About this file

This is a Request for Proposal (RFP) issued by the State of Minnesota Department of Natural Resources (DNR) for audiometric testing services to support OSHA compliance for approximately 2,000 DNR employees statewide who are exposed to noise levels at or above 85 decibels. The solicitation requires responders to conduct annual audiometric hearing tests in compliance with 29 CFR 1910.95, provide employee education regarding noise effects and hearing protection, conduct follow-up testing for approximately 30-50 employees annually who experience standard threshold shifts, deliver written test result explanations to all tested employees, and submit comprehensive digital reports in PDF or Excel format. Testing will occur during standard working hours (typically 7:00 AM to 3:30 PM or 7:30 AM to 4:00 PM), predominantly in February, April, May, and June, though dates and locations are subject to mutual agreement. The deadline for submitting questions is September 28, 2026, and responses must be received by 2:00 PM Central Time on October 13, 2026. The anticipated contract term is January 2027 through December 2028, with options to extend for up to three additional years in increments determined by the State. Award selection is expected by November 2, 2026.

Responders must have a minimum of two years of experience in providing audiometric testing and must submit responses through the SWIFT Supplier Portal only; fax, email, and printed responses will not be accepted. Evaluation will occur in three phases: responsiveness review with pass-fail criteria, detailed scoring of proposals using a maximum of 1,000 points distributed across work plan (300 points), qualifications and experience (300 points), quality assurance and quality control (100 points), and cost detail (300 points), plus up to 120 additional preference points for certified targeted group, economically disadvantaged, or veteran-owned businesses. Responders must comply with Minnesota statutes regarding unenforceable contract terms, must perform all data storage and processing within U.S. borders, and cannot outsource work to foreign entities. The State reserves the right to award to one or multiple responders, reject all responses, negotiate with highest-scoring responders, or cancel the solicitation. All costs for responding are borne by the responder, and proposals become State property. Minnesota's commitment to diversity and inclusion encourages participation from minority-owned, women-owned, veteran-owned, and disability-owned businesses.

Minnesota’s Commitment to Diversity and Inclusion The State of Minnesota is committed to diversity and inclusion in its public procurement process. The goal is to ensure that those providing goods and services to the State are representative of our Minnesota communities and include businesses owned by minorities, women, veterans, and those with substantial physical disabilities. Creating broader opportunities for historically under-represented groups provides for additional options and greater competition in the marketplace, creates stronger relationships and engagement within our communities, and fosters economic development and equality.

To further this commitment, the Department of Administration operates a program for Minnesota-based small businesses owned by minorities, women, veterans, and those with substantial physical disabilities. For additional information on this program, or to determine eligibility, please call 651.201.2402 or go to the Office of Equity in Procurement home page, at https://mn.gov/admin/business/vendor-info/oep/.

SPECIAL NOTICE: This is a request for proposal. It does not obligate the State of Minnesota to award a contract or complete the proposed program, and the State reserves the right to cancel this solicitation if it is considered in its best interest.

This Solicitation requires proposals to be submitted through the SWIFT Supplier Portal. Please note the security changes below that may impact responders from submitting a timely response.

SWIFT SUPPLIER PORTAL SECURITY CHANGES

There are new security measures that the Minnesota Management and Budget implemented on October 16, 2022. It is a new multi-factor authentication (MFA) to enhance the security of the State of Minnesota Supplier Portal. MFA is an authentication method that requires bidders and suppliers provide two verification factors to log into the SWIFT Supplier Portal. The goal of MFA is to create a layered defense that makes it more difficult for unauthorized system access to occur.

For information about these changes, please refer to the SWIFT Supplier Portal Multi-Factor Authentication FAQ document.

If you have not done so already, please make sure to log into the SWIFT Supplier Portal as soon as possible to get this authentication set up early so there are no issues when submitting a response to an RFP.

You are strongly encouraged to set your MFA during business hours of 8:00 A.M. to 4:00 P.M., Central Time, Monday through Friday. You may experience delay setting your MFA after hours.

SECTION 2 – SUMMARY OF SCOPE

Procurement Overview and Goals.

The Occupational Safety and Health Administration (OSHA) regulations require employers to conduct ongoing audiometric testing for employees who are exposed to noise levels at or above 85 decibels for 8 hours. The Department of Natural Resources (DNR) has conducted a noise survey and concluded that approximately 2,000 employees are or may be exposed to noise levels of 85 decibels on at least one day during the year. The purpose of audiometric testing is to determine whether employees are experiencing hearing loss. Selected Responder will provide OSHA compliance audiometric testing to appropriate DNR employees, located throughout the state, in a timely manner. Responders need to be familiar with, understand, and fully comply with the requirements in OSHA standard 1910.95.

Sample Tasks and Deliverables.

Selected Responder will perform audiometric hearing tests for approximately 2,000 DNR employees annually. Tests will support compliance with applicable provisions of 29 CFR 1910.95, Occupational Noise Exposure, with regard to personnel, testing procedures and facilities/equipment.

Audiometric testing will be provided annually during the five-day work week (Monday through Friday), on dates and hours to be agreed upon between the Selected Responder and DNR. Typically, this would be during normal working hours, such as 7:00 am to 3:30 pm or 7:30 am to 4:00 pm, and is frequently conducted in February, April, May, and June. The testing schedule may vary from location to location. Additional test dates may be necessary and will be set through the mutual agreement between Selected Responder and DNR.

Selected Responder will conduct the following:

1. Inform employees being tested:

a. The effects of noise on hearing.

b. The purpose of hearing protectors, advantages and disadvantages of the various types, attenuation, and instruct them on the selection, fitting, care, and use.

2. Conduct follow-up testing at the request of the DNR for employees who experience a standard threshold shift, approximately 30-50 employees per year. This retesting will be conducted on a date and at a location agreed upon by the Selected Responder and DNR. The Selected Responder will facilitate retesting within 30 days of the annual test if requested.

3. Explain test results to employees so they will understand what their hearing level is and what the test score means. Selected Responder will provide a written letter for each employee explaining the test data, comparing test results to the baseline data, and advising them on how to protect their hearing from further loss.

4. Upon completion of testing, the selected responder will submit a digital PDF copy report to DNR. The report will include the following:

a. A summary report indicating how many employees were tested, a breakdown of the number of employees by hearing loss category, and a roster of employees tested.

b. A breakdown by employee indicating date tested and hearing loss classifications.

c. A listing of employees showing a hearing test history.

d. A list of employees who experienced a standard threshold shift.

e. A listing of employees who show a recordable shift per the applicable OSHA standard.

f. Documentation of hearing conservation training provided.

5. Selected Responder will provide an electronic version of the report using PDF or Excel formats.

6. Selected Responder will provide DNR with a letter for each employee who experiences a standard threshold shift (“21-day notification letter”). This letter will be used by DNR to fulfill the notification requirements as listed in 29 CFR 1910.95. These letters should be provided as soon as possible after each testing session, but within two weeks of the testing session. The individual employee letters should be provided as separate PDF files for each employee who experiences a standard threshold shift.

7. Selected Responder will provide work-related determination for a standard threshold shift after an employee completes a retest, approximately 5-20 employees.

8. Selected Responder will provide consultation with DNR’s safety and health staff regarding employee hearing test results.

SECTION 3 – PROPOSAL INSTRUCTIONS AND ADDITIONAL INFORMATION

1. Anticipated Contract Term.

The term of this contract is anticipated to be from January 2027 through December 2028, with the option to extend for up to an additional 3 years in increments determined by the State.

Question and Answer Instructions.

All questions should be submitted no later than the date and time listed in Section 1, Instructions to Responders. The State is not obligated to answer questions submitted after the question due date and time.

Only personnel listed above are authorized to discuss this solicitation with responders. Contact regarding this solicitation with any personnel not listed above could result in disqualification. This provision is not intended to prevent responders from seeking guidance from state procurement assistance programs regarding general procurement questions.

If a Responder discovers any significant ambiguity, error, conflict, discrepancy, omission, or other deficiency in the solicitation, please immediately notify the contact person detailed above in writing of such error and request modification or clarification of the document.

Additional Tasks or Activities.

Responders are encouraged to propose additional tasks, activities, or goods above and beyond the scope of what is requested in this solicitation if they will substantially improve the results of this procurement. Any costs associated with these additional tasks, activities, or goods should be clearly marked and separated from costs associated with the tasks, activities, or goods specifically requested under this solicitation. Because cost is a factor in the evaluation of responses to this solicitation, failure to separate costs for additional tasks, activities, or goods may result in those costs being included in a responder's cost proposal and result in a lower cost score for that proposal.

SECTION 4 – PROPOSAL CONTENT

Please submit the following information:

Work Plan. Responder should provide a description of the deliverables to be provided by the Responder along with a detailed work plan that identifies the major tasks to be accomplished and be used as a scheduling and managing tool, as well as the basis for invoicing. This document should NOT list cost details. If cost details are included in this document, the State may disqualify the proposal as non-responsive. Responder should provide a statement of the objectives, goals, and tasks to show or demonstrate the Responder's view and understanding of the nature of the contract, and what makes the Responder uniquely suited for this work.

Qualifications and Experience. Responder should provide an outline of background and have at least 2 years of experience in providing audiometric testing, with examples of similar work done by the Responder and a list of personnel who will conduct the project, detailing their training and work experience. Resumes or other information about project personnel should not, if possible, contain personal telephone numbers, home addresses, or home email addresses. If it is necessary to include personal contact information, please clearly indicate in the response that personal contact information is being provided.

Quality Assurance and Quality Control. Responder should provide a description of the activities and processes that ensure the quality of deliverables and stored data. Responder should also provide information on how they verify data collected. Describe any safeguards you have in place to secure sensitive information, non-public, or private data.
