SECTION 01 11 00
SUMMARY OF WORK
PART 1 GENERAL
1.1 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for Contractor Quality Control approval. Submit the following in accordance with Section 01 33 00

1.2 WORK COVERED BY CONTRACT DOCUMENTS
1.2.1 Project Description
The work includes as follows and incidental related work. See "Statement of Work Summary", attached following this section.
1.2.2 Location
The work is located at Building 320, approximately as indicated on the location map, attached following this section. The exact location will be shown by the Contracting Officer.
1.3 OCCUPANCY OF PREMISES
Building(s) will be occupied during performance of work under this Contract. Occupancy notifications will be posted in a prominent location in the work area.
Before work is started, arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.
1.4 EXISTING WORK
In addition to FAR 52.236-9 Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements:
a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.
b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work must be in a condition equal to or better than that which existed before new work started.
1.5 LOCATION OF UNDERGROUND UTILITIES
Obtain digging permits prior to start of excavation, and comply with Installation requirements for locating and marking underground utilities.

Contact local utility locating service a minimum of 48 hours prior to excavating, to mark utilities, and within sufficient time required if work occurs on a Monday or after a Holiday. Verify existing utility locations indicated on contract drawings, within area of work.
Identify and mark all other utilities not managed and located by the local utility companies. Scan the construction site with Ground Penetrating Radar (GPR), electromagnetic, or sonic equipment, and mark the surface of the ground or paved surface where existing underground utilities are discovered. Verify the elevations of existing piping, utilities,and any type of underground or encased obstruction not indicated, or specified to be removed, that is indicated or discovered during scanning, in locations to be traversed by piping, ducts, and other work to be conducted or installed.
1.5.1 Notification Prior to Excavation
Notify the Contracting Officer at least 48 hours prior to starting excavation work.
1.6 GOVERNMENT-FURNISHED MATERIAL AND EQUIPMENT
Pursuant to Contract Clause FAR 52.245-1 Government Property, the Government will not furnish any equipment.
1.7 GOVERNMENT-INSTALLED WORK
Modular furniture and related items. (Refer to Phasing Schedule, attached following this section. Also refer to drawing PH101.)
1.8 SALVAGE MATERIAL AND EQUIPMENT
Items designated by the Contracting Officer to be salvaged remain the property of the Government. Segregate, itemize, deliver and off-load the salvaged property at the Government designated storage area located within 5 miles of the construction site.
Provide a salvage plan, listing material and equipment to be salvaged, and their storage location. Maintain property control records for material or equipment designated as salvage. Use a system of property control that is approved by the Contracting Officer. Store and protect salvaged materials and equipment until disposition by the Contracting Officer.

PHASING OF WORK
Other Considerations of Phasing:
A. Temporary patching of roof areas that receive new ceiling will be required.
B. Some new ceiling tile may require replacement at the time the roof replacement begins.
C. The facility will be operational during construction.
D. Infrared drying room on Paint Line-3 will stay in operations during construction.
E. Main electrical gear turnover will be done on a weekend.
F. All furniture, wall mounted furnishings (bulletin boards, pictures, etc.), appliances and equipment will be removed and reinstalled by LEAD G. Temporary work areas, portable toilets and other facilities for employees during phasing of construction will be provided by LEAD.
WORK SUMMARY
Scope of Work:
1. Site and Building Exterior
A. Proposed site improvements include the addition of a concrete generator pad and an electrical duct bank to Building 320. Access to the site shall be achieved from the parking area east of the proposed work. The abandoned underground storage tank and associated underground oil lines shall remain as part of the project. Temporary access into the site shall have bearing pads to protect existing utilities and sidewalk. Temporary erosion and sediment controls shall be placed on site to protect the adjacent area from sediment laden runoff. After the generator pad and electrical duct bank is complete, the site shall be restored to original conditions including topsoil and seeding in lawn areas, restoration of concrete sidewalk, and restoration of asphalt paving areas. Any damage caused by access into the site shall also be restored to original conditions.
B. Repair and or replace damaged exterior metal wall panels, approximately 2,500 SF. Letterkenny Army Depot (LEAD) will provide information on the existing Morin wall panel product installed so the new replacement product will match the existing. The Morin Building Product may no longer be available so the GC would then be required to find a suitable replacement and issue submittal information so confirmation can be made for Profile, gage, and color.
Miscelleanous items such as fasteners, flashing and sealants must be compatible with the exiting product.

H. Miscellaneous
1. Lockers, cabinets, and furniture panels in the paint area will be removed and stored by the building user (LEAD).
I. HVAC
High Bay - All abandoned steam supply and return piping and associated terminal equipment, insulation, hangers, and controls, located in this area shall be removed. Existing heating and ventilation unit HV-1 located between column lines 7A and 8A, in the High Bay area, is to be removed including all associated ductwork, diffusers, wiring, controls, hangars and supports. Remove outside air duct up through roof and patch remaining curb weather tight.
The controls for the Solar Wall are to be integrated with the infrared radiant heat system so that the solar wall heat comes on first. The radiant gas heat will be energized after the solar wall heat has been expended. The new controls shall operate under the following Sequences:
Column lines 5A through 14A: High Velocity Low Speed fans HVLS-1 and HVLS-2 shall operate as currently controlled. Solar Wall Fans SWF-1 and SWF-2 shall operate as currently controlled. A new temperature sensor shall be installed in the solar wall section serving solar wall supply fans SWF-1 and SWF-2. Whenever the solar wall temperature rises above 70 deg. F. (adj.) the Zone #5 IR heaters shall be disabled through the BMS system. Whenever the solar wall temperature drops below 68 deg. F. (adj.), or if the space temperature drops below 63 deg. F., the Zone #5 IR heaters shall be enabled and shall operate under their current control system.
Column lines 15A through 23A: Solar Wall Fans SWF-3 and SWF-4 shall operate as currently controlled. A new temperature sensor shall be installed in the solar wall section serving solar wall fans SWF-3 and SWF-4. Whenever the solar wall temperature rises above 70 deg. F. (adj.) the Zone #1 IR heaters shall be disabled through the BMS system. Whenever the solar wall temperature drops below 68 deg. F. (adj.), or if the space temperature drops below 63 deg.
F., the Zone #1 IR heaters shall be enabled and shall operate under their current control system.
Column lines 26A through 26C: High Velocity Low Speed fan HVLS-3 shall operate as currently controlled. Solar Wall Fan SWF-5 shall operate as currently controlled. A new temperature sensor shall be installed in the solar wall section serving solar wall supply fan SWF-5. Whenever the solar wall temperature rises above 70 deg. F. Zone #2 IR heaters shall be enabled and shall operate under their current control system.
IR Heaters Zone #3 and Zone #4: Infrared hearer zones 3 and zone 4 shall operate under their current control system.
MAU-1 and EF-1, 2 and 3: The gas fired makeup air unit and associated exhaust fans shall operate under their current control system and maintain their existing sequence of operation.
J. Wash Bay
All abandoned steam supply and return piping and associated terminal equipment, insulation, hangers, and controls, located in this area shall be removed.
MAU-14 shall remain and shall operate under its current control system and maintain its existing sequence of operation. A new roof mounted exhaust fan will be installed. The exhaust fan shall also be equipped with a hand on auto switch with timed override to allow the exhaust fan to be used in a manual mode. The exhaust fan shall be constant volume and sized to maintain a slight negative pressure relation between the wash bay and the adjacent spaces. The existing supply diffusers and return registers shall be removed, the ductwork shall be modified as required to install new diffusers and registers into the new ceiling grid being installed in this area.
K. Plumbing/Sprinkler System
1. Provide new laundry sink with instantaneous water heater below sink.
Connect new cold water piping to existing cold water piping. Provide new waste and vent from new sink. Vent piping to terminate through roof, and waste piping to connect to existing piping from trench drain below slab.
Provide new semi-recessed sprinkler heads in Wash Bay.
L. Electrical
1. Disconnect and remove the existing original building section of the 1600-amp 480/277 volt, 3 phase,4 wire Main Distribution Switchboard 'MDS' with existing distribution section #3 to remain and provide a new 1600 amp, 480/277 volt, 3phase, 4 wire Main Distribution Switchboard.
2. Provide ARMs on the main with light to indicate maintenance mode.
3. Disconnect and remove existing 112.5 KVA 480V:208/120V step-down transformer and provide a new 150 KVA 480V:208/120V step-down transformer.
4. Replace existing original building branch panelboards and associated feeders.
5. Replace the existing fire alarm system in its entirety except for the existing SigCom fire alarm transmitter which would remain and be reconnected to the new fire alarm system control panel. The new fire alarm system will be a Siemens XLS system.
6. Provide an exterior mounted diesel fired 800 KW generator with 48-hour capacity sub-based tank will be provided. The generator will be sized to serve the entire building.
7. Connect new overhead door operator to existing circuit breaker serving existing prior to demolition.
8. Relocate existing switching expand Door D21.
3. Restrooms and Showers
A. Doors and Hardware:
1. Install new ADA compliant doors and hardware.
B. Install new walls: (Refer to plan A001, A702, and A703)

H. HVAC
The men's and women's locker room area is scheduled to receive new mechanical systems. Due to elevated temperatures, during the summer months, the user requested that air conditioning be provided for these areas.
Disconnect and remove existing rooftop heating and ventilating unit, associated exhaust fan, all associated ductwork, hangers, registers, controls and wiring in their entirety.
The proposed design includes a new rooftop energy recovery air handling unit, which will provide heating, cooling and ventilation air to the Men's and Women's Locker Rooms. The unit will be located on the roof, mounted on existing structural steel supports, and will be provided with a supply and exhaust fan, merv 8 and merv 13 filters, a natural gas fired furnace, air-cooled condensing unit, air side economizer, and an energy wheel. The unit will be constant volume. A smoke detector is not required for this unit. Ductwork shall be round or rectangular galvanized and constructed to the latest SMACNA construction standards. All supply ductwork shall be insulated and concealed above the ceiling. Diffusers and registers shall be painted steel and of modular design to fit the lay-in ceiling system. Supply air shall be ducted to the locker rooms and transferred to the toilet and shower areas. Exhaust air shall be ducted from the showers and toilet areas back to the unit and exhausted through the energy wheel. New ceiling mounted electric unit heaters will be installed in the vestibule, locker rooms and toilet rooms to provide supplemental heat.

G. HVAC:
1. Per the SOW, a building load calculation has been run for the Break Room to determine if the existing RTU has sufficient capacity to heat and cool the space. The load calculations indicate that a nominal six-ton unit is required for the Break Room. We were able to obtain a copy of the original submittal from the unit manufacturer, which is included in the equipment cut sheet section of this report. The submittal indicated that the unit is a nominal five-ton unit. Unfortunately, the submittal did not include the design conditions under which the unit was selected. Therefore, it is our recommendation that the existing unit be replaced. Also, due to the age and construction of the ductwork, we would recommend that the existing ductwork and diffusers be replaced as well.
2. Disconnect and remove existing rooftop unit, all associated ductwork, hangers, registers, and diffusers in their entirety. Install a new rooftop air handling unit on the existing roof curb, using a curb adaptor if required. The new rooftop unit will provide heating, cooling and ventilation air to the Break Room. The unit will be located on the roof and will be provided with a supply fan, merv 13 filters, a natural gas fired furnace, air-cooled condensing unit, air side economizer and barometric relief. The unit will be a single zone variable air volume unit. A smoke detector will be provided in the ductwork and wired to the fire alarm system to shut down the unit in the event that products of combustion are detected in the air stream. Ductwork shall be round or rectangular galvanized and constructed to the latest SMACNA construction standards. All supply ductwork shall be insulated and concealed above the ceiling. Diffusers and registers shall be painted steel and of modular design to fit the lay-in ceiling system. The above ceiling plenum space shall be used to return the air back to the unit. A new roof mounted exhaust fan will be installed to ventilate the telephone and storage closets. The exhaust fan shall be interlocked with the RTU to run whenever the unit is energized based on a time of day schedule.
3. The existing opening in the plenum between the Breakroom and the Office will be sealed.
H. Plumbing/Sprinkler System
1. Disconnect and remove existing sink, water cooler and associated waste and vent piping. Existing water piping demolition to be limited.
2. Disconnect and remove existing sprinkler heads and associated piping, as necessary.
3. A new single bowl stainless-steel ADA sink and water cooler with bottle filler will be provided in this area. New sanitary and vent piping to connect to existing waste and vent piping. Provide new sanitary piping below slab and connect to existing. A new electric instantaneous water heater will be provided below the sink, due to no hot water in proximity. Contractor shall modify existing water piping to accommodate for new installation, as necessary.
4. Provide new sprinkler heads, contractor shall modify existing fire protection piping to accommodate for new installation, as necessary.
I. Electrical:
1. Disconnect and remove existing lighting, switching, receptacles, HVAC connections, telecommunication outlets and associated wiring, branch circuiting and conduit.
2. The proposed design includes new LED lighting, lighting controls (low voltage switching, occupancy sensors), receptacles, HVAC connections, empty conduit for telecommunication outlets, CAT 6e telecommunication cabling, branch circuiting and conduit. Dedicated circuits will be provided in the kitchenette for equipment.
3. A 4" empty conduit with inner duct will be provided from the existing communication demarcation point to the new telecommunication closet in the Break Room.
5. Office Area, Directors Office, and Conference Room

The exhaust fan shall be equipped with a line voltage, wall mounted, thermostat and a hand on auto switch with timed override to allow the exhaust fan to be used in a manual mode.

1.2 SPECIAL SCHEDULING REQUIREMENTS

c. Permission to interrupt any Activity roads, railroads, or utility service must be requested in writing a minimum of 15 calendar days prior to the desired date of interruption.
1.3 CONTRACTOR ACCESS AND USE OF PREMISES
1.3.1 Activity Regulations
Ensure that Contractor personnel employed on the Activity become familiar with and obey Activity regulations including safety, fire, traffic and security regulations. Keep within the limits of the work and avenues of ingress and egress. Wear hard hats in designated areas. Do not enter any restricted areas unless required to do so and until cleared for such entry. Mark Contractor equipment for identification.
1.3.1.1 Subcontractors and Personnel Contacts
Provide a list of contact personnel of the Contractor and subcontractors including addresses and telephone numbers for use in the event of an emergency. As changes occur and additional information becomes available, correct and change the information contained in previous lists.
1.3.1.2 No Smoking Policy
Smoking is prohibited within and outside of all buildings on installation, except in designated smoking areas. This applies to existing buildings, buildings under construction and buildings under renovation. Discarding tobacco materials other than into designated tobacco receptacles is considered littering and is subject to fines. The Contracting Officer will identify designated smoking areas.

1.3.2 Working Hours
Regular working hours must consist of an 8 hour period established by the Contracting Officer, between 7 a.m. and 4 p.m Monday through Friday, excluding Government holidays and weekends unless approved by Contracting Officer.
1.3.3 Work Outside Regular Hours
Work outside regular working hours requires Contracting Officer approval.
Make application 15 calendar days prior to such work to allow arrangements to be made by the Government for inspecting the work in progress, giving the specific dates, hours, location, type of work to be performed, contract number and project title. Based on the justification provided, the Contracting Officer may approve work outside regular hours. During periods of darkness, the different parts of the work must be lighted in a manner approved by the Contracting Officer. Make utility cutovers after normal working hours or on Saturdays, Sundays, and Government holidays unless directed otherwise.
1.3.4 Exclusionary Period
No work must be performed during faciliity operations inclusive, without prior written approval of the Contracting Officer. This period has not been considered in computing the time allowed for the performance of this contract.
1.3.5 Occupied Building
The Contractor shall be working in an existing building which is occupied.
The existing building and its contents must be kept secure at all times.
Provide temporary closures as required to maintain security as directed by the Contracting Officer.
Provide dust covers or protective enclosures to protect existing work that remains.
The Government will relocate movable furniture as required to perform the work, protect the furniture, and replace the furniture in its original location upon completion of the work. Leave attached equipment in place, and protect it against damage, or temporarily disconnect, relocate, protect, and reinstall it at the completion of the work.
The Government will remove and relocate other Government property in the areas of the building scheduled to receive work. Refer to the Phasing Schedule.
1.3.6 Utility Cutovers and Interruptions
a. Make utility cutovers and interruptions after normal working hours or on Saturdays, Sundays, and Government holidays. Conform to procedures required in paragraph WORK OUTSIDE REGULAR HOURS.
b. Ensure that new utility lines are complete, except for the connection, before interrupting existing service.
c. Interruption to water, sanitary sewer, storm sewer, telephone service, SECTION 01 14 00 Page 2 electric service, air conditioning, heating, fire alarm, compressed air, and are considered utility cutovers pursuant to the paragraph WORK OUTSIDE REGULAR HOURS. Such interruptions are further limited to 8 hours. This time limit includes time for deactivation and reactivation.
d. Operation of Station Utilities: The Contractor must not operate nor disturb the setting of control devices in the station utilities system, including water, sewer, electrical, and steam services. The Government will operate the control devices as required for normal conduct of the work. The Contractor must notify the Contracting Officer giving reasonable advance notice when such operation is required.

3.1 CONTRACT COST BREAKDOWN
The Contractor must furnish within 30 days after the date of Notice to Proceed, and prior to the submission of its first partial payment estimate, a breakdown of its single job pay item or items which will be reviewed by the Contracting Officer as to propriety of distribution of the total cost to the various accounts. Any unbalanced items as between early and late payment items or other discrepancies will be revised by the Contracting Officer to agree with a reasonable cost of the work included in the various items. 1.5 MINIMUM INSURANCE REQUIREMENTS
Provide the minimum insurance coverage required by FAR 28.307-2 Liability, during the entire period of performance under this contract. Provide other insurance coverage as required by State law.
1.6 FIRST TIER CONTRACTOR REQUIREMENTS FOR ASBESTOS CONTAINING MATERIALS
Accomplish all contract requirements of Section 02 82 00 ASBESTOS REMEDIATION, assigned to the Designated Competent Person, directly with a first tier subcontractor.
1.7 SUPERVISION
1.7.1 Minimum Communication Requirements
Have at least one qualified superintendent, or competent alternate, capable of reading, writing, and conversing fluently in the English language, on the job-site at all times during the performance of contract work. In addition, if a Quality Control (QC) representative is required on the contract, then that individual must also have fluent English communication skills.
1.7.2 Superintendent Qualifications
The project superintendent must have a minimum of 10 years experience in construction with at least 5 of those years as a superintendent on projects similar in size and complexity. The individual must be familiar with the requirements of EM 385-1-1 and have experience in the areas of hazard identification and safety compliance. The individual must be capable of interpreting a critical path schedule and construction drawings. The qualification requirements for the alternate superintendent are the same as for the project superintendent. The Contracting Officer may request proof of the superintendent's qualifications at any point in the project if the performance of the superintendent is in question.
For routine projects where the superintendent is permitted to also serve as the Quality Control (QC) Manager as established in Section 01 45 00.00 10 QUALITY CONTROL, the superintendent must have qualifications in accordance with that section.
1.7.2.1 Duties
The project superintendent is primarily responsible for managing and coordinating day-to-day production and schedule adherence on the project.
