NPS Request for Quotes #140P1521Q0079 cecilia_mitchell@nps.gov

Statement of Work: Glen Canyon National Recreation Area Vegetation Management

Glen Canyon National Recreation Area (GLCA) has a requirement for a certified arborist to provide a professional assessment, trimming, and/or removal of trees and shrubs in front, side, and back yards at 51 employee housing units. These units exist in developed areas and share fences with adjoining properties that may or may not be private property. It is the intent of this project to trim vegetation, primarily trees, to a safe, neat and healthy state by removing overgrowth, hazards, and potential hazards to protect our government housing and neighboring properties from damage.

The work of this requirement includes:

1. An assessment and evaluation of the trees/shrubs at the 51 employee housing units listed in this statement of work.

2. A detailed plan of work for addressing the trees/shrubs at the 51 employee housing units listed in this statement of work. This plan will be subject to review and acceptance by

GLCA.

3. Trimming, removal and clean-up of hazard trees after receipt and acceptance of the plan (see item 2)

4. Option line item: Trimming, removal and clean-up of non-hazard trees and bushes after receipt and acceptance of the plan (see item 2)

The assessment and plan of work must be prepared by a certified arborist. All trimming, removal, and clean-up must be performed by or under the direction of a certified arborist.

Arborist(s) performing work within GLCA must be currently certified and qualified by the International Society of Arboriculture.

Period of Performance:

Anticipated period of performance: November 01, 2021 thru April 01, 2022.

All work must be performed 8am to 5pm Arizona Time, Monday thru Friday. No work shall be scheduled after hours, on weekends, or on Federal Holidays.

Assessment:

Assessment must include:

risk identification for vegetation at all housing areas ranking of properties from most hazardous to least hazardous

The park has defined moderate and high risk as detailed below, but seeks the expertise of a certified arborist for clarification on defining characteristics for these risk levels:

Moderate Risks

Access to homes and yards – tenant belongings, structures, and pets Contractor unattended materials

Damage to sprinkler / irrigation systems

High Risks

Falling branches/trees – structures, fences, utility lines, tenant belongings, pets, tenants

Traffic management Damage to retained vegetation/trees – damaged/severed roots, soil compaction, stress

Plan:

The plan must address all hazards and issues identified in the assessment. The plan shall, at a minimum, include the following:

Detailed description of work to be performed at each of the 51 housing units Equipment and personnel list Safety plan Proposed work schedule

Trimming and/or Removal Work:

Trimming and removal work includes lopping, pruning, trimming, repairing, and removing amenity trees as well as ground operations relating to tree work – like wood chipping, stump grinding, root pruning, and cabling/bracing.

Trim will include all vegetation, branches as follows: AT MINIMUM

1 foot to roofline 4 feet from ground up trunk 1 foot to wall and/or corner 2 feet to any utility wire, box, or pole 6 inches to any fence

Removal will include all vegetation, bushes, trees as follows:

Dead and/or loose branches/limbs Diseased branches, limbs, tree Dead tree, stump, root Trees, bushes, vegetation in pathway to any door Tree/bush runners Tree/bush not stable to ground Tree with strong lean Specifically identified tree or bush Clean up debris and remove from NPS property

Offerors will be responsible, in full, to repair any and all damages to government and adjoining properties caused by performing this work.

Work Areas:

There are four park housing areas, 51 housing units, that require attention: 11 in Page, Arizona;

10 in Wahweap Marina, Arizona; 25 in Bullfrog, Utah; and 5 in Halls Crossing, Utah (see tables 1-4). Park properties have young to mature trees from approximately 8 to 20 feet high and various sized shrubs/hedges. Existing conditions are generally as follows:

PAGE, ARIZONA

Page housing units are located within congested neighborhoods, each with cohabitating fencing and some with encroaching tree limbs from private citizen neighbor yards. Both car and foot traffic are moderate to heavy in these areas (see figures 1 and 2).

WAHWEAP MARINA, ARIZONA

Wahweap Marina housing units are located within park borders with no private citizen surrounding homes. Majority of the grounds are unfenced and rock landscaping. Four of the housing units are fenced, close together, and heavily treed (see figures 3 and 4).

BULLFROG, UTAH

Bullfrog housing units are located within park borders with no private citizen surrounding homes. Not all units are owned by the park, some are owned by other government agencies. Terrain is generally rock and sand with some lawns and a variety of tree types and sizes. Most units have at least one side fenced. This area is condensed but not much traffic (see figures 5 and 6).

HALLS CROSSING, UTAH

Halls Crossing housing units are located within park borders with no private citizen surrounding homes. Not all units are owned by the park, some are owned by other government agencies. Terrain is generally rock and sand and a variety of tree types and sizes. The four individual housing units are close together, sharing a fence. The quad unit does not have fencing but has associated trees lining the front and several yards from the back and side. This area has many large trees that are dead and need to be removed (see figures 7 and 8).
