About this file
This document is a justification for other than full and open competition regarding a telecom site lease at Fremont Peak in California. The Bureau of Land Management requires leasing radio vault and antenna tower space at the Fremont Peak site to house a Codan MT-4E radio and Telewave omnidirectional collinear antenna. This location is necessary to ensure signal coverage for BLM employees' safety radios in the field. The contracting officer determined that due to the required coverage area, there is only one responsible source for meeting the agency's needs in accordance with FAR 6.302-1 and 13.106-1. The related federal contract opportunity is solicitation number 140L1223Q0103 for a base year lease plus four option years at the Fremont Peak communication site.
