About this file

This document is a Justification for Other Than Full and Open Competition (JOFOC) form for the proposed procurement of reusable honeycomb and skidboards for airdrop training. The requirement is deemed Brand Name Specific, as the QRDC-developed equipment has unique characteristics that make it the only suitable option. The intended use is for air drop training flights, which require equipment approved by the Aerial Delivery & Field Services Department (ADFSD). The estimated cost is not provided.

The related federal contract opportunity is a Request for Quotation (RFQ) for the procurement of the reusable honeycomb and skidboards. It is a combined synopsis/solicitation set aside for small businesses under NAICS code 541715, with a size standard of 1,000 employees. Quotes are due by August 23, 2024, and the government intends to award one contract, but reserves the right to consider partial or multiple awards. Evaluation will be based on best value considering price, technical acceptability, equipment capabilities, configurations, and past performance.
