ADJECTIVE RATINGS AND DEFINITIONS TO BE USED TO BEST REFLECT
YOUR EVALUATIONOF THE CONTRACTOR’S PERFORMANCE
RATING DEFINITION NOTE
(E) Exceptional Performance meets contractual requirements and exceeds many to the Government/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with few minor problems for which corrective actions taken by the contractor was highly effective.
An Exceptional rating is appropriate when the Contractor successfully performed multiple significant events that were of benefit to the Government/Owner. A singular benefit, however, could be of such magnitude that it alone constitutes an Exceptional rating. Also, there should have been NO significant weaknesses identified.
(VG) Very Good Performance meets contractual requirements and exceeds many to the Government/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with some minor problems for which corrective actions taken by the contractor were effective.
A Very Good rating is appropriate when the Contractor successfully performed a significant event that was a benefit to the Government/Owner. There should have been no significant weaknesses identified.
(S) Satisfactory Performance meets contractual requirements and exceeds many to the Government/Owner’s benefit. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.
A Satisfactory rating is appropriate when there were only minor problems, or major problems that the contractor recovered from without impact to the contract. There should have been NO significant weaknesses identified. Per DOD policy, a fundamental principle of assigning ratings is that contractors will not be assessed a rating lower than Satisfactory solely for not performing beyond the requirements of the contract.
(M) Marginal Performance meets contractual requirements and exceeds many to the Government/Owner’s benefit. The contractual performance of the element or sub-element being assessed reflects a serious problem for which the contractor has not yet identified corrective actions. The contractor’s proposed actions appear only marginally effective or were not fully implemented.
A Marginal is appropriate when a significant event occurred that the contractor had trouble overcoming which impacted the Government/Owner.
(U) Unsatisfactory Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains serious problem(s) for which the contractor’s corrective actions appear or were ineffective.
An Unsatisfactory rating is appropriate when multiple significant events occurred that the contractor had trouble overcoming and which impacted the Government/Owner. A singular problem, however, could be of such serious magnitude that it alone constitutes an unsatisfactory rating.
(N) Not Applicable No information or did not apply to your contract
Rating will be neither positive or negative.

Thoroughly clean the slab, drain cover, hose, and rinse with clean water. All spilled sewage from trailer holding tanks will be washed into drain. Remove all foreign matter from the dump station, drain, and surrounding area. Cleaning must satisfactorily remove all insects, insect nests, webs, dirt, organic and inorganic material, stains, markings and sewage odors from surfaces. Cleaning must not result in obstructed drain openings, or spread spilled sewage from trailer holding tanks to adjoining parking, soil, or graveled areas.

1.3.9.1 Exceptions to Cleaning (Campsites and Pavilions): If an individually reservable facility, such as a campsite or day use pavilion, is occupied by the public at the time of the scheduled cleaning, the Contractor will ask permission to service the facility. If the public objects to the performance of the service, the Contractor will immediately record the facility (by park and number) on the daily activity report as a non-serviced unit. The report must be kept current and maintained by the cleaning crew so that a unit which is found dirty and rejected by the Government's Quality Assurance Representative (GQAR) can be checked against the cleaning crew's report for occupied sites. The facility shall be cleaned as required on the next scheduled cleaning day in which it is found unoccupied.
1.3.9.2 Exceptions to Cleaning (Restrooms): If a restroom, or any other facility generally open to all park visitors, is occupied at the time of the scheduled cleaning, the contractor is to restrict entrance to that facility by other members of the public by use of signs and verbal requests. 1.4.1.1 Mowing Frequency Exception (Bahia Grass): Bahia grass is common throughout the area. This grass forms a stalk and seed head that grow very rapidly during the growing season. For purposes of the 3½” mowing requirement, the Bahia stalks and seed heads will not be considered. Grass will be measured according to the height of the turf.
1.4.1.2 Mowing Frequency Exception (Occupied Sites): If an occupied campsite exceeds the three and one half inch (3½”) threshold, requiring it to be mowed, the Contractor will request permission from the occupant to mow and trim the site. If the site occupant objects to the performance of the service, the Contractor will immediately record the facility (by park and site number) on the daily activity report. When the facility becomes unoccupied, the Contractor will then mow and trim the site as required, noting completion on the daily activity report. The report must be kept current and maintained by the mowing crew.
1.4.2 Mowing and Trimming Requirements: Cut, mow, and trim grass to a height of not more than three inches (3”) or less than one and one half inches (1½”) in the area adjacent to each facility described in Sections 1.3 and 1.4 (including all sub-sections). The Contractor will be required to trim around all trees, posts, culverts, parking areas, RV pads, and site amenities; including fire rings, lantern posts, signs, tables, slabs, utilities service posts, and any other natural or manmade objects within the designated facility mowing area. All mowing and trimming activities should be uniform in cut;
with smooth transitions between different mowing equipment areas. Grass shall be mowed evenly throughout the mowing area, maintaining the required height. All rocks, branches, grass, dirt, or other debris resulting from mowing or trimming operations must be removed from all developed surfaces, including but not limited to sidewalks, impacts sites, picnic table slabs, etc. Care should be exercised when mowing and trimming around trees and shrubs to avoid damage to the plants.
The Government is not responsible for the condition of the mowing area (grass height, rocks, etc.)
at the time the contract becomes effective.
1.4.3 Special Mowing and Trimming Requirements: Mowing with large tractor-mounted mowers and cutters will not be permitted within twenty (20) feet of any people, building, picnic/camping unit, camper hook-up, or under trees with low hanging limbs. Mowing in these areas shall be accomplished with riding mowers (such as zero-turn mowers), small lawn tractors, push mowers, trimmers, or other equipment approved by the Contracting Officer Representative (COR). If a camping/picnic unit is occupied by the public at the time of the scheduled mowing and trimming of camping/picnic unit areas, the contractor will inform the occupants of safety measures which need to be followed by the occupants to prevent any personal injury or damage to personal property. See paragraph 1.4.1.2 above for additional guidance related to occupied sites.

1.4.4.3 Areas Between Facilities: If mowing the required fifteen foot (15’) wide area around one or more facilities will result in an un-mowed area less than fifteen feet (15’) wide, then the entire area shall be mowed. There should not be any un-mowed strips less than fifteen feet (15’) wide around a facility or between adjacent facilities.
1.4.4.4 Magnolia Ridge Kids Fishing Pond: For facility mowing and cleaning purposes, the
Magnolia Ridge Kids Fishing Pond includes all grounds and amenities adjacent to the pond, including but not limited to, picnic tables, group picnic shelter, garbage / trash receptacles, utility tables, benches, sidewalks, parking areas, pipe rail fencing, water and electric utility poles, signs, and the perimeter of the pond itself.

The Contractor shall also be responsible for any damage to private property and injury to any person as a result of performance. The contractor will notify the Con-tracting Officer immediately of damage to Government and private property and injury to any person resulting from performance of work. Mowers must have slides or wheels, which will prevent tearing or plowing into the turf. Mowing with farm-type tractors will not be permitted when the ground is so wet or boggy that the mowing operations will cause wheel rutting. Contractor may be held accountable for re-turfing if equipment causes gouging or plowing. Trucks and/or trailers will be driven on existing roads only and not across or through park areas to facilities. Signs, traffic delineators, guard posts and rails, sewer stub outs, sewer cleanouts, water valve meter boxes and associated plumbing, trees, shrubs, sidewalks, asphalt pavement, culverts and other facilities damaged by the contractor will be repaired or replaced as determined by the Contracting Officer at no cost to the government.
1.5.1 Damage to Trees: Damages will be collected for trees that are injured by mowers or trimming crews. Damage will be collected in accordance with the amounts given in Table A, Landscape and Native Trees Values.
