About this file
This is a During Solicitation Substitution Request Form for ITB 26-0001, a general contractor bid opportunity in Oregon for constructing a new athletic storage facility and ticket booth at Southridge High School. The form provides a standardized process for bidders to request substitutions of materials, products, or equipment during the solicitation period prior to bid submission. The document outlines the required information that must be submitted with any substitution request, including a description of the proposed substitute item, the original specified item being replaced, technical specifications and equivalency documentation, cost comparisons, and justification for why the substitution is necessary or beneficial. Bidders are required to submit substitution requests in writing to the purchasing authority before the bid deadline to allow adequate time for review and approval.
The form establishes clear procedures and documentation requirements to ensure that any proposed substitutions maintain project quality and specifications while potentially offering cost savings or availability benefits. All substitution requests must be evaluated for compliance with project requirements and approved in writing before the bidder may include the substitute item in their bid proposal. This mechanism allows flexibility in the bidding process while maintaining control over material and product quality standards for the athletic facility construction project.
