Attachment 1- Evaluation Criteria for 68HERD23Q0005 Integrated Library System (ILS) for US EPA

The following criteria are pass/fail. Any Integrated Library System submitted for evaluation must first pass the following requirements. Any system failing to demonstrate these required criteria will not be evaluated further.

Requirement Pass Fail

1. Does the System have full FedRAMP authorization?

2. Is the ILS 508 compliant and did the vendor supply sufficient documentation to prove this?

Additional Factors Per FAR 13.106-2(b)(3) Comparative Evaluation will be used for evaluating quotation responses.

Once the above requirements have been met the ILS will be evaluated on a comparative basis on the Contractors technical quotation response. The Contractors technical quotation response is expected to address, at minimum, the following metrics:

1. Updates and upgrades – The RFQ response is requested to provide documentation on the software update and upgrade plans for their ILS system.

2. System Components – The RFQ response is requested to provide documentation on the System Components of their ILS system.

a. System Components expected (at minimum):

• Cataloging

• Acquisitions management

• Circulation

• Digital asset repository

• Discovery layer

• Electronic resource management

• Holdings management

• Interlibrary loan

• Inventory management

• Link resolver

• Physical processing

• Serials management

• Data analytics and system reports

• Etc.

3. Migration Plan – The RFQ response is requested to provide documentation on a migration plan for this effort with a detailed timeline, plan, and recommendations for data migration and system implementation, including user testing.

4. Training – Contractor is requested to provide a comprehensive training plan for both the librarians and the end users with several refresher trainings offered.

5. Customer Support – The Contractor is expected to provide a plan for responsive and live customer support during implementation and beyond with a dedicated support person available throughout the duration of the Order.

6. Data Ownership – EPA will own the data stored in this ILS system and requests that the contractor provide documentation demonstrating a plan to return EPA’s data (collection holdings, patron information, user information, etc) in a usable format and that no copies of the data will be retained by the Contractor.

Contractors are asked to limit their technical information to less than a total of 40 single-spaced pages, one-sided, letter size pages (excludes drawings). Anything over 40 pages will not be considered. Number the pages consecutively and use a standard font easily readable size and font, such as Times new Roman.

EPA reserves the right to use additional metrics, if needed, to properly evaluate RFQ responses.

The following is an outline of EPA’s current data:

65 user accounts (librarians) 275,000 Bibliographic titles 6,203 E-book titles 28,000 ‘NEPIS ONLY’ records* o These have not yet been linked to a cataloged record but will be eventually 334 E-journal titles 14,000 patron records – (1100 of which are active)

*These records have a title, pub year, and link to a digitized EPA document
