TASK ORDER STATEMENT OF WORK
SEED PROJECT 2 - CLIMATE CHANGE AND HUMAN HEALTH LITERATURE PORTAL SUPPORT
1.0. BACKGROUND - The Contractor shall provide administrative, technical, and logistic support services in support of the Global Environmental Health (GEH) Program and the World Health Organization (WHO)
Collaborating Centre for Environmental Health Sciences within the Bethesda Office of the Director (OD-B).
1.1. The NIEHS Climate Change and Human Health Literature Portal, https://tools.niehs.nih.gov/cchhl/, is a global database of published scientific documents on the human health implications of climate change, coupled with an online user interface that allows customized searching and browsing of the database. An online literature search has been developed, approved by NIEHS, and implemented to capture major exposure pathways and health outcomes related to climate change, literature around disaster response and preparedness as it pertains to changes in climate and impacts on health, and additional policy-related topics such as displacement and migration, economic costs, adaptation and preparedness strategies, communications, justice and equity, and others. Results include global peer-reviewed and high-credibility grey literature (from sources such as government agencies, international research organizations, scientific foundations and institutions) and are limited to English-language documents and multimedia. The search is conducted utilizing PubMed, Web of Science, and Google Scholar (for grey literature). In each search, the advanced search option is used to search for relevant terms in titles, abstracts, and keywords. The search is date-range limited to human studies published January 2020 through December 2020.
1.2. Results of initial searches shall be screened by the contractor for inclusion/exclusion in the portal database using keyword searches and additional review and guidance from NIEHS. Curation is accomplished by importing the literature results into an MS Access software database, and using templates created in the program to tag individual publications. Subject matter experts (SMEs) are trained by the Contractor to tag results using a keyword tagging guidance document developed by NIEHS staff in collaboration with the Contractor. SMEs tag each included publication according to its inclusion of the major categories of search topics/terms, as well as study characteristics such as geographic location, timescale, and specific population. Quality control is performed by the contractor, along with NIEHS review of a selection of tagged resources. The approved set of resources is exported from the
Access database and prepared by the contractor for uploading to the online database.
2.0. TASKS - The Contractor shall provide services to manage and execute this task order as follows:
2.1. General Support Tasks: The contractor shall manage and implement an update of the NIEHS Climate
Change and Human Health Literature Database, current MS Access database infrastructure, and associated screening/coding templates.
2.1.1. Conduct an initial literature search using established search parameters for the period of January 1, 2020 through September 30, 2020 by October 31, 2020. Conduct a second literature search using established search parameters for the full calendar year period (Jan through Dec 2020) by March 31, 2021 to capture items not found in previous search, screen for duplicates from first search. Update the MS Access database developed in the prior Task
Orders through the activities described in subsequent sections of this Task Order.
2.1.2. Identify and train staff needed to conduct accurate screening, data prep, and tagging. Include NIEHS-identified subject matter expert staff in any changes in training (including advising of any updates to criteria or process).
2.1.3. For each batch of literature results, implement the established process for using subject matter experts to screen, prep, and tag individual publications with keywords according to the guidance document and procedures agreed upon by NIEHS. Consult with NIEHS program staff in writing on any changes to these procedures and provide updated procedures.
2.1.4. Implement a quality assurance/quality control (QA/QC) system, in ongoing coordination with NIEHS, to ensure:
• accuracy and consistency of implementation of screening process; this may require accessing and updating data from any year contained within the dataset
• appropriate design and use of tagging templates based on current and new (as agreed upon) filters and resource descriptors (tags)
• accuracy and consistency of staff/graduate student performance in tagging, based on training and guidance materials, including that all data values are entered consistently, and all data is formatted and structured to be compatible for easy upload to the online literature portal
• selection of records for review by NIEHS staff to assure quality and consistency of tagging; review of
NIEHS QA decisions and recommendations
• revision to templates or tagging based on QA/QC
• identification of inconsistent terminology usage or trends in new terminology usage in publications, which should be communicated to NIEHS
2.1.5. Complete screening and tagging of literature from January 1, 2020 through December 31, 2020 and populate
Access database with tagged data by June 18, 2021. Work with NIEHS contractor that maintains online portal and database to adjust new data as needed for full integration. Deliver output of 2020 database in required format
(currently Excel/csv) for upload to NIEHS literature portal online database by July 1, 2021.
2.1.6. Meet with NIEHS project officer and program staff as needed to update NIEHS on progress, and consult with such staff through email, teleconference, etc. on any substantive decisions regarding protocols and scientific issues.
For calendar year of resources (e.g., 2020s) provide final report of:
• Number of search results/resources screened for each search
• Numbers of included, excluded, and “maybe’s” after screening of each set of search results
• Numbers of “maybe’s” included and excluded after NIEHS review of each screening of search results
• Number of resources tagged
• Number of resources excluded (Recommended for Removal, “RRs”) following tagging, and review by
NIEHS
• Number of resources reviewed for quality assurance by contractor
• Number of resources needing changes from quality assurance by contractor
• Number of resources reviewed for quality assurance by NIEHS
• Number of resources needing changes from quality assurance by NIEHS
• List of “write-in” terms (including variations of each) that exceed usage criteria level (currently 10) for consideration as new filters/resource descriptors
2.1.7. Interim Deliverables:
• Identification of subject matter experts for screening and tagging, with description of qualifications (by
September 30, 2020)
• Output of initial literature search for January 1 through September 30, 2020 (Excel and/or Endnote database, November 6, 2020)
• First batch of tagged entries from 2020 in the database for QA (January 15, 2021)
