NATIONAL PARK SERVICE

Golden Gate National Recreation Area Building 201, Fort Mason San Francisco, CA 94123-0022

STATEMENT OF WORK

Cliff House Fire Sprinkler System Replacement

1.0 Background

Cliff House is part of the Sutro Historic Landscape district, is located at Land’s End, and is part of California’s Golden Gate National Recreation Area (GGNRA). The current structure under the namesake Cliff House is the third incantation of a restaurant at that site. The first restaurant burned to the ground Christmas day 1894, the second grandiose wood frame building burned again in 1907, and the third incantation, a concrete and steel structure built in 1909 was built as it stands today. The parks service acquired the Cliff House in 1977 and leased the restaurant until the contract expired with the previous tenant in January of 2021. The structure currently stands vacant and is undergoing lease negotiations with a new tenant. Inspections conducted during vacancy revealed a badly corroded fire suppression system. Exposure to salt spray and sea water along the west basement level of the building, both on the exterior of the building and interior infiltration through vents, has caused severe corrosion. The integrity of existing metal pipes is severely compromised and extreme delamination of has occurred. Because the fire suppression system integrity is severely compromised and the system is adjacent to main electrical panels for the Cliff House, there is a danger of water leaks and infiltration causing an electrical arc explosion.
