Litter Pick Up Services for Operational ROW in Central District
Safety Plan
Prepared for: Arizona Department of Transportation (ADOT)
Prepared by: Adopt A Highway Maintenance Corporation (AHMC)
1. Introduction
This Safety Plan outlines the measures and strategies AHMC will implement to ensure compliance with the
Arizona Department of Transportation (ADOT) requirements for maintaining worker and public safety during litter removal operations along the right-of-way (ROW). This plan is also designed to meet the Occupational
Safety and Health Administration (OSHA) regulations, including 29 CFR 1910 and 29 CFR 1926.
2. Designated Safety Supervisor
• Name: Robert Godina
• Title: Vice President, Operations
• Contact Information: 714-726-3587
• Responsibilities:
o Conduct hazard assessments of assigned highways and implement necessary control measures.
o Train all employees on safe work practices and ensure all team leaders maintain active licenses and certifications (Defensive driving course, CPR, Driver’s License) o Ensure compliance with the AHMC Safety Manual and this Site-Specific Safety Plan.
o Authority to stop unsafe work activities immediately.
3. Hazard Assessment
AHMC has conducted a comprehensive hazard assessment for the project to identify control measures necessary to ensure the safety of workers and the public when work is being performed in the assigned routes in the ROW. The findings are summarized below:
• Segment Survey Results:
o Areas with blind curves, gore points, or steep slopes exceeding 30% require additional caution.
Crew members will be strategically positioned to avoid high-risk areas.
• Environmental Risks:
o Dense vegetation near drainage ditches may harbor insects such as bees and snakes. Crew members will use repellents and follow specific avoidance protocols provided during training.
o Extreme weather conditions, such as high temperatures, could lead to heat stress. Adequate hydration supplies stored in the work vehicle and breaks will be ensured to mitigate these risks.
o Steep and slippery terrain due to irrigation runoff present. Non-slip footwear and slope avoidance strategies will be implemented.
o For fire safety and general safety, it is AHMC policy that crew members and supervisors are not permitted to smoke along the right of ways to reduce distractions and prevent brush fire risk. All work vehicles are equipped with a fire extinguisher in the event of emergencies.
• Debris Analysis:
o Large Debris (e.g., car parts, tires): Crew members will use proper lifting techniques and tools, such grabbers, to safely handle and transport these items to designated disposal areas.
o Hazardous Items (e.g., syringes, broken glass, sharp metals): These items will not be handled directly. Instead, they will be reported immediately to the designated Safety Supervisor and
ADOT representatives. Photos and exact locations will be documented for proper disposal by specialized teams.
o Suspicious Containers or Packages: Workers will avoid contact and report such items to ADOT representatives and local law enforcement if necessary. Operations in the immediate vicinity will cease until the item is deemed safe.
o Toxic Substances: Items emitting unusual odors or containing unidentified liquids will not be disturbed. Crew members will notify the Safety Supervisor, who will coordinate with ADOT to ensure appropriate action.
• Traffic Patterns:
o Peak traffic times between 7:00 AM and 9:00 AM and 4:30 PM to 6:00 PM were identified, requiring scheduling adjustments to minimize worker exposure to active lanes.
o Drop-off points were established in safer zones away from merging lanes to prevent accidents during crew deployment.
• Emergency Access:
o Emergency escape routes for each segment to be identified and communicated to crew members performing work.
4. Sanitation Program
• Potable Water: AHMC will provide ample potable water to all crew members at all times, with frequent hydration breaks encouraged during hot weather.
• Toilet Facilities: AHMC will not provide portable restrooms at work sites. Instead, crews will be given regularly scheduled breaks and lunch periods at locations where restroom facilities are available.
Supervisors will ensure that employees have access to restrooms at appropriate intervals throughout the workday.
5. Smoking Policy
• Smoking, including the use of e-cigarettes or vaping devices, is strictly prohibited within the work zone and near any flammable materials.
• Designated smoking areas will be identified outside the ROW where crew members may take breaks.
• Violations of the smoking policy will be addressed according to AHMC disciplinary procedures.
6. Firefighting Equipment
• All work vehicles will be equipped with a fire extinguisher (minimum rating of ABC) to address potential fire hazards.
• Supervisors will inspect fire extinguishers weekly to ensure proper functionality.
• In the event of a fire, workers will evacuate immediately, call 911, and notify the Safety Supervisor.
• AHMC employees will not attempt to suppress large fires beyond their ability or training.
7. Incident Reporting and When to Contact ADOT
AHMC will notify ADOT immediately in the following situations:
• Recordable injuries (as defined by OSHA: injuries requiring medical treatment beyond first aid, loss of consciousness, or job transfer).
• Fatal injuries occurring in the work zone.
• Incidents involving the public, such as vehicle collisions, pedestrian interactions, or complaints regarding the work zone.
• Major environmental hazards, such as chemical spills or fires affecting ROW operations.
Incident reports will be documented and submitted to ADOT within 24 hours of occurrence.
8. Maintenance Plan for Traffic Control Devices
• AHMC will ensure that all traffic control devices, including vehicle-mounted light bars, high-visibility
PPE, and signage, remain in proper working condition.
• Light bars will be tested at the start of each shift for full functionality and visibility.
• Reflective materials on vests, cones, and vehicles will be inspected weekly to maintain compliance with ADOT safety standards.
• Any defective or damaged traffic control devices will be removed from service and replaced immediately to prevent safety risks.
9. Equipment Inspection Program
• Before each shift, all vehicles, tools, and equipment will be inspected to ensure they are in safe working condition.
• Any defects or malfunctions must be reported immediately, and the equipment will be removed from service until repaired.
• Light bars and other traffic safety devices will be tested to confirm proper operation before deployment.
10. Safety Training Program
• Weekly safety meetings and training will be held weekly with all workers. In addition to weekly safety meetings, all supervisors are trained on defensive driving techniques, CPR, First-aid, and MUTCD guidelines for safety set ups for working on the ROW.
• All workers will complete mandatory safety training before commencing work. Topics include:
o Highway litter removal best practices.
o Use of personal protective equipment (PPE).
o Emergency response procedures.
o Performing a safety assessment of all service locations in advance of work and identify potential areas of concern. Areas of concern are reviewed and assessed prior to any crew drop offs.
o Hazard communication (HAZCOM) standards.
o Safe vehicle operations on roadways.
Training Records: Training sessions will be documented, and records maintained internally.
11. Personal Protective Equipment (PPE)
The following PPE will be mandated for all workers:
• White Hard hats – OSHA approved
• Reflective safety vest or outer garment meeting ANSI/ISEA 107-2004 Class 2 standards.
• Work gloves
