(OPTION TASK) – Qualified Estimate.

Using the 35%, 65%, and 100% Design and Construction Drawings (TASKs 4, 5, and 6) as a basis, assist the Fish and Wildlife Service with the regulatory permits and NEPA review by providing a Detailed Project Description. Documents to be submitted to the Service for review and the Final Documents developed, prepared, and submitted to the Service.

Using the Detailed Project Description as a basis, the Design/Build Contractor and their Permitting Consultant(s) shall perform the three levels of NEPA Review to include Categorical Exclusion (CATEX), Environmental Assessment (EA), and Environmental Impact Statement (EIS). For the purposes of this Design/Build Contract and to ensure a thorough analysis of the Project, Project Improvements, and Effects of implementing Project Actions, the USFWS will not pre-determine what the required level of NEPA Review would be because the Project Improvements require further definition before an actual level of NEPA Review determination is established by the Agency.

However, please note, Option Task A, Environmental Permitting Assistance, may or may not be Exercised and Awarded at the time of Contract Award or during the Contract Period of Performance. The decision to Exercise and Award Option Task A depends on whether or not the Refuge is able to accomplish the required level of NEPA Review and NEPA Documentation In-House. This would include Public Review.

In summary, if Option Task A is Exercised and Awarded, the actual Final Documents for Permit Applications and Permit Support Documents to be based on the 100% Final Draft Construction Documents prepared.

Note, a Comprehensive Project Description is required. The Project Description is to describe in detail the project work activities and durations.

The project description shall at a minimum include estimates on noise levels, the amount and type of vegetation removal, the amount of fill used, wetland impacts, the amount of sedimentation and turbidity from the Anticipated Project, and impacts on Proposed Threatened and Endangered Species and Critical Habitat Areas.

The Project Description could be 30 to 50 pages in length and depending on the extent and size of the Project Improvements to be performed.

An example of a Comprehensive Detailed Project Description is provided as a separate attachment to this Statement of Work to demonstrate the level of effort expected in the preparation of the document.

Prepare and submit a DRAFT Detailed Project Description for USFWS Review.
