About this file
This document contains a template for a Small Business Participation Plan required as part of a proposal response. Offerors must provide the percentage and dollar value of their participation as either a small business or other than small business prime contractor. They must also specify the total percentages and dollar values planned for subcontracts to other than small businesses and small businesses. The template requires offerors to identify the type and categories of the prime business and intended subcontractors. Offerors must describe commitments to utilize small businesses as primes, subcontractors, or through other arrangements such as joint ventures or mentor-protege agreements. SMALL BUSINESS PARTICIPATION PLAN (FORMAT)
All offerors (both other than small and small businesses) are required to complete a Small Business
Participation Plan. Offerors should propose the level of utilization of small businesses (as a small business prime and/or small business subcontractors) in the performance of the acquisition relative to the minimum quantitative requirements set forth in the evaluation of this factor.
(a) Check the applicable size and categories for the PRIME offeror only -- Check all applicable boxes:
{ } Other than Small Business (OTSB) Prime or

(b) Submit the total combined dollar value and percentage (based on Total Contract Value) of work to be performed by both OTSB and small businesses (include the percentage of work to be performed both by Prime and Subcontractors):
For the plan, use this format, as follows:

Value (TCV) Value
1) Percentage and dollar value of your participation as Prime: ________% = $ ___________
2) Total Percentage planned for OTSB subcontracts: ________% = $ ___________
3) Total Percentage planned for Small Business subcontracts: ________% = $ ___________
Total Contract Capacity* 100% = $ ___________
*The totals for 1, 2, and 3 above must equal this total contract dollar value and 100 percent.
(c) Please indicate the total percentage of participation to be performed by each type of subcategory small business. The percentage of work performed by both prime and subcontractor small businesses that qualify in multiple small business categories may be counted in each category:
Example: Subcontractor A (WOSB and SDVOSB) performing 2%; Subcontractor B (SDB, HubZ and WOSB) performing 3%; and Subcontractor C (VOSB) performing 2%. Results equate to: SDB
3%; WOSB 5%; HubZone 3%; SDVOSB 2%; VOSB 4%;). Please NOTE: SDVOSBs are a subset of VOSBs and therefore also count as a VOSB; however VOSBs are not necessarily SDVOSBs.

Small business Primes and small business subcontractors that qualify as small businesses in multiple small business categories should be listed in each applicable small business category.
Example: If a small business qualifies also as a WOSB and a SDVOSB, and you can add them to each category below in which they qualify.
Name of Company (to include CAGE Code)
Anticipated NAICS for Each
Subcontractor (1)
Type of Services/Supplies to be provided
Prime Offeror:
OTSB:
Small
Business:
SDB:
WOSB:
HUBZone:
VOSB:
SDVOSB:
Notes:
(1) Pursuant to Sections 8(d) of the Small Business Act, a business is considered small for Government procurements if it does not exceed the size standard for the NAICS code that the prime contractor believes best describes the product or services being acquired. In other words, the size of the prime’s suppliers is determined by the applicable NAICS code of their joint venture, teaming partner, or subcontract, which may or may not be the same NAICS code as the one for your prime contract with the
Government.
(e) Describe the extent of commitment to utilize small businesses (for example, what types of commitments, if any, are in place for this specific acquisition either – small business prime, written contract, verbal, enforceable, non-enforceable, joint venturing, mentor-protégé, etc.). Provide documentation regarding commitments to small business for this effort. Copies of such agreements should be provided as part of your small business participation plan and will not count against the page limitation for this volume.
(f) Describe the extent to which small business concerns were utilized during performance on previous contracts within the past three to five years. OTSB firms may submit copies of eSRS reports to validate past performance. Explanation of efforts where goals were not met should also be provided.
Responses will not count against page limitation.
FOR OTHER THAN SMALL BUSINESS OFFERORS ONLY:
Separate from the SB Participation Plan, OTSB offerors must also submit a SB Subcontracting
Plan. The offeror should refer to the solicitation for specific location for submittal of this document.
The Small Business Subcontracting Plan should meet the requirements of FAR 52.219-9(d) [Oct 2022], with Alternate II and DFARS 252.219-7003 [Dec 2019] (or DFARS 252.219-7004 [May 2019] if the offeror has a comprehensive subcontracting plan).
The SB Subcontracting Plan is not part of the SB evaluation factor for source selection. However, an acceptable subcontracting plan is required to be eligible for contract award IAW FAR 52.219-9, Alt II
(c)(1). The SB Subcontracting Plan shall also be consistent (in terms of dollar value) with the commitments offered in the SB Participation Plan. For example: if $1M is identified in the SB
Participation Plan for the Small Business category, then in the SB Subcontracting Plan a minimum of $1M must also be identified to be subcontracted to SB. The percentages will change between the documents because each document is based on different values. When an evaluation assesses the extent that small businesses are specifically identified in proposals, the small businesses considered in the evaluation shall be listed in any subcontracting plan submitted pursuant to FAR 52.219-9 to facilitate compliance with 252.219-7003(e).
