RFQ P1226Q0013 - Statement of Work Summary

This is a Statement of Work for a Request for Quotation (RFQ) to supply and deliver 600 tons of Untreated Base Course (UBC) material to Natural Bridges National Monument near Blanding, Utah. The contractor must supply material that meets UDOT specification 02721 (dated January 1, 2008), with a maximum water content of approximately 2%. The delivery period runs from May 26, 2026 through June 26, 2026, with deliveries restricted to 7:00 AM to 5:00 PM, Monday through Thursday only. Daily deliveries must be approximately 200 tons per day. The contractor is prohibited from using double belly dump trucks (trains) or end dump trucks with two pups (triples) due to limited stockpile space at the delivery location (the bone yard). Contractors must submit a signed letter of certification with their quote confirming material compliance, and after contract award, must submit job mix gradation documentation as required by UDOT specification Table 2. The contractor is responsible for coordinating offloading procedures with the park Point of Contact and for arranging their own site visit by contacting the Contracting Officer's Representative.

Payment is measured by the ton based on certified weigh tickets provided with each delivery and processed according to the price schedule in Part B of the RFQ solicitation. Payment requests must be submitted electronically through the U.S. Department of the Treasury's Invoice Processing Platform (IPP) with required documentation including a PDF vendor invoice showing pricing breakdown and contract number. Contractors must register for IPP access through their Government Business Point of Contact, with enrollment instructions provided by the Federal Reserve Bank of St. Louis within 3-5 business days of contract award. The delivered UBC must meet aggregate quality standards including dry rodded unit weight, plasticity index, aggregate wear resistance, gradation limits per Table 2, and California Bearing Ratio requirements (70% minimum for Class A only), with Class C aggregate preferred by the park.

May 26, 2026 – June 26, 2026.

D. Warranty. The product shall be warranted to meet the requirements of this specification upon delivery.

E. Submittals. The supplier shall submit a signed letter of certification stating that materials supplied will meet the requirements of part 2 products. This letter of certification must be included with the quote. After award the Contractor shall submit their job mix gradation as required in table two of the referenced UDOT spec 02721.

1.2 REQUIREMENTS

A. Site Tour. A formal Site Tour will not be conducted. The Contractor should visit the site on their own, after contacting the Contracting Officer’s Representative (COR) Todd McDougall at 435.719.2160 to schedule their visit.

B. Delivery Times and Dates. Delivery to begin on May 26, 2026. Delivery will only be allowed between 7:00 AM to 5:00 PM Monday through Thursday. No Friday, Weekend or Federal Holiday deliveries will be allowed.

C. Delivery Coordination. Contact information for the park POC will be provided at award.

D. Truck Size. It is the Contractors responsibility to assess the delivery location and determine suitable delivery trucks. However, due to the size of the delivery locations and the limited amount of space to stockpile material, double belly dumps (trains) or end dump with two pups (triples) will not be allowed.

RFQ P1226Q0013

E. Delivery Quantities. Daily deliveries shall be approximately 200 tons per day to ensure that the Contractor does not overwhelm the Park’s capacity.

F. Offloading. The Contractor shall comply with the Park POC on offloading procedures and locations to facilitate the Park in pushing the material up into a pile or hauling the material to the jobsite.

PART 2 PRODUCTS

2.1 PRODUCT REQUIRMENTS

A. UBC. The UBC shall meet the requirements of UDOT spec 02721 part 2 Products (dated

January 1, 2008). The aggregate class designation for Table 1 may be A, B, or C, however the Park prefers class C. UDOT spec section 02721 is included in the statement of work as addendum 1.

PART 3 EXECUTION – N/A

PART 4 MEASUREMENT AND PAYMENT

4.1 UBC will be measured by the ton. The Contractor shall provide the Park POC with certified weigh tickets with each delivery. Payment will be made according to the price schedule (Part B on page 4 of the RFQ Solicitation).

4.2 Payment requests must be submitted electronically through the U.S. Department of the Treasury's Invoice Processing Platform System (IPP). "Payment request" means any request for contract financing payment or invoice payment by the Contractor.

A. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:

1. Copy of vendor invoice document in PDF format, which shows pricing breakdown for all items being invoiced for and must include the contract number, date(s) of service (if applicable), date of invoice, and the vendor’s standard invoice letterhead.

B. The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of St. Louis (FRBSTL) within 3 - 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email IPPCustomerSupport@fiscal.treasury.gov or phone (866) 973-3131. The IPP website address is: https://www.ipp.gov.
