About this file
This is a Statement of Work (SOW) for the acquisition and support of large-format color plotters for the Bureau of Land Management (BLM) Alaska State Office.
The BLM requires four identical large-format color plotters to be delivered, installed, configured, and maintained at four Alaska locations: Alaska State Office in Anchorage, Campbell Tract Facility in Anchorage, Glennallen Field Office, and Fairbanks District Office. The contractor must furnish equipment meeting salient characteristics specified in Attachment 1, with all four units identical in manufacturer, model, and configuration to ensure interchangeable consumables. Delivery shall be inside delivery to the point of use, including uncrating and packaging removal, coordinated not less than five business days in advance. Installation requires network connection using BLM-provided addressing, manufacturer calibration, and successful production of a 42 by 60 inch full-color test plot printing from both Esri ArcGIS Pro and Adobe Acrobat. The contractor must provide minimum two hours of operator training per destination covering media loading, consumable replacement, calibration, maintenance, and fault clearing.
Support services include manufacturer-authorized on-site hardware support beginning at government acceptance, with guaranteed two-business-day on-site response for Anchorage and Fairbanks locations (Glennallen response time negotiable per Section 3.6). Support covers all parts, labor, travel, and per diem at no additional charge, with repair or replacement of imaging components at no cost, including degradation from disuse. A loaner unit or advance exchange must be provided if repairs exceed ten business days. The contractor must furnish initial consumables and confirm firmware updates will not disable compatible consumables. Performance standards require 95 percent equipment availability per contract year, successful first-visit installation and acceptance, and no separate billing for travel or per diem. Optional line items include three years of continued annual maintenance support, alternate support structures for Glennallen, on-site spare consumables kits, dual-roll media configuration, and legacy equipment removal subject to government property disposal approval.

2. Objective
The objective of this acquisition is to place four identical, fully operational large-format color plotters in service at four (4) BLM Alaska locations, and to maintain annual service agreements through a single support arrangement of uniform terms and conditions.
The Contractor shall furnish, deliver, install, configure, and support the equipment. Work will proceed in the following stages.
Stage Activity Outcome 1 Order placement and production Contractor confirms configuration and delivery schedule for each destination 2 Delivery Four units delivered inside each destination, uncrated, positioned, and packaging removed 3 Installation and configuration Units assembled, connected to the BLM network, calibrated, and verified by test plot 4 Training Operator training delivered at each destination
Stage Activity Outcome 5 Acceptance Government inspection and acceptance at each destination; property records established 6 Support Annual on-site support across all four units
The Contractor shall perform all work described in Section 3. BLM information technology staff will coordinate network addressing, port configuration, and driver deployment, and must be present or consulted during network configuration. BLM geospatial staff at each destination will participate in acceptance testing and training. BLM property management will tag and record each unit upon acceptance. The Contracting Officer is the only individual authorized to modify the terms of any resulting order; the Contracting Officer's Representative will perform technical oversight, witness acceptance, and monitor performance against the standards in Section 3.9.
Specific work tasks and deliverable products are described in Sections 3 and 4 respectively.
3. Requirements
3.1 Equipment
The Contractor shall furnish four (4) large-format color plotters meeting every salient characteristic set out in Attachment 1, Statement of Need and Salient Characteristics. All four units shall be the same manufacturer, model, and configuration, and consumables shall be fully interchangeable among them. Each unit shall be furnished with the manufacturer's stand and an output catch basket or stacking tray sized for sixty-inch plots.
No manufacturer or model is specified. Any product meeting the salient characteristics in Attachment 1 is acceptable.
3.2 Place of Performance and Delivery
Work shall be performed at the following destinations. Delivery shall be inside delivery to the point of use, and shall include uncrating, positioning, and removal of all packaging and pallet material from the premises.
Destination Delivery Address Alaska State Office 222 W 7th Ave #13 Anchorage, AK 99513 Campbell Tract 4700 BLM Road
Anchorage, AK 99507 Glennallen Field Office P.O. Box 147
Mile Post 186.5 Glenn Highway Glennallen, AK 99588
Destination Delivery Address Fairbanks District Office 222 University Ave
Fairbanks, AK 99709
The Contractor shall coordinate delivery dates with the receiving point of contact at each destination not less than five (5) business days in advance. The Contractor is responsible for all transportation to each destination and shall account for seasonal road, freight, and weather conditions, particularly for delivery to the Glennallen Field Office. Deliveries shall be made during normal business hours, 0800 to 1700 Alaska Time, Monday through Friday, excluding Federal holidays.
3.3 Installation and Configuration
At each destination the Contractor shall assemble the unit, install all consumables required for operation, connect the unit to the BLM network using addressing furnished by BLM information technology staff, perform the manufacturer's calibration and alignment procedures, and verify correct operation.
Verification shall include, at a minimum, successful production of one full-color test plot measuring 42 by 60 inches, printed across the network from a BLM workstation, and confirmation that the unit prints correctly from Esri ArcGIS Pro and from Adobe Acrobat. The Contractor shall not consider installation complete until the test plot is produced and accepted by the Government representative at that destination.
3.4 Training
The Contractor shall provide a minimum of two (2) hours of operator training at each destination, or a thorough training to the recipient’s understanding, delivered on site or remotely at the Government's election. Training shall cover media loading and changeover, consumable replacement, calibration procedures, routine user maintenance, common fault clearing, and the procedure for initiating a service call under Section 3.5.
3.5 Support and Maintenance Services
The Contractor shall provide manufacturer-authorized on-site hardware support for each unit, beginning at Government acceptance of that unit and across all four units. Support shall include:
a. All parts, labor, travel, and per diem. Travel and per diem shall not be separately billable to the Government at any point during the coverage period.
b. Repair or replacement of any printhead, drum, transfer, fuser, or equivalent imaging component that fails or degrades, including degradation attributable to disuse, at no additional charge.
c. Guaranteed on-site response within two (2) business days of receipt of a service call for the Alaska State Office, Campbell Tract, and Fairbanks District Office destinations.
Response time for the Glennallen Field Office shall be as stated in the Contractor's quotation or as established under the alternate support structure described in Section 3.6.
d. Telephone and remote technical support during 0800 to 1700 Alaska Time, Monday through Friday, excluding Federal holidays.
e. A loaner unit or advance exchange, at no additional cost, if a repair cannot be completed within ten (10) business days of the service call.
f. Service technicians factory-certified on the model furnished.
Support shall not be contingent on a minimum monthly print volume, on scheduled purge or exercise cycles performed by Government personnel, or on any unit remaining continuously powered.
3.6 Alternate Support Structure — Glennallen Field Office
The Government recognizes that a guaranteed on-site response at the Glennallen Field Office may not be practical for every provider. Where the Contractor cannot commit to an on-site response at that destination, the Contractor may propose and the Government may accept an alternate structure consisting of advance exchange or depot support combined with an on-site spare parts and consumables kit. Any alternate structure shall be described in the Contractor's quotation, priced separately, and shall provide a level of availability comparable to that required at the other destinations.
3.7 Consumables
The Contractor shall furnish an initial supply of consumables sufficient for normal operation at each destination, in addition to any consumables installed during installation. Consumables required for normal operation shall be available from more than one supply source, or directly from the manufacturer on the open market without subscription, enrollment, or membership. The Contractor shall confirm in writing that firmware updates issued during the coverage period will not disable, restrict, or degrade consumables that were compatible with the unit at the time of delivery.
For planning purposes, the Government estimates average consumption of approximately fifteen plots per unit per month, averaging 42 by 60 inches at approximately forty percent area coverage in full color. These figures are estimates and do not constitute a guarantee of volume.
3.8 Information Technology and Security Requirements
Each unit shall connect to the BLM network by wired Gigabit Ethernet using a static address.
Any wireless, cloud, or vendor-hosted connectivity feature shall be capable of being disabled by an administrator, and each unit shall remain fully functional with those features disabled. No unit shall require an internet connection, cloud account, or subscription service in order to print, to install consumables, or to remain in warranty.
The Contractor shall furnish an Accessibility Conformance Report or VPAT addressing Section 508 conformance for the model furnished, and shall confirm that the manufacturer will provide firmware and security updates for that model through service periods of performance.
Administrator credentials shall be configurable and shall not rely on unchangeable defaults.
3.9 Performance Standards
Contractor performance will be measured against the following standards. The Contracting Officer's Representative will monitor performance through the service records required by Section 4 and through direct report from each destination.
Performance Element Standard Method of Surveillance Delivery Delivered to each destination within the lead time quoted, as coordinated with the receiving point of contact

3.10 Government-Furnished Property and Responsibilities
The Government will provide, at each destination, adequate floor space and clearance, appropriate electrical service, a wired network connection, network addressing, and a receiving and escort point of contact. The Government will confirm site readiness before each scheduled delivery. The Government will perform property tagging and enter each unit into the property system upon acceptance. No other Government property will be furnished.
3.11 Site Access and Contractor Personnel
Work will be performed at Federal facilities. Contractor personnel shall comply with facility access and identification requirements at each location, shall check in with the designated point of contact upon arrival, and shall be escorted where required. The Contractor shall provide the names of personnel requiring access in advance when requested by the destination point of contact.
3.12 Disposal Requirements
The Contractor shall remove all packaging, crating, and pallet material from each destination at the time of delivery. Removal, trade-in, or disposal of legacy equipment at Campbell Tract and the Glennallen Field Office is an optional item; if exercised, it shall be performed only after the Government has completed property disposal approval and released the equipment in writing.
The Contractor shall not remove any Government property from a BLM facility without that written release.
3.13 Inspection and Acceptance
Inspection and acceptance will occur at each destination. A unit will be accepted when it has been delivered, installed, configured, and calibrated; has produced a successful 42 by 60 inch full-color network test plot; prints correctly from Esri ArcGIS Pro and Adobe Acrobat; and operator training and documentation for that destination have been delivered. Support coverage for that unit begins on the date of acceptance.
