STATEMENT OF WORK
Type of Service or Construction (NAICS 238220 Plumbing, Heating, and Air-Conditioning Contractors) Palm Springs South Coast Field Office – 16 SEER, 5-ton, 2 stage electric heating and cooling condenser, furnace, and evaporator coil for the Dos Palmas workshop.

1. General:
a. The PSSCFO, 1201 Bird Center Drive, Palm Springs, California 92262, requires replacement of an HVAC system. The work location is the Dos Palmas workshop building in North Shore CA.
Purpose/End Application:
b. The project is to replace the existing air conditioning system that is not working. This unit must be replaced as it provides cooling for the Dos Palmas workshop which is essential as temperatures in the area can reach above 100 degrees Fahrenheit. The desired outcome is a new air conditioning system that will work in the extreme temperatures of the location.
c. Contractor Qualifications: Contractor shall be a certified air conditioning contractor with experience in providing and installing AC systems in desert conditions.
2. Place of Performance and Period of Performance:
a. Place of performance is the Bureau of Land Management Dos Palmas workshop located at coordinates N 33 30 19.25 and W 115 50 14.77 in North Shore, CA.
b. The start of period of performance is at the Notice to Proceed from the Contracting Officer; the end is 30 days from award of purchase order.
c. Normal duty hours Monday thru Friday 8:00 a.m. - 4:30 p.m. In the event of emergencies, Contractor shall provide contact information.
d. Nonduty hours include weeknights, weekends, and Government holidays (New Year’s Day, Martin Luther King Jr. Birthday, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day).
3. Scope
3.1 The Contractor shall provide/complete the following:
a. All the equipment and personnel to install a new 5.0-ton, 2 stage, 16 SEER electric heating and cooling system.
b. Set the new condensing unit on vibration isolation pads secured to pad and replace the disconnect.
c. Install the new furnace tying into the existing ductwork.
d. Flush the existing refrigeration lines.
e. Install a flood saver switch.
f. Replace old thermostat with a new one and set up/replace circuit breaker to match system requirements. The new thermostat shall be placed for easy access.
g. Install new polarized electronic air filter and cabinet.
h. Remove and dispose of old equipment appropriately.
4. Deliverables and/or Delivery Schedule:
a. Contractor shall provide a new 5.0-ton 2 stage 16 SEER electric heating and cooling unit including a new condensing unit, new disconnect and electrical whip, new furnace, new flood saver switch, new thermostat, new circuit breaker and new polarized electronic air filter and cabinet. Contractor shall appropriately dispose of the old system.
b. Contractor shall provide any system operation manuals to the government.
5. Data Management Plan (DMP) for Science Data Agency Reference. Not Applicable
6. Government-Furnished Equipment (GFE) / Government-Furnished Information (GFI)
a. No government furnished equipment. Government will provide access to the Dos Palmas workshop building at the listed coordinates.
b. Work may only be done with appropriate Bureau of Land Management personnel (or other appointed staff) present, so prior coordination for access is required.
7. Evaluation and Acceptance
a. Government acceptance is contingent upon: Successful removal of old AC system and replacement with new operational 5.0-ton 2 stage 16 SEER electric heating and cooling system. Removal and proper disposal of old system.
8. Quality Control/Quality Assurance:
a. Contractor shall meet industry standards for installation of 5.0-ton 2 stage 16 SEER AC systems.
b. Contractor shall meet industry standards for quality control of installation of 5.0-ton 2 stage 16 SEER AC systems.
