Attachment 2 – RFQ Submission Instructions for 68HERD23Q0005 Integrated Library System (ILS) for US EPA
RFQ Submission Instructions:
The Contractor must submit a quotation response by the date and time established below and in the request for quote (RFQ) - RFQ 68HERD23Q0005.
NOTE: Interested, qualified contractors shall submit all questions concerning this Request for Quotation (RFQ) to the Contracting Officer via email to Davis.Christopher@epa.gov on or before 3:00 pm Eastern Standard Time, 20 February 2023. The Contracting Officer shall coordinate and compile all questions and responses with the Program Office and subsequently shall post them for all contractor review.
All quotation responses are due by 15 March 2023, on or before 3:00 pm Eastern Daylight Time.
NOTE: The Government will begin immediate review and evaluation of the quotation responses following the RFQ closing date and time. Therefore, submissions or information requests about this RFQ received after the closing date and time, are considered late, and will not be accepted.
Basis for Award: Per Attachment 1, Evaluation Criteria for 68HERD23Q0005, Integrated Library System (ILS) for US EPA, the first two (2) factors are pass/fail. Contractor’s RFQ response failing either of the first two criteria for award will not be considered for further review and shall be eliminated from award consideration. Contractor’s RFQ response which pass the first two criteria, shall be evaluated on a comparative basis per FAR 13.106-2(b)(3) Comparative Evaluation.
The following is an outline of EPA’s current data:
65 user accounts (librarians) 275,000 Bibliographic titles 6,203 E-book titles 28,000 ‘NEPIS ONLY’ records* o These have not yet been linked to a cataloged record but will be eventually 334 E-journal titles 14,000 patron records – (1,100 of which are active)
*These records have a title, pub year, and link to a digitized EPA document
