• The new siding material will not be a replacement of pressure treated wood. After market research and analysis of siding, the park requires that the material/style/usability found in Nichiha Architectural Wall Panel or an equal product. The color samples shall be provided on site by contractor post award for National Park Service approval prior to any installation. The new material requires a minimum lifespan/warranty of 20 years, shall have a wooden grain texture/appearance, have a tongue and groove style appearance (not lap) and installed to manufacturer’s specifications. IMPORTANT: The approximate number of boards given in this SOW is given upon the estimate of using 12’ Double 4’s of siding for an approximate 8” coverage in width per board. (See Attachment F – Estimated Measurements & Quantities of Siding) Additionally, there is approximately 107 linear feet of commercial dark brown, K Style, 6” gutter and 60 linear feet of commercial 4” wide downspout that will be removed to access siding that will need to be replaced with new gutters and downspouts. Three additional new runs of gutters and downspouts will be installed (See Section 13). Existing flashing is to be maintained and shall be in fully operational condition and matching existing style upon completion should any need replacement or repairs due to damage during siding project.

• The park would request that any scrap siding over four feet and full lengths of uncut siding over four feet be returned to the park for the use of any siding replacement in the future beyond the date of warranty replacements. Contractor shall work with park Project Manager to designate nearby location for materials to be stored.

• If working on or around gutters/downspouts, take precautions to prevent drains from clogging during the siding application. Remove debris at the completion of each day's work and clean drains, if required. At completion, test drains to ensure the system is free running and drains are watertight. Remove strainers and plug drains in areas where work is in progress. Install flags or other telltales on plugs. Remove plugs each night and screen drain.

The contractor shall repair or be responsible for costs to repair all property damaged during the siding project.

P a g e | 7

• During the siding contractor's performance of the work, the building owner will continue to occupy the existing building. The contractor shall take precautions to prevent the spread of dust and debris, particularly where such material may sift into the building. The contractor shall provide labor and materials to construct, maintain and remove necessary, temporary enclosures to prevent dust or debris in the construction area(s) from entering the remainder of the building. The contractor is required to cut all materials on the ground and raise to roof/walls for installs to prevent any damage or debris on membrane or other roofs. Any damage to roofs, gutters, or downspouts shall be the responsibility of the contractor to repair to satisfaction of the park and COR at contractor’s expense.

• Do not overload any portion of the building or roof, by either use of or placement of equipment, storage of debris, or storage of materials. Protect against fire and flame spread. Maintain proper and adequate fire extinguishers. Store moisture susceptible materials above ground and protect with waterproof coverings.

• At the completion of each work week, scaffolding and safety lines may remain in place, but remainder of work areas, staging/lie-down areas and material storage sites should be clean and orderly and secured for the weekend. Contractor will dispose of all waste properly and shall be the responsibility of the contractor to haul away materials and trash.

• At the successful completion of project, all scaffolding and safety measures must be removed by contractor in three business days and all sites restored to previous conditions. Remove all traces of piled bulk material and return the job site to its original condition upon completion of the work. All work areas, staging/lie-down areas and material storage sites should be cleared out, trash hauled away, cleaned and returned to conditions prior to start of work. Sites will be inspected and must be cleared by COR and CO Approval prior to final payment to contractor.

13) Special Construction Notes:

• Lights & Recessed Lighting: Several soffits have recessed lighting, some of which will be replaced with new lights in same location and others will be completely removed and locations covered by new siding. See notes below for more detail. Contractor will be responsible for removing large halogen light over North Back Door that is on exterior siding (as per 1st photo in Attachment G, page 45) and disposing of properly.

• The two in the front (North Side – North Front Door & North Front Window) will retain their fixtures in exact same places in new siding.

• The recessed lighting on the rear (south side) of the building (South1, South2, South3) will need to have their lighting removed and not reinstalled.

• The South Walkway (rear of building) currently has four lights recessed into soffit. Only one light will remain, the one in the end of the walkway closest to shelter/back door of Auditorium and be reinstalled in exact same place.

• Along the western side of building (next to loading dock), the two lights atop the stairs over the two back glass doors will be reinstalled in new siding in exact same place. The three over the stairwell (closest to rear (South) of building) will not be reinstalled. The one atop the stairwell and above the landing by back doors will be moved slightly. See Attachment G, page 45, for photo of old location and proposed new location for light. If understructure precludes moving light to park desired location, contractor will make CO and park aware, and an alternative location will be determined on site.

• Contractor will be responsible for providing specs/photos of new light fixtures in proper submittal procedure for Approval prior to full purchase/installation. The park requires fixtures to match previous fixtures (currently 8 ¼” diameter and 7” deep) and use energy efficient light bulbs. For sites where lights are completely removed, the contractor will have those wires properly disconnected and terminated.

• Other Electrical Concerns – Two security cameras and air monitor near employee entrance/back door (North Back Door Soffit) will be temporarily removed during siding installation and replaced in good working order in exact same places.

• Gutters notes – Three runs of commercial-grade gutters to be installed along southern (rear) of building.

Gutters will match the run along South Walkway (above rear viewing platform overlooking river) except to add a gutter guard for each three runs. Gutters will be aluminum K Style, Dark Brown, and 6” wide. The

P a g e | 8 gutters approximate lengths are listed below. The downspouts will match the style of the Southern Walkway downspout – Dark Brown, aluminum, 4” wide and short with length to not go below bottom of siding for each section. See Attachment G for gutter photo of South Walkway for example. New downspouts will bend away from building, not extend beneath siding and end no farther than 12” from building (shooting water away from building/siding and not obstructing view). Gutters will run east to west, and downspouts will be on western ends.

• South1 Approximately 21’4” long

• South2 Approximately 11’ long

• South3 Approximately 13’ long

• Four runs of existing gutters and downspouts will be removed and replaced with new gutter/downspouts with same materials to match other existing and the items in previous bullet. Below are the four locations and approximate measurements:

• North Front Door – Gutter 11’ Downspout 15’

• North Front Window – Gutter 12’ Downspout 12’

• West Stairwell – Gutter 42’ Downspout 30’

• South Walkway – Gutter 42’ Downspout 3’’

• Loading Dock Storage Shed – Park is replacing doors on Shed. Contractor is not responsible for doors to Shed. Park is pursuing a garage door opener system for Shed and contractor will be solely responsible for replacing exterior walls of Shed. Contractor should measure building without doors in their estimate. At time of Notice to Proceed, CO/Park will make contractor aware of garage door status.

• Seven soffits have 2” wide vents that will need full replacement in kind.

• The contractor’s warranty with respect to work repaired or replaced will run for one year from the date of repair or replacement.

14) Contract Modifications, Changes, Delays and Contractor Requests:

• Modifications: When contract modifications, amendments or changes are initiated, delays are experienced, or the Contractor desires to revise the contract completion date, the Contractor shall submit to the Contracting Officer a written request that includes a “Time Impact Analysis” illustrating the influence of each modification, amendment, change, delay, or Contractor Request on the contract completion date.

• Time Extensions: Delays shall not automatically mean that an extension of the contract completion date is warranted or due the Contractor. It is possible that a modification, amendment, change, or delay will not affect existing critical path activities or cause non-critical activities to become critical. A modification, amendment, change, or delay may result in only absorbing a part of the available Project Schedule, thereby not causing any effect on the contract completion date. Time extensions will be granted in accordance with the terms of the Contract.

15) Quality Control Plan (QCP):

• The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this SOW. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services.
