1.000 SCOPE

This Performance Specification (PSPEC) defines the requirements for the Auxiliary Floating Dry Dock Medium Replacement (AFDM). The AFDM craft will be a floating dry dock capable of conducting Chief of Naval Operations maintenance availabilities for the following ship classes: LCS 1, LCS 2, DDG 51, CG 47, LSD 41, and LSD 49. The AFDM craft will be operated in benign threat environments primarily at Navy Regional Maintenance Centers and will be capable of being relocated to meet future Fleet maintenance requirements. Included in this PSPEC are the mission, capabilities, major systems requirements, interfaces, environmental constraints, and interchange requirements. This specification establishes overall system requirements to guide the Contractor in the subsequent engineering and development of more detailed specifications.

2.000 DOCUMENTS

The following standards and documents are specified in this PSPEC. While every effort has been made to ensure the completeness of this list, the Contractor is required to meet all specified requirements documents cited in this PSPEC, whether or not they are listed in this section. Compliance with referenced documents is mandatory even where the referenced document may use terms similar to “recommendation”, “guideline” or “guidance” in their title or text.

Order of precedence - In the event of a conflict between the text of this document and the references (other than Regulatory Body requirements) cited in this document, the text of this document takes precedence. First tier references take precedence over sub-tier references in the event of a conflict. Nothing in this document shall supersede applicable laws and regulations unless a specific exemption has been obtained. Silence of one document with respect to details or requirements in another document shall not be considered an inconsistency.

Effective issue - Where first tier references, such as Regulatory Body requirements, are referred to, the AFDM craft, as delivered, shall comply with all applicable Regulatory Body requirements in effect at contract award. In addition, the AFDM craft shall comply with all Regulatory Body requirements formally approved by contract award but scheduled for implementation prior to the scheduled delivery of the first craft.

2.300 DEFINITIONS

Adjacent or Adjacent Space(s): Where referring to multiple spaces, adjacent means that the spaces share a common bulkhead or boundary without direct access between the spaces, or the spaces are located directly across a passageway from each other.

The terms “as approved,” “to approve,” “approved,” “as required,” and “required” mean the approval by, the requirements of, or the selection of the Government. Additionally, the terms “approved” and “required” may also mean approved or required by a Regulatory Agency or Regulatory Body. Wherever these terms are used without further qualification, it is the approval, decision, or direction of the Government or Regulatory Bodies, as appropriate that is required.

Approximate: Where the term “approximate” or “approximately” is used, it means that delivered performance, parameter, or characteristics shall be within 10% of the specified value, except where an upper or lower bound on the specified value is provided.

Contractor: The firm that holds the prime contract with the Government for design and construction of the vessel.

Dedicated: When used to describe a space, dedicated means that the space serves a single purpose and does not contain any outfitting, equipment, and controls which do not serve the purpose of that space. When used to describe systems or equipment, dedicated means that the item serves a single purpose.

Government: The United States Government, and the Owner of the vessel.

Herein: Wherever the term "herein" is used, it is intended to mean in any section of these Specifications, including Appendices.

Installed, Furnished, Fitted, or Provided: The Contractor shall procure, install, inspect, and perform other work necessary to ensure systems, subsystems, equipment, and their support systems and structure are capable of performing their intended function, as appropriate, unless otherwise specified.

Machinery Space: Spaces classified as machinery spaces by the Regulatory Bodies such as, pump rooms, motor rooms, and spaces containing sewage, oil, and solid waste transfer, electrical equipment, combustible engines, and processing equipment.

Marine or Marine Grade: Constructed of materials unaffected by moisture, sea spray, extremes of temperature, and other hazards of the marine environment, and has been designed and constructed to perform its intended function in the marine environment conditions, plus the dynamic motions and cyclic loads imparted in a marine environment. The item must further be designed and constructed for ease and safety of operation under dynamic conditions and must require minimum maintenance.

Maximum Extent Practical: Capable of or suitable within the capacity of available resources to being used or put into effect.

Normal Working Spaces: Spaces where personnel will be involved in prolonged periods of activity, including:

Or equal: Equipment, machinery, or an item of material that performs the same function as one named by the manufacturer or trade designation is of equivalent quality and similar construction. Where equipment is specified herein by manufacturer's name, make and model number, the Contractor may provide equivalents to these equipment when the term “or equal”, or “or similar” is used. For the substitute item to be acceptable, the item shall have the following attributes:

a. Meeting the performance and logistic support requirements specified herein, including the noise, vibration, and Electromagnetic Intergerence (EMI).
b. Possessing similar:
1. Dimensions
2. Weight
3. Power, HVAC, cooling water, and other support requirements
4. Suitability for marine service
5. Material
6. Reliability, maintainability and availability
7. Vendor furnished service
8. Life cycle costs
9. Population in USN use
10. Interface characteristics
11. Time in service
12. Environmental impacts
13. Safety considerations.
An exception to these criteria is that when lesser dimensions and weights or superior performance and maintenance characteristics are demonstrable and are to the advantage of the ship's mission, the equivalent item would be acceptable provided the other specified requirements are met.
Where the term “or equal” is used, an equivalency certification shall be prepared and approved prior to substitution.
Where the term “or similar” is used, the Contractor may provide a substitute item without submitting an equivalency certification.

Rennie-Type: a type of floating dry dock design where the wing walls are continuous and the individual pontoon sections are sectional and removable for maintenance.

Sally Port: a transverse penetration through the wing wall of a floating dry dock with openings on the inboard and outboard side, and sealed on the top, bottom, forward and aft sides separating it from the internal area of the wing wall. A sally port is typically used for personnel transit through the wing wall to and from the pontoon deck, the pier or an outboard craft and can also be used to transfer utilities, piping and cabling.

Statements of Voluntary Compliance (SOVC): A Statement of Voluntary Compliance issued by either the USCG or ABS in lieu of an International Convention for the Safety of Life at Sea (SOLAS) to validate the sovereign immunity of a Government-owned ship. An SOVC is issued when all requirements of the convention are in compliance.

Should Consider: Denotes advice or recommendation whenever noncompliance with the specification is permissible.

Regulatory Body: Includes Governmental agencies such as United States Coast Guard (USCG), Centers for Disease Control and Prevention, Federal Communication Commission or designated third parties authorized to act on their behalf that have Federal regulations applicable to the design or construction of public vessels.

Wet Areas: Areas, spaces, and rooms where water is likely to accumulate. These include, but are not limited to: areas, spaces, and rooms exposed to the weather; fan rooms; medical facility; food service spaces; sanitary spaces; refrigerated spaces; solid waste processing; air plenums; laundry spaces; vestibules; emergency generator room; cleaning gear lockers; deck gear lockers; and machinery space platforms.

3.000 REQUIREMENTS

3.070 GENERAL REQUIREMENTS FOR DETAIL DESIGN AND CONSTRUCTION

3.070a GENERAL AFDM craft shall be a “Rennie”-type floating dry dock designed and built to dock and undock the following ship classes: LCS 1, LCS 2, DDG 51, CG 47, LSD 41, and LSD 49. AFDM craft shall have a design lift capacity no less than 18,000 LT. AFDM craft shall be designed and built to self-dock its pontoons for inspection, maintenance and repairs The drydock shall not be required to operate without the pontoon section containing the crossover tunnel.

The AFDM craft shall be designed and built for operation in San Diego, Hawai’i, and the Pacific Northwest Region. The AFDM craft shall be non-self-propelled and will usually be employed in or near U.S. Navy and civilian shore facilities and shall depend on shore supply for utility services. The AFDM craft shall be designed and built to be transported by heavy lift Float-On/Float-Off ships in open-ocean and coastal environments.

3.070b REGULATORY BODY REQUIREMENTS The AFDM craft shall be designed and built to meet the requirements of American Bureau of Shipping (ABS) Rules for Building and Classing Floating Dry Docks and meet all floating dry dock requirements of MIL-STD-1625.

ABS shall class the AFDM craft as A1 Floating Dry Dock. ABS shall issue a Statement of Compliance for AFDM on towing if the craft is ever towed.

The AFDM craft shall be equipped to satisfy the Panama Canal Authority regulations for transit.

The Contractor shall provide the materials, equipment, and outfitting items required for the AFDM craft to operate in compliance with 33 Code of Federal Regulations (CFR), as applicable, and with other Regulatory Body requirements contained within this document.

The AFDM craft shall meet the following sanitary construction requirements within the Centers for Disease Control and Prevention/U.S. Public Health Service (CDC/USPHS) Vessel Sanitation Program (VSP) 2018 Construction Guidelines, unless specified elsewhere:

3.070c CHARACTERISTICS The AFDM craft will be employed as a floating dry dock in or near U.S. Navy and civilian shore facilities and shall provide services and support for drydock operations as described herein.

The AFDM craft shall be designed and built using the Imperial system of measurement to the maximum extent practical. Using standard ship terminology, the wing wall closest to the pier shall be designated as the port side. In all cases, AFDM components, equipment, piping, valves, flanges, fittings, cable, connectors, switches, fixtures, etc., are to be selected based on U.S. commercial marine grade standards with respect to their design, materials and dimension unless otherwise specified. AFDM shall be of welded steel construction. Sharp corners or ragged edges of materials that may be hazardous to personnel or equipment and intermittent welds on exterior structures shall be avoided.

The AFDM craft shall be sized to accommodate the particulars of all ship classes listed in Table 3.070-1. AFDM shall have a length no less than that required to dock the ship classes listed in Table 3.070-1. AFDM shall have a minimum clear width between wing wall fenders no less than 122 ft(37.19m) and a depth from the pontoon deck to the maximum ballasted waterline no less than 39.25 ft.(11.96m). The length of each pontoon shall not exceed 98 ft AFDM will be designed to dock the LCS 2 Class 6 ft. (1.83m) off of the centerline towards the port side.

The AFDM craft shall have ballast tanks with a total capacity no less than is required to reach the maximum ballasted waterline.

The AFDM craft shall have two cranes each with a thirty (30) LT lift capacity at forty (40) feet and a fifteen (15) LT lift capacity at eighty (80) feet. One crane shall be installed on each wing wall. AFDM shall have ship positioning equipment for handling the ship classes listed in Section 3.070a during docking and undocking.

The AFDM craft shall interface with shore service connections for compressed air, potable water, sewage water discharge, electric power, LAN and communications.

AFDM shall provide firemain connection as listed in Table 3.070-2 for the Ship-In-Dock. All other services needed by the Ship-in-Dock are to be provided directly from the pier and routed via the utilities pass-throughs. Utilities pass-throughs shall be sized based on piping sizes and connections for utility services per UFC 4-150-02 Dockside Utilities for Ship Service.

The sizing and spacing of the utilities pass-throughs shall enable efficient pass through for all services for all ship classes specified in Section 3.070a.

AFDM shall be provided with service stations for systems in Table 3.070-3. These service stations shall be used with tools or other repair equipment. Supply services shall be sourced from shore-based supplies and distributed to utility service stations on the wing decks.

Shore facility interfaces shall be provided to permit AFDM to interface with U.S. Naval Bases, and NATO and commercial ports and terminals. Descriptions of the U.S. Naval facilities interfaces may be found in UFC-4-150-02. The following shore connections shall be located at the mid-section of the weather deck:

a. Electrical Power

d. Firemain (for use as emergent secondary source)

e. CHT Discharge

NOTE: Compressed air and liquid service requirements shall be sized to accommodate AFDM systems.

Two shore telephone connection boxes (port and stbd) shall be provided on the safety deck. A cable shall be installed from each box to the telephone exchange.

The AFDM craft shall include a means for utilities to pass through the dock, from the unit-in-dock to the shore.

The AFDM craft shall have a diesel generator set to provide emergency power. AFDM shall have a free standing fuel tank to supply fuel for the generator set.

The AFDM craft shall have offices and storerooms to support drydock operations.

The AFDM craft shall have stairs connecting the wing wall decks to the safety decks. The craft shall also have stairs connecting the wing wall decks to the pontoon deck. Stairs shall be in accordance with section 3.622f.

The AFDM craft shall have a communications bridge for personnel transit between port and starboard wing decks. The communications bridge shall be designed and built so that the port and starboard bridge sections may be locked together in the “closed” position or locked in the “open” position. AFDM shall have a crossover tunnel below the pontoon deck for personnel transit between wing walls.

The Contractor shall be required to provide a vehicle ramp design and shall design (IF CLIN 1008 exercised) the AFDM pontoon deck to be capable of accepting said vehicle ramp. The vehicle ramp shall be designed in accordance with Section 622d. . AFDM shall have pedestrian access ramps to provide access for personnel from the pier to the wing deck. The Contractor shall provide pedestrians two means of escape to the pier from the wing wall deck during all dock operating conditions and tidal levels. Additionally, the Contractor shall provide pedestrians two means of escape to the pier from the pontoon deck during normal operating draft at all tidal levels.

The AFDM craft shall be designed and built with inherent survivability to protect against typical commercial hazards such as minor groundings, minor collisions and raking, and small fires.

The AFDM craft shall be designed and built for transit through the Panama Canal (New).

For removal of the pontoon sections for maintenance periods, distributive piping, electrical, and electronic systems located between the wing walls and pontoon sections shall be provided with mechanical means for disconnection. These craft disconnection points shall have the following features:

a)Located at the interface between the pontoon and wing walls, as practical.
b)Disconnection points shall be in readily accessible locations.
c)Disconnection points shall be provided with identification labels and/or instructions.
d)Breakdown flanges and takedown joints provided for distributive systems.
e)Junction or connection boxes provided for electrical and electronic systems.
f)Disconnection points shall be designed and installed such that inadvertent disconnection of systems does not occur through normal operation of the craft.
g)Disconnection use shall not adversely affect the operation of remaining connected craft systems upstream of the disconnection point. It is understood that this does not apply to the crossover tunnel pontoon. Removal of the crossover tunnel pontoon will render the craft inoperable.

3.070d CERTIFICATIONS The following certificates are to be supplied to the AFDM craft at the time of delivery:

a. Certificates required by ABS Classification and Flag State Authority.

b. An International Tonnage Certificate of Admeasurement, in accordance with the requirements of 46CFR69 issued by ABS.

c. IMO International Convention on Load Lines, 1966 issued by ABS.

d. Panama Canal/Universal Measurement System Net Tonnage Certificate issued by ABS.

e. ABS Statement of Compliance for Institute of Electrical and Electronic Engineers (IEEE) Standard 45 series.

f. ABS Statement of Compliance for EPA regulations, as applicable.

3.070e OPERATING ENVIRONMENT The AFDM craft will be operated in a benign, sheltered harbor environment. The AFDM shall meet the facility design criteria for Mooring Service Type IV (Permanent Mooring) for San Diego, Hawai’i, and the Pacific Northwest regions. The mooring system will automatically adjust for changes in tide level.

The AFDM craft shall be capable of being heavy lifted in coastal or open ocean through Sea State 5 as defined in STANAG 4194, Standardized Wave and Wind Environments and Shipboard Reporting of Sea Conditions, Annex D, table D-1.

For transit to delivery destination, the AFDM craft shall be capable of being towed in segments or heavy lifted in coastal or open ocean through Sea State 5 as defined in STANAG 4194, Standardized Wave and Wind Environments and Shipboard Reporting of Sea Conditions, Annex D, table D-1, as approved by the Government.

Superstructure, fittings, and equipment shall de designed to withstand the dynamic forces produced by heavy lift in coastal or open ocean environmental conditions consistent with Sea State 5. The Contractor shall be responsible for preparing appropriate dynamic load factors in accordance with the equations provided in MIL-STD 1399/301A, Department of Defense Interface Standard: Interface Standards for Shipboard Systems 301A Ship Motion and Attitude for each heavy lift case.

To avoid AFDM craft damage or dislodgement via dynamic motion during transport, vulnerable equipment or appurtenances shall be provided the capability to be secured.

Electronic equipment spaces shall be maintained at 35%-60% relative humidity when equipment is operating and at 10%-90% relative humidity with no condensation when equipment is not operating.

Cranes shall not be installed during transportation of the dock. If cranes are not installed prior to transportation of the dock, a means to transport cranes safely to delivery destination shall be provided. If CLIN 1010 is exercised, cranes shall be installed at the delivery destination by the Contractor.

3.070f REQUIREMENTS FOR EQUIPMENT AND MACHINERY The Contractor shall provide equipment and machinery to the AFDM craft. The equipment and machinery shall meet all requirements regarding form, fit, and function specified herein.

Unless otherwise noted, designations, numbering, labeling, nameplates, notices and markings shall be in accordance with best commercial marine practices and specified herein. All equipment, machinery and material shall be purchased new, and be protected and handled to maintain such condition.

3.070h GENERAL WORKMANSHIP Items shall be suited to and of a quality appropriate for their intended operational use and installed in accordance with manufacturer’s instructions.

Corners and crevices in which water and dirt may collect or pool and inaccessible void spaces shall be eliminated. Drain holes shall be cut and watercourses provided to prevent accumulation and retention of liquids and to permit the free flow to drains, scuppers, sumps, and suction pipes.

Shims shall not be used to correct improper fit unless approved by the Government.

Exposed outside corners or sharp edges of interior bulkheads, joiner bulkheads, coamings and other raised structures, and their stiffeners in accommodation and manned spaces shall be rounded to prevent personal injury.

3.071 ACCESS

Compartments, usable spaces and voids within the AFDM craft shall be provided with the doors, hatches, scuttles, manholes, arches and removable plates required to afford the most convenient access without compromising watertight integrity, structural strength, or efficient arrangement.

Access routes to spaces containing equipment that cannot be readily disassembled into smaller components and/or is of a size that precludes shipment through a standard access route shall be provided with a means to readily disassemble interferences without hot work (i.e., welding, brazing or cutting). The temporary shipping access route shall be sized to accommodate the largest piece of equipment or subassembly installed in the particular space.

3.071a MACHINERY ACCESS Bolted Equipment Removal Plate(s) (BERP) or Welded Equipment Plate(s) (WERP) shall be provided to the AFDM craft for removal of large equipment and components where the size of the item or component to be shipped or unshipped exceeds door or hatch sizes. Where equipment can be expected to require removal every twelve (12) years or less, a BERP shall be used for removal. For longer periods, a WERP is acceptable.

Equipment and machinery shall be installed with access for operation, maintenance, adjustment, and repair without having to dismantle adjacent machinery, piping, ducting, cabling, or structure. Maintenance envelopes shall be in accordance with original equipment manufacturer’s instructions.

Removal routes shall be provided for equipment and machinery that is to be shipped or unshipped. Pipes, ducts, wireways, and other permanent fittings shall be kept clear of equipment removal routes. Original Equipment Manufacturer’s (OEM) jacks, supports, and other lifting gear necessary for overhaul of machinery and piping systems shall be provided. Permanent lifting and removal fittings such as monorails and padeyes shall be provided to enable equipment removal via these routes.

3.073 NOISE AND VIBRATION

3.073a GENERAL Airborne noise performance requirements shall be as specified under USCG Navigation and Vessel Inspection Circular 12-82 Enclosure (6). AFDM craft spaces not readily identifiable by this standard shall meet an ambient noise level limit not to exceed 65 dB(A). Heads and deck toilets shall meet an ambient noise level limit not to exceed 75 dB(A). Airborne noise performance requirements shall be met with drydock machinery and equipment in operation.

Spaces where noise levels equal or exceed 85 dB(A) shall be designated as noise hazardous areas and shall have signs advising personnel of the noise hazard and the need for hearing protection posted at each entrance to the space. Personal hearing protection shall be provided for spaces where noise levels equal or exceed 85 dB(A) and for spaces with impact or impulse noise levels in excess of 140 dB(A) peak sound pressure level.

Structure-borne noise from machinery and equipment shall be minimized and isolated to the maximum extent practical from normally occupied spaces. Acoustic insulation in accordance with SNAME T&R Bulletin No. 3-37 shall be installed, as required, to meet the airborne noise performance requirements.

3.073b VIBRATION The AFDM craft and all installed components shall be free from excessive vibration. Excessive vibration is defined as vibration which interferes with, or threatens to interfere with, operation of the AFDM or AFDM systems, impairs the comfort or efficiency of personnel, or jeopardizes ship or structural or mechanical integrity.

The Emergency Diesel Generator shall be resiliently mounted in accordance with the OEM’s recommendations. The EDG foundation shall be designed to reduce the transmission of vibration to the AFDM structure.

3.075 FASTENERS

3.075a FASTENERS FOR GIRDER LEVEL CONNECTIONS Fasteners installed in areas exposed to the weather, submerged at full ballast condition or in wet locations shall be ASTM F593, stainless steel type 316 (UNS S31600) or type 316L (UNS 31603). Nitronic 50 (UNS S20910), duplex alloy 2205 (UNS S31803), Ferralium 255 (UNS S32550), or alloy AL-6XN (UNS N08367) fasteners may also be used. Fasteners installed in locations where stagnant water is likely to occur shall be hot-dipped galvanized steel. Threaded fasteners, when installed and tightened, shall protrude a distance of between one and nine threads beyond the top of the nut or plastic insert. Removable pins used for securing parts and equipment shall be secured with a lanyard to prevent loss.

3.076 RELIABILITY, MAINTAINABILITY AND AVAILABILITY

The Contractor shall select and install commercial systems and equipment having reliable service life histories and meeting industry standards recognized by the Regulatory Bodies for the AFDM craft. In the absence of definitive Regulatory Body requirements, systems and equipment that have single points of failure that degrade the performance of organic mission and safety critical systems shall be provided with compensating features and increased design margins. A single failure point is defined as the failure of an item, which would result in failure of the system and is not compensated for by redundancy or alternative operational procedure. The single failure definition does not apply to the failure of fixed piping, manually operated valves, and duplex strainers.

The AFDM craft will be designed and constructed such that a failure within the craft ballasting system will neither cease its mission intended operations nor cause damage to the AFDM or a ship under service by AFDM.

Material, furnishings and equipment shall be selected by the following criteria:

a. Space functionality

b. Ability to withstand an industrial and marine environment

c. Safety

d. Durability/reliability

e. Maintainability.

Equipment selection should consider existing availability within the Navy and Department of Defense logistics support infrastructure. Materials and applications which ease cleaning efforts and improve facilities maintenance shall be used throughout the craft.

At craft delivery, all machinery and Information Technology hardware shall be delivered with at least five years remaining prior to the Original Equipment Manufacturer’s end of support date.

All application software, including embedded software within systems, and operating systems shall be supportable and provided with the means to be supportable. At AFDM craft delivery, all application software and firmware programs, and operating systems shall be delivered with at least three years remaining prior to the software developer's or Original Equipment Manufacturer's end of support date.

The AFDM craft structure, including interior non-structural bulkheads, shall have a design service life of 50 years. The approach for meeting this design objective shall be a combination of appropriate sizing of scantlings to include a corrosion allowance and effective corrosion prevention systems. Fabrication techniques shall follow the best commercial marine practices.

The AFDM craft docking cycle shall be 10 years. Machinery and equipment shall be located and oriented with all due consideration of access, operation and maintenance. Equipment, outfitting, furnishings, and support systems as well as interior non-structural components such as bulkheads, partitions, deck surfaces, and so forth, shall be selected or designed to minimize upkeep and maintenance.

3.077 ENVIRONMENTAL, SAFETY AND OCCUPATIONAL HEALTH

3.077a GENERAL The Contractor shall incorporate Environmental, Safety and Occupational Health considerations and criteria into the design of craft systems, equipment, and arrangements to ensure the safety of personnel, systems, equipment, and the environment, to ensure regulatory compliance with all applicable environmental laws and regulations.

3.077b SYSTEM SAFETY Install protective guards for machinery and personnel in accordance with OSHA guidelines 29 CFR 1910.

Install protective guards as barriers to prevent personnel from inadvertently contacting energized circuits, components, and terminals, which present shock and high voltage hazards. Post signage warning against such hazards in conspicuously located areas.

3.077c POLLUTION PREVENTION Neither the AFDM craft nor anything provided with the AFDM craft shall contain materials considered hazardous to human health, such as asbestos insulation, coatings containing lead compounds, or Polychlorinated Biphenyl contaminated materials.

Material or equipment that contains or uses chlorofluorocarbon or Class I or II ozone depleting substances, as defined in the Clean Air Act, 42 United States Code, shall not be used in the construction and operation of the AFDM craft. Lead paint shall not be used in the construction of the AFDM craft.

3.077d HAZARDOUS MATERIALS The prohibited chemicals in Naval Sea Systems Command (NAVSEA) Hazardous Material Avoidance Process Manual T9070-AL-DPC-020/077-2 shall not be used in the construction and operation of the AFDM craft unless excepted as…
