BRAND NAME JUSTIFICATION

1. Contracting Agency and Activity. The Department of the Interior, United States Geological Survey plans to contract by means other than full and open competition. This document sets forth the justification and approval for award of a new airboat engine and propeller installation on a limited source basis as required by FAR 13.106-1.

2. Nature of Action Being Approved. This action is to approve a new contract to procure and install an engine in an existing USGS airboat hull with existing engine mount. The engine should be a Pleasurecraft Levitator Marine electronic fuel injected engine with a Levitator thermostat which is compatible with the existing airboat mechanisms and controls. Additionally, a Sensinich composite propeller and Meziere fly wheel are required. An engine that is not Pleasurecraft Levitator Marine may cause serious issues with the operation of the airboat including balance and physical control which may jeopardize the safety of the operator and crew.

3. Description of Supplies or Services. The Wetland and Aquatic Research Center, Lafayette, Louisiana, Ecosystem Mission Area owns an airboat and the current engine and propeller have reached end of life. In order to use the existing hull and existing airboat trailer, a new airboat engine and propeller are required. Required name brand products include a Pleasurecraft Marine Levitator 7.4L 525 horse power LSC Marine electronic fuel injected engine, Levitator 6.0 Thermostat, Sensenich 4 blade R-Series composite propeller (80 inch, left hand rotation), and Meziere one-piece billet fly wheel. This request is consistent with the mechanical specifications of the existing airboat. Deviations from the mechanical specifications may lead to other more serious issues related to the operation and longevity of the airboat.

4. Estimated Dollar Value. The estimated dollar amount for the removal of old equipment and installation of new engine and propeller and associated parts is

5. Statutory Authority. The proposed action may be awarded on a sole source basis under the authority FAR 13.106-1.

6. Rationale Supporting Use of Citation in No. 5.

The name brand products listed in this document have the identical fittings and bolt placement for which the existing engine mount stand, radiator, drive unit, and electronic wiring are designed within the current airboat. Additionally, airboats are designed with very tight constraints and variations in weight and balance can lead to safety concerns for the operator and crew of the airboat. It is imperative, that the manufacturer recommended engine be procured and installed by trained airboat professionals. No other engine can meet the Government’s minimum needs.

7. Other Information. N/A

8. The Efforts to Identify Additional Sources Including the Market Research Conducted.

Market research indicates none other than Pleasurecraft engines can meet the Government’s minimum needs to ensure the safety of the vessel by maintaining the same weight displacement ratios. Market research also indicates competition is available among resellers.

9. Actions to Overcome Barriers to Competition. Future requirements for same/similar needs will undergo market research and be competed to the maximum extent practical.

10. Recommendation and Certification from Program Office

Based on the above, I recommend this acquisition be conducted on a limited source basis. I certify that technical data which form a basis for this justification, that are the responsibility of technical or requirements personnel are complete and accurate.
