About this file

This document contains questions and answers regarding a federal contract opportunity with the Bureau of Land Management to replace an air conditioning unit at the Dos Palmas facility. The questions and answers specify that no permit is required for the work. While 16 SEER equipment is no longer rated that way, the contractor should provide equipment with a higher SEER2 rating than 16 SEER. Disconnects should be replaced even if in good working order. Backup heat strips do not need to be added beyond the scope of work, and an electrostatic rather than polarized air filter is preferred.

Questions and Answers

Question 1: Do I need to pull a permit for this?

BLM Response: No

Question 2: 16 SEER does not exist anymore as they have changed the rating system. All equipment is now in SEER2. I will try to get close to it but may not get there. Do you want me to go over? Or under?

BLM Response: Over

Question 3: The disconnects that are in place are very good and nothing wrong with them. Do you still want me to replace them?

BLM Response: Yes

Question 4: The current unit has back up heat strips. This is not in the scope of work, but do you want me to add them in?

BLM Response: No

Question 5: Are you set on the polarized air filter as they require special filter media quite often. A better option would be an electrostatic air filter that can be just washed and put back into the unit.

BLM Response: Yes, Government would like electrostatic air filter.
