge as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
1.2 Background: Natural resource conservation planning and assessment in the U. S. Fish and Wildlife Service (USFWS) takes place in a variety of contexts including conservation of natural resources on National Wildlife Refuge lands, recovery of endangered species, and large landscape multi-partner conservation efforts. The Department of the Interior (DOI), USFWS is seeking contractor support to assist with developing a Sagebrush Ecosystem Management Plan for Ruby Lake National Wildlife Refuge (NWR) using the Open Standards. The Open Standards is a global conservation standard that was developed by Conservation Measures Partnership (CMP). CMP is a joint venture of conservation agencies and organizations that are committed to improving the practice of conservation and who have worked together to develop and continue to improve conservation practices around the world via the Open Standards. In 2016, the USFWS became a member of the Conservation Measures Partnership. The scope of USFWS programs and divisions who are applying the Open Standards to conservation planning or evaluation is growing. The increasing DOI interest in the Open Standards is due, in part, to a recognized need for a more adaptive and evidence-based approach to conservation, especially as management resources become increasingly scarce and public demand for transparency and accountability increases.
The application of the Open Standards requires persons who have obtained training and are experienced in its application to conservation projects. At this time, the demand for individuals experienced with application of Open Standards exceeds the number of qualified practitioners in the DOI workforce. For additional information:

1.3 Objectives: The U.S. Fish and Wildlife Service is responsible for the management of fish and wildlife for the American public. We manage based on sound ecological principles and scientific knowledge of the species and habitats we work with. We strive to set a high standard for environmental stewardship ethic and promote a sense of moral responsibility that we hope will be passed on to all who use public lands.
The Sagebrush Ecosystem Management Plan developed through this contract will guide sound management at Ruby Lake National Wildlife Refuge.

1.4 Scope: The refuge staff and partners have started developing a Habitat Management Plan for Ruby Lake NWR. The contractor shall work with refuge staff and partners to build off this draft plan following Open Standards steps to facilitate and develop a stand-alone Sagebrush Ecosytem Management plan recognizing that sagebrush may occur in multiple habitat types. The contractor shall complete the tasks in Part 5.
1.5 Period of Performance: The period of performance shall be from date of award through Sept 30, 2021.
1.6 General Information
1.6.1 Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract.
1.6.2 Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).
1.6.3 Recognized Holidays: The Federal Government observes the following holidays. If work is to be performed on/in a government facility, please note performance cannot occur on those days. The contractor is not required to perform on these holidays.

1.6.4 Hours of Operation: The contractor is responsible for conducting business, between the hours of 8:00 a.m. and 5:00 p.m Monday through Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons.
