QUESTIONS AND ANSWERS.
April 11, 2025
Q1. What preference is given to Maryland bidders? Is it a percentage of price?
A1. Not applicable, this is not a Reserve Market Solicitation.
Q2. Section 2.3.4 F. The Contractor shall mail each unit back to MDE. and 5 Required Standards for Calibration H. Equipment must be shipped via UPS, Federal Express or other registered carriers with tracking capabilities. No equipment may be sent via the United States Postal Service.
A2. Yes, these are the shipping and delivery requirements.
Q3. Please clarify the shipping requirement. Will shipping be on an MDE account?
A3. The bidder should incorporate the shipping both to and from MDE into their bid submission.
Q4. Section 2.3.4 G. The Contractor shall fix/repair any broken unit upon prior approval from the Contract Monitor. RSSI will charge an hourly rate and for parts for repairs, is this acceptable?
Section 2.3.4 I. 4) The date of calibration and the next calibration. MDE must provide calibration intervals for each instrument.
A4. Yes, this is acceptable. MDE will provide the calibration interval information.
Q5. For each instrument with external detectors, please specify the number of external detectors to be calibrated with each instrument.

QUESTIONS AND ANSWERS
A5. The only device that has multiple probes is the Ludlum 2241-3. Each one has four (4) probes in the kit.
Q6. Can you please clarify what the requirements for this IFB are regarding shipping (to and from) and who is responsible for the costs associated with both.
A6. Please see response to Question 3. The bidder should incorporate the shipping both to and from MDE into their bid submission.
Q7. How are repairs billed? Some units may need to go to the manufacturer for repair and would need to be quoted and billed on a per occurrence basis.
A7. The bidder would send MDE an invoice and MDE would pay the bill. MDE understands that there may be circumstances in which the bidder would provide MDE with a quote and then MDE would determine how to proceed.
