About this file

This is a Salient Characteristics document for a federal procurement of large-format color plotters by the Bureau of Land Management (BLM) Alaska State Office.

The BLM requires four identical large-format color plotters with manufacturer-authorized on-site support and initial consumables supply to produce cartographic and land-status products at four Alaska locations. The anticipated usage profile is low-volume and intermittent, with approximately 15 plots per month per unit (180 plots annually), averaging 42 inches by 60 inches per plot on 24-pound bond media at 40 percent area coverage. Media handling requirements include roll-fed operation with minimum 44-inch width, automatic media cutter, full-color output using minimum four process colors, and capability to print on plain bond, coated bond, and photographic or presentation-grade media. Print performance specifications mandate minimum 600 by 600 dots per inch resolution, line accuracy of plus or minus 0.1 percent, startup time not exceeding five minutes from idle state, and production capacity of at least one full-color 42-by-60-inch plot every ten minutes in standard quality mode.

Critical to this requirement are specifications addressing the intermittent duty cycle: units must remain fully operational and produce acceptable first plots without manual intervention following 30 consecutive days of idle time, warranty and support coverage cannot be contingent on minimum monthly print volume or scheduled maintenance cycles, and any imaging components subject to disuse degradation must be covered under support for the full four-year period at no additional charge. Consumables must be available from multiple supply sources without subscription or membership requirements, units cannot require active internet connection or cloud accounts to operate or remain in warranty, and firmware updates cannot disable compatible consumables. Additional requirements include gigabit Ethernet connectivity supporting IPv4 and IPv6, manufacturer-supported print drivers for Windows 10 and 11 compatible with Esri ArcGIS Pro, Adobe Acrobat, and AutoCAD, support for HP-GL/2 and PostScript 3 or direct PDF printing, secure web administration with HTTPS/TLS and SNMPv3 support, and manufacturer commitment to provide firmware and security updates through August 31, 2030. All four units must be identical manufacturer and model with fully interchangeable consumables and identical support terms across all sites.

SALIENT CHARACTERISTICS

Large-Format Plotters

1. Purpose

The Bureau of Land Management (BLM) Alaska State Office requires four (4) large-format color plotters, together with manufacturer-authorized on-site support and an initial supply of consumables, to produce cartographic and land-status products at four (4) Alaska locations.

This document states the Government's minimum needs in functional and performance terms. It does not specify a manufacturer or model. Any product that meets every salient characteristic in

Section 3 is technically acceptable.

2. Anticipated Usage Profile

Quoters shall use the following profile when pricing consumables and when confirming that the offered product is suited to the intended duty cycle:

Parameter Value

Average volume per unit Approximately 15 plots per month (about 180 plots per year)

Total across four units Approximately 720 plots per year

Average plot size 42 inches by 60 inches (approximately 17.5 square feet)

Estimated media per unit Approximately 3,150 square feet per year on 24lb. bond.

Output type Full-color cartographic products, land status plats, and imagery-based maps

Assumed area coverage for pricing 40 percent average area coverage, full color

Usage pattern Volume varies by location; extended idle periods of several weeks are expected at some sites

This is a low-volume, intermittent-use application. Extended idle time is the defining characteristic of this requirement, and the salient characteristics in Section 3.3 address it directly. Volumes stated are estimates for evaluation purposes only and do not constitute a guarantee.

3. Salient Characteristics — Minimum Requirements

Each characteristic below is a minimum requirement. A quotation that does not meet every characteristic will be considered technically unacceptable.

3.1 Media Handling and Output Format

SC-01. Roll-fed operation with a minimum supported media width of 44 inches.

SC-02. Capable of producing a single continuous plot measuring 42 inches by 60 inches without tiling, splicing, or manual assembly.

SC-03. Integrated automatic media cutter.

SC-04. Full-color output using a minimum of four process colors.

SC-05. Capable of printing on plain bond, coated bond, and at least one photographic or presentation-grade media suitable for imagery-based map products.

SC-06. Includes manufacturer stand and an output catch basket or stacking tray sized for 60-inch plots.

3.2 Print Performance

SC-07. Minimum addressable print resolution of 600 by 600 dots per inch.

SC-08. Line accuracy of plus or minus 0.1 percent or better, measured per the manufacturer's published specification.

SC-09. Time from powered idle or sleep state to the start of the first plot shall not exceed five (5) minutes.

SC-10. Capable of producing at least one 42-inch by 60-inch full-color plot every ten (10) minutes in the manufacturer's normal or standard quality mode.

3.3 Low-Volume and Idle-Period Tolerance

The following characteristics respond directly to the intermittent duty cycle described in Section 2 and are considered material to this requirement.

SC-11. The unit shall remain fully operational, and produce an acceptable first plot without manual intervention beyond normal startup, following an idle period of at least thirty (30) consecutive days with no printing activity.

SC-12. The manufacturer's warranty and the offered support coverage shall not be contingent on a minimum monthly print volume, on scheduled purge or exercise cycles performed by the user, or on the unit remaining continuously powered.

SC-13. The quoter shall state, in writing, the quantity of consumable material (in milliliters or grams) and its replacement cost consumed by automatic maintenance, calibration, purge, or startup routines during a representative thirty-day idle period.

SC-14. Any printhead, drum, transfer, fuser, or equivalent imaging component that is subject to degradation from disuse shall be covered under the offered support coverage, including parts and labor, for the full four-year period at no additional charge.

SC-15. The quoter shall identify any consumable or component carrying a shelf-life, install-by, or expiration limitation, and shall state that limitation.

3.4 Consumables Availability and Freedom from Lockout

BLM Alaska has experienced supply-availability and cost problems with equipment that restricts consumables through electronic authentication. The following characteristics are intended to prevent recurrence and apply to all offered products regardless of manufacturer.

SC-16. Consumables required for normal operation shall be available from more than one supply source, or directly from the manufacturer on the open market without a subscription, enrollment, or membership requirement.

SC-17. The unit shall not require an active internet connection, cloud account, subscription service, or vendor-hosted portal in order to print, to install consumables, or to remain in warranty.

SC-18. The quoter shall certify in writing that firmware updates issued during the coverage period will not disable, restrict, or degrade the operation of consumables that were compatible with the unit at the time of delivery.

SC-19. Consumables shall not be region-locked or otherwise restricted such that supplies purchased through normal Government channels cannot be used.

SC-20. The quoter shall furnish an annual consumables cost projection at the usage profile stated in
