Death Valley National Park DEVA PMIS No. 316016

SCOTTY’S CASTLE COLLECTION STORAGE

SCOPE OF WORK

For

CURATORIAL SERVICES

GENERAL

This is a contract to provide curatorial services for Death Valley National Park. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

BACKGROUND AND PURPOSE

Scotty’s Castle is located in the north section of Death Valley National Park, Inyo County, CA. The historic site is a National Register property managed by the National Park Service. Scotty’s Castle dates primarily to the 1920s and is described as Spanish Eclectic in style. The historic complex features the Main House and Annex, which comprise a historic house museum open to the public by guided tour, furnished with European antiques and 1920s custom designed furnishings. Additionally, a large segment of the collection was stored in the Stables building, which is not open to the public.

In mid-October 2015, the Scotty’s Castle Historic District survived a 100-year flood event which caused a mudslide and destroyed the utility systems and infrastructure that support the museum and visitor center functions. In order to complete the repairs and to protect the museum collection, approximately 12,380 museum objects and 151 boxes of various quantities of museum items were moved from the site and relocated to a professional museum quality storage facility.

The museum collection is an integral part of the historic site and directly contributes to its significance. This world class collection of approximately 185,000 archives and 15,000 objects has remained intact at this specific location from the period of significance until 2016. Objects include furnishings, kitchenware, medical equipment, horse and mule tack, decorative and fine arts, archives, books, ceramics, baskets, mechanical objects, and historic archeology.

Immediately before Scotty’s Castle reopens (current anticipated opening is Fall 2023), approximately 1,650 of the collection items will be returned to exhibition. The Main House and Annex exhibits include historic furnishings and decorative objects - including textiles, mirrors, mattresses, paintings, ceramics, rugs, furniture, books, and other household objects. The Stables museum storage area previously housed storage cabinets and shelving containing fragile glass, textiles and small objects; a rug rack holding approximately 20 very large rugs; horse and mule tack; lamps; books; ceramic pots; mounted taxidermy specimens; metal hardware; tools; large antique tables and desks; upholstered chairs; other large and small objects. A large painting was located in the Gas Tank House and the Main House basement included a large rug and a collection of large terracotta pots. Collections stored in the Stables, Gas House, and Main House Basement will not be returned to Scotty’s Castle exhibits but are expected to be rehoused in long term permanent professional museum quality storage following the term of this contract.

For the last five years, 6,700 cataloged museum objects (12380 individual items) and 151 boxes of varying quantities of objects have been stored in professional museum quality storage at USArt in the Los Angeles area (Note: Please do not contact USArt for information on the current contract; any information provided by parties other than the NPS may not be valid). The NPS needs continued storage of these items as additional repairs are made to the infrastructure of Scotty’s Castle prior to reopening to the public.

PERIOD OF PERFORMANCE

The total period of performance shall be in accordance with the dates listed for each Contract Line Item on the SF-1449. The PoP for storage shall be for one (1) Base Year of 12 months and four (4) 12-month option years, not-to-exceed 5 years total. The storage Period of Performance reads as follows:

CONTRACTOR ON-SITE REPRESENTATION

The contractor shall provide in writing to the NPS Project Manager the name, telephone number and address of the contractor’s on-site representative (working supervisor). The term “on-site representative” means a person designated in writing by the contractor who is authorized to act for the contractor on a day-to-day basis at the work site, and to accept and sign for notices of deductions, inspection reports and all other correspondence on behalf of the contractor. The on-site representative must be available at all times when the contract work is in progress. The contractor must provide the name of qualified substitute on-site representatives that will fill in whenever the primary on-site representative is not available. All on-site representative personnel engaged in directing the work to be accomplished under this contract shall possess an acceptable level of experience and knowledge to carry out the terms of this contract. The Government will not supervise contractor’s employees directly or indirectly.

The Contractor shall employ qualified staff skilled in the knowledge and proper use of museum quality packing and crating techniques, using a variety of archival quality materials and equipment for the long-term preservation of these significant historic objects, and handling and moving museum collections.

SCOPE OF WORK

The Contractor shall be responsible for providing all labor, materials, supplies, equipment, fuel, transportation and off-site storage for the historic objects and fine art pieces that are exhibited and/or stored at Scotty’s Castle and the current storage facility in Los Angeles. The volume of the entire packed collection in storage in Los Angeles is estimated to be approximately 21,600 cubic feet of materials and is currently occupying approximately 12,000 square feet of space.

The collection consists of an estimated 6,700 cataloged objects, totaling 12,380 individual items. Items include historic furnishings and decorative objects - including textiles, mirrors, mattresses, paintings, ceramics, rugs, furniture, books, and other household objects, music rolls; ephemera; fragile glass, horse and mule tack; lamps; books; ceramic pots; mounted taxidermy specimens; metal hardware; tools; architectural samples, large antique tables and desks; upholstered chairs; other large and small objects that have been placed into specially prepared boxes and/or crates.

The Contractor must coordinate with the National Park Service and/or current contractor for collection and workspace access, and to unpack, inventory, inspect condition, and re-pack the collection from the current storage location in the Los Angeles area into the Contractor’s facility. This may entail coordinating with the National Park Service to have items moved to an auxiliary location where the unpacking, inventory and re-pack can take place, or coordination with the current contractor to conduct the inventory at the contractor’s facility. The current crating systems and soft pack surrounding the items are approved but some may need to be replaced after unpacking for the inventory. If replacement items are needed during repacking, they should be replaced in-kind or with similar approved materials (See CLIN 10 for specifics).

The Contractor shall be responsible for the safe-handling and transportation of the collection to a secure, Contractor-furnished, museum quality, off-site storage facility within 90 calendar days of contract award. The storage facility will have 24/7/365 monitoring and security and the facility will meet the minimum requirements for temperature and humidity control, integrated pest management, etc. (reference Off-Site Storage Facility Requirements in CLIN 20 description under “Specific Tasks” section below). The items will be stored such that the park staff can access the items, if necessary.

If exercising option CLIN 70: Upon completion of the Scotty’s Castle site restoration, the Government will notify the Contractor that the site restoration is complete. The Contractor may arrange for a site visit to Scotty’s Castle prior to return of objects by contacting the NPS Project Manager at least 10 business days in advance. Within 7 calendar days of the site restoration completion notification the Contractor shall provide the return move schedule to the Park for review and approval. Within 30 calendar days of the notification the Contractor shall return all specified items to the site. After a 15-30-day period allowing temperature and relative humidity to equilibrate to Scotty’s Castle conditions, the Contractor will unpack and relocate items to the areas inside Death Valley National Park specified by the Park curatorial staff. Within 90 calendar days, the Contractor shall complete the move and have all items relocated to the specified areas, unpacked, and placed in exhibits as directed by the curator.

While approximately 1,650 items will return to the site under option CLIN 70, other objects may be stored for a longer period of time and then returned or transferred to another storage facility under option CLIN 80.

In addition, the Contractor will create a move inventory and park staff will verify the inventory accuracy for all the items that leave the current storage site. The inventory will be utilized to account for all the items stored at the off-site facility and upon return to the park site. The move inventory will be compatible with Microsoft Excel.
