Solicitation Number: 140D0423Q0568
Title: Routine, and As Needed Heating and Air Conditioning System Maintenance, and Repair Services
(i) This is a combined synopsis/solicitation for commercial items/service prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation (SF 1449) will not be issued.
(ii) This is a Request for Quotation (RFQ) under solicitation number 140D0423Q0568. The solicitation document and incorporated provisions and clauses are those in effect through the FAR and the Office of Aviation Services (OAS). This solicitation is being issued as a Request for Quotation (RFQ) in accordance with FAR Parts 12 and 13 and the resulting purchase order will be Firm Fixed Price (FFP).
(iii) This RFQ is a Total Small Business Set-Aside in accordance with FAR Clause 52.219-6 under North American Industry Classification System (NAICS) Code 238220: Plumbing, Heating, and Air-Conditioning Contractors, with a size standard of $19,000,000. Please identify your business size in your response based upon this standard.
(iv) Please see Pricing Schedule below for a list of item numbers, items, quantities, units of measure and options.
(v) Please see Performance Work Statement below for description of requirements.
(vi) The period of performance base period is estimated to be 30 Sep 2023 – 29 Sep 2024, followed by four option periods ending 29 Sep 2028, and one six-month extension ending 31 Mar 2029. Work described below to is to be accomplished at Office of Aviation Services (OAS), Alaska Regional Office (AKRO) facilities located at:
a. 4405 Lear Ct, Anchorage, Alaska 99502
b. 4837 Aircraft Drive, Anchorage Ak 99502
(vii) The provision at FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition.
(viii) The provision at FAR 52.212-2 Evaluation -- Commercial Items, applies to this acquisition.
This acquisition will be evaluated as Lowest Price Technically Acceptable (LPTA) in accordance with (IAW) FAR Part 13. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Past Performance Evaluated Price
The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(ix) All offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representation and Certifications -- Commercial Item or complete electronic annual representations and certifications at the System for Award Management http://www.sam.gov.
(x) The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.
(xi) The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Products and Commercial Services (Jun 2023), applies to this acquisition. Please see clause 52.212-5 in full text below for the additional FAR clauses applicable to this acquisition.
(xii) There are no contract financing or warranty requirements necessary for this requirement. The offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation. To be awarded a contract, the successful offeror must be registered with the System for Award Management (SAM) for Electronic Funds Transfer, and be willing to submit invoices online electronically through the U. S. Department of the Treasury's Invoice Processing Platform system (IPP). The successful offeror must have a valid Tax Identification Number and a valid DUNS Number (DUNS may be obtained through the SAM registration process). Applicable website for registration required to comply with above requirements is:

(xiii) A site visit will be conducted on August 30, 2023 at 0900 AKST, at the Office of Aviation
Services facilities at 4405 Lear Ct, Anchorage, Alaska 99502 and 4837 Aircraft Drive, Anchorage Ak 99502.
(xiv) The Defense Priorities and Allocations System (DPAS) is not applicable to this acquisition.
(xv) Request for Information (RFI) and questions regarding this solicitation are due no later than September 1, 2023, at 1700, EST. RFI and questions shall be submitted via email to the following email addresses:

PERFORMANCE WORK STATEMENT
GENERAL REQUIREMENTS
1.0 Scope of Work The intent of this contract is to obtain routine and as needed HVAC (heating, ventilation, and air conditioning) system maintenance and repair services for the Office of Aviation
Services (OAS) as directed by this scope.
1.1 Hangar 1 Address: Office of Aviation Services (OAS), Alaska Regional Office (AKRO) 4405

2.0 Routine Services Routine Services include preventive maintenance to meet factory recommended maintenance schedules as follows, including all labor and materials as stated.
3.0 Preventive Maintenance
3.1 All routine preventive maintenance services include furnishing and replacing all filters on
HVAC systems every two months, except for cell filters which are replaced once a year in conjunction with a scheduled routine preventive maintenance appointment.
3.1.1 Blower wheels and coils need to be checked for dirt and dust accumulation and cleaned as necessary.
3.1.2 Heat exchangers need to be checked for rust, cracks, and equipment leaks.
3.1.3 All belts need to be furnished and replaced in accordance with the replacement schedule and manufactures recommendations.
3.1.4 Lubricants for bearings, motors, pumps, and linkage must be furnished and installed as required by the manufacturer.
3.1.5 Condensate neutralizer needs to be replaced annually or as needed.
3.2 Once a year in the spring the A/C needs to be started up in conjunction with a routine preventive maintenance service appointment.

3.2.1 The start up in the spring is to include cleaning of drip pans, a refrigerant charge, oil acid test, oil level check on all items, and a check of fan motors, fan blades, compressor voltage and amperage.
3.2.2 Routine preventive maintenance services of rooftop units the rooftop cabinets need to be cleaned and waxed to prevent fading from ultraviolet rays and rust control.
3.2.3 The general condition of all units, including roof curbs, needs to be checked and any needed repairs must be reported to the COTR.
4.0 Boiler Treatment Service
4.1 Boiler treatment services are to be performed once a year in the month of October in conjunction with a scheduled routine preventive maintenance service appointment.
4.2 Boiler treatment services are to include replacement of boiler belts and treatment with boiler treatment chemicals.
4.3 Burner compartment, orifices, controls, and pilot ignition controls must be cleaned of any dirt and dust.
4.4 Lubricants for bearings, motors, pumps and linkage must be furnished and installed as required by the manufacturer.
4.5 The heating system startup will also happen at the time of the annual boiler treatment service and is to include burner set up, safety control check, flue gas analysis, and draft adjustments.
5.0 HVAC Components
5.1 Hanger 1: The heating and air-conditioning system consists of radiant floor heat, baseboard heat, unit heaters in storage areas, and variable air volume (VAV) boxes in office areas.
There is a total of 3 separate boiler rooms, 2 of which have boilermaker hot water systems
5.2 Hanger 2: The heating system consists of radiant floor heat with 11 zones. Hanger 2 is exclusively a hangar room.

6.0 Optional Services The following items are optional and will be ordered by the Government on an as needed basis. The Government is under no obligation to order any optional services from the Contractor.
The Government is obligated to pay only when services are ordered by the Government and performed by the Contractor.
7.0 Emergency Call Out An emergency call out will include any unexpected maintenance and/or repairs that may arise at any given time outside of scheduled preventive maintenance services. Work performed during an emergency call out will be charged hourly and does not include the price of any parts or supplies needed for repairs during a particular call out. Vendor must be able to respond to emergency calls within 2 hours.
8.0 Frequency
8.1 Preventive maintenance services will occur on a routine basis every two months.
8.2 Once a year the A/C and Heating System will need to be started up/shut down in conjunction with a scheduled routine maintenance service appointment.
8.3 Routine preventive maintenance and boiler treatment services will be performed during the hours of 7:00 am to 3:00pm, Monday through Friday.
8.4 Emergency call outs can occur at any time during the day and will be on an as needed basis.

MISCELLANEOUS REQUIREMEINTS:
Wage Determination: 2015-5681. Revision 18 (08/05/2023) applies to this solicitation.
Contractor Personnel Security Requirements:
It has been determined that Contractor personnel utilized in the support of this contract will not be allowed routine and regular unsupervised access to a federally controlled facility, nor will they need unsupervised access to a Federally controlled Level 3 or 4 information system.
Contractor employees utilized in support of this contract, will be treated as visitors (un-credentialed Contractor) and not be required to receive background investigations and credentialing. However, un-credentialed Contractors may be subject to the screening processes utilized at each federally controlled facility where the Contractor services are required. As a minimum, Contractor employees will be issued a temporary/visitor badge and shall display it at all times during contract performance when accessing a federally controlled facility. The COR is responsible for ensuring that all Contractor employees are issued a temporary/visitor badge.
Administrative Matters:
Personnel Conduct - Replacement of Contractor Personnel
The Contractor must replace any employee who performs unsafely, ineffectively; refuses to cooperate; or whose general performance is unsatisfactory, disruptive or detrimental to the purpose for which con-tracted.
The CO will notify the Contractor of all known unsatisfactory personnel conduct or unsafe performance.
The employee may be afforded an opportunity for corrective action when the conditions warrant. When directed by the CO, the Contractor must replace unacceptable personnel no later than 24 hours after such notification, or as otherwise mutually agreed. The decision as to unacceptability will be at the sole discretion of the CO.
Safety and Accident Prevention
Following a mishap, the CO will evaluate whether the Contractor was in compliance with contract clauses, company policy, procedures, practices, or programs, or whether there was negligence on the part of the company officers or employees that may have caused or contributed to the mishap. The Contractor must fully cooperate with the CO during this evaluation.
The Contractor must develop and maintain programs necessary to ensure safe practices during contract performance.
Accident and Incident Reporting
The Contractor must immediately, and by the most expeditious means available, notify the CO and COR concerning any accident or incident occurring on the premises.

(d) Comptroller General Examination of Record. 52.217-8 Option to Extend Services (Nov 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor prior to the period of performance end date.
52.217-9 Option to Extend the Term of the Contract (Mar 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(a) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.
(b) The Contracting Officer will designate a Contracting Officer's Representative (COR) at time of award.
The COR will be responsible for technical monitoring of the contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the Contractor.
Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment.
(c) The COR is not authorized to perform, formally or informally, any of the following actions:
(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;
(2) Waive or agree to modification of the delivery schedule;
(3) Make any final decision on any contract matter subject to the Disputes Clause;
(4) Terminate, for any reason, the Contractor's right to proceed;
(5) Obligate in any way, the payment of money by the Government.
(d) The Contractor shall comply with the written or oral direction of the Contracting Officer or authorized representative(s) acting within the scope and authority of the appointment memorandum. The Contractor need not proceed with direction that it considers to have been issued without proper authority. The Contractor shall notify the Contracting Officer in writing, with as much detail as possible, when the COR has taken an action or has issued direction (written or oral) that the Contractor considers to exceed the COR's appointment, within 3 days of the occurrence. Unless otherwise provided in this contract, the Contractor assumes all costs, risks, liabilities, and consequences of performing any work it is directed to perform that falls within any of the categories defined in paragraph (c) prior to receipt of the Contracting Officer's response issued under paragraph (e) of this clause.
(e) The Contracting Officer shall respond in writing within 30 days to any notice made under paragraph
(d) of this clause. A failure of the parties to agree upon the nature of a direction, or upon the contract action to be taken with respect thereto, shall be subject to the provisions of the Disputes clause of this contract.
(f) The Contractor shall provide copies of all correspondence to the Contracting Officer and the COR.
(g) Any action(s) taken by the Contractor, in response to any direction given by any person acting on behalf of the Government or any Government official other than the Contracting Officer or the COR acting within his or her appointment, shall be at the Contractor's risk.

AQD Evaluation of Options Provision (MAR 2022)
The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic award. To account for the possible use of the additional six-month option period(s) permitted under 52.217-8, the Government will take the price for the final (or highest priced) option period, prorated to a six-month value, and add it to the sum of the base plus all option periods. The agency's price evaluation will mathematically document the calculation of adding the six months of services for the option to extend services to the total contract price in the award summary.
This amount will be used for comparative evaluation for award purposes only. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the options.
FAR 52.217-8 can be exercised at any point during the period of performance of the contract and applies to the period of performance immediately preceding exercising the option.

Invoicing and Payment
DOI-AAAP-0028 Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) - (April 2013) Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. INVOICING
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of St. Louis (FRBSTL) within 3 - 5 business days of the contract award date. If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.
The vendor must submit an invoice for payment no later than 30 calendar days after the end of the month of performance of services for each month services are performed. The vendor must notify the contracting officer in writing if the invoice will not be submitted within the specified time frame.
Invoices must be submitted electronically. Hard copies of invoices will not be processed.
The contractor is responsible for ensuring invoices submitted are accurate and complete, and all labor, travel and other direct costs are in accordance with federal guidelines, the Federal Travel Regulations and other Government mandates and directives.

2. The contractor shall submit a final invoice, designated as such by a clear statement of “FINAL INVOICE” on the face of the invoice document.
3. The contractor shall provide a certificate of completion which certifies all goods and service have been provided as required by this Purchase Order.
4. The contractor shall provide a release of claims against the government for any further payment under this purchase order.
The sixty calendar day submission timeframe shall not be extended without written authorization from the contracting officer. In the event items a, b, or c above are not submitted within the authorized timeframe, the Contracting Officer will make final cost determinations in order to make final payment and close out the contract unilaterally.
