An award, if any, will be made to the responsible offeror(s) who submits a quote that conforms to the requirements of the synopsis, whose quote is found to be technically acceptable, and is the lowest price. The Government reserves the right to award without discussions or make no award at all depending upon (1) the quality of quotes received and

The lowest priced proposal will be evaluated to determine technically acceptable contractor(s). If the lowest proposed offer is determined to be technically acceptable, the Government reserves the right to not evaluate the technical proposal(s) submitted by the other offeror(s). A proposal that fails to comply with any minimum technical requirements will not be eligible for award regardless that it may offer the lowest price.

(3) If an emergency or unanticipated event interrupts normal Government processes so that quotations cannot be received at the Government office designated for receipt of quotations by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of quotations will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

The provision at FAR 52.212-2, Evaluation-Commercial Items (Nov 2021), and the addenda listed below applies to this acquisition. The evaluation factors to be included in paragraph (a) of this provision are Price, Technical Information and Past Performance.
ADDENDA TO FAR 52.212-2:
BASIS FOR OFFER: This is a competitive acquisition in accordance with FAR part 12 and part 13. The Government will submit an offer in the form of a contract to the offeror that represents the best value to the Government. Quotes will be evaluated as described below.
Solicitation Requirements. All quotes submitted will be reviewed for completeness to determine if they contain all information requested in the addenda to FAR 52.212-1. Quotes that are incomplete or missing information may be considered non-responsive and excluded from the evaluation.
In order for the government to make a determination as to whether an offeror is capable of performing the services described in the Performance Work Statement, the offeror must submit the following. Proposals shall be limited to no more than 30 pages total. Text should be 12-point, Times New Roman. Pages exceeding the page limit will be removed and not evaluated.
A. RELEVANT EXPERIENCE:
Contractor should provide other similar projects the contractor has performed. (Limit of Five) The evaluation of experience is a subjective assessment of the Offeror’s experience on contracts of a similar nature, size, scope, and complexity, utilizing a comparable number of personnel with like skills. The Government will assess the Offeror’s experience and determine whether the contractor’s experience is similar in depth and breadth of experience and demonstrates their ability to execute contract requirements. Any contractor not providing relevant experience may be determined unacceptable.
B. PAST PERFORMANCE:
The Offeror should provide past performance information for each project provided under relevant experience. The past performance submission should be relevant (similar services to those that are outlined herein) and recent (within the last five (5) years). Any contractor not providing past performance may be determined unacceptable.
C. PRICING:
Interested vendors shall complete the attached Bid Schedule (Attachment 02) and submit it in excel format. No other format will be accepted. The provided bid sheet includes estimated hours for each hourly rate. NOTE: The quantities for hourly rates are estimated for price evaluation only and do not constitute the government to perform or award the estimated hours. The price proposal shall include a total number derived from the monthly costs/months, and hourly rates/estimated hours as outlined in the provided bid schedule for the base year and all option years. This will be used to determine price.
The prices will be evaluated for each line item including miscellaneous items for data deliverables and expedited services. Any discounts identified in the quote will be included in the evaluation of the evaluated price. No advantage will accrue to an offeror who submits a quote for an unreasonably low price. Failure to propose for any line item may cause the vendor's quote to be considered non-responsive and excluded from the evaluation. The price evaluation will document the reasonableness of the quoted price.
2. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items (Nov 2021), and the addenda listed below applies to this acquisition.
