Zion National Park Statement of Need for Propane Blanket Purchase Agreement (BPA) April 2022 – March 2027
I. Introduction:
The National Park Service has a requirement for propane to be delivered to Zion National Park’s bulk tank which supplies the Administration, EOC and several buildings in the Maintenance Yard. This is a supply requirement for ongoing supply of propane. Approximate annual requirement is 10,000-gallons. The requirement will be to furnish all labor, protective equipment, materials, loading, hauling, unloading, and equipment to provide propane to the existing 18,000-gallon propane tank located adjacent to quarters #5 (Dorm) in the Oak Creek Housing Area.
II. Background:
Zion National Park has several buildings that rely on propane as the main source of heat. This bulk tank supplies those buildings. It is desirable to keep the tank levels between 3,000 and 14,400 gallons, so that there is not risk of running out of propane and to allow room for expansion in the tank during hot days, respectively. In the past, a typical load of propane has been 8,000 to 11,000 gallons. Normally only one delivery is required per year. Propane consumption has been between 8,000 – 12,000 gallons annually for the last several years.
III. Definitions:
Lab Analysis: Propane shall be analyzed for quality at a certified laboratory. A certified laboratory is considered one that is certified to provide testing and analysis of propane.
IV. Applicable Directives:
Propane content of the delivered fuel must be 95% or higher with no oil byproducts. Propane must be odorized. Contractor shall provide laboratory analysis report. Any laboratory involved in analysis and/or testing shall be regularly engaged in this type of testing. Testing will be conducted for each delivery.
V. Description of Agreement:
a. A blanket purchase agreement (BPA) is a simplified method of filling anticipated repetitive needs for supplies by establishing "charge accounts" with qualified sources. A BPA allows for a call or order be made as supplies are required.
b. Propane is required for a five-year BPA supporting Zion National Park (ZION).
c. When requested by the Contracting Officer Representative and/or the Contracting Officer, the contractor shall provide the requested propane within 48 hours. Delivery location below:
i. Park Propane, estimated one delivery per year, or as necessary to keep tank level within the desired range. Park will monitor tank level and will request delivery. Contractor shall deliver no later than 48 hours after delivery request.
1. Zion National Park Bulk Tank, Oak Creek Housing State Route 9 Springdale, Utah 84767
d. The contractor shall provide firm-fixed pricing based on the current posted price on the effective date (date of delivery) plus the Contractor’s add-on (markup), rounded to the nearest cent. The Price List for the BPA shall be updating at least annually, and at the request of either the Contracting Officer and/or Contractor. The Price List shall not be updated more than monthly.
VI. Extent of Obligation:
a. The Government is obligated only to the extent of authorized deliveries actually made under the BPA.
b. The Contracting Officer Representative (COR) and/or Contracting Officer (CO) must confirm there is funding available on a BPA Call prior to delivery.
c. All deliveries shall be coordinated directly with ZION NPS representative, to be provided at a later time.
VII. Purchase Limitations:
a. There is no purchase limitation other than the funding provided by the BPA.
b. It is anticipated the maximum per year will not exceed $20,000.00.
VIII. Delivery Tickets/Service Receipts:
