About this file
Attachment L. Reference Checks is a document from the Maryland Department of the Environment designed to collect reference information from potential contractors for radiation meter calibration services. The document requires bidders to provide detailed reference information from up to three previous clients, including company name, contact information, project details, contract value, and a comprehensive description of comparable services performed within the specified timeframe. The reference check form is part of the solicitation process to evaluate the bidder's responsibility and capability to perform the required technical services, with the procurement officer reserving the right to request additional references or utilize references not provided by the bidder.
The reference check form serves as a critical evaluation tool, allowing the procurement team to verify the technical competence, past performance, and reliability of potential contractors. By requiring detailed references, the Maryland Department of the Environment aims to ensure that the selected contractor has demonstrable experience in radiation meter calibration and maintenance. The document emphasizes that if references are deemed insufficient, the procurement officer may determine the bidder to be "Not Responsible," which could result in the bid or proposal being rejected. The reference check process is part of a broader procurement strategy that likely includes considerations for small business enterprises, veteran-owned businesses, and minority-owned businesses, though these specifics are not explicitly detailed in this attachment.
